3214 To establish the Tillsonburg Youth Advisory Committee.THE CORPORATION OF THE TOWN OF TLLLSONBURG BY-LAW NUMBER 3214 A BY-LAW to establish the Tillsonburg Youth Advisory Committee. WHEREAS the Council of the Town of Tillsonburg deems it advisable to establish the Youth Advisory Committee. BE IT THEREFORE ENACTED as follows: ESTABLISHED: 1.1 Tillsonburg Tourism Advisory Committee A special body to be known as the 'Tillsonburg Youth Advisory Committee" is hereby established. Definitions: a) The Tillsonburg Youth Advisory Committee is defined as per this By-law b) The Tillsonburg Mayor's Roundtable of Youth is defined as a coalition of youth service providers who meet on a regular basis around youth issues. c) The Tillsonburg Youth Action Council is defined as a committee of youth who meet on a regular basis around youth issues. 1.2 Committee Mandate The mandate of the Youth Advisory Committee is: a) To act advisory committee for Town of Tillsonburg regarding policies and programs in the municipality, and make recommendations as they relate to youth. b) To work with the Town of Tillsonburg, the Mayor's Roundtable on Youth Coalition Group and other Key Stakeholders and Community Partners on the development of effective programs and services for youth. c) To assist the Town of Tillsonburg in researching and developing polices, nurturing youth initiatives by conducting surveys and studies, sponsoring conferences and symposia, researching funding opportunities and performing other assigned duties which may be project based and project driven. d) To assist in fostering a welcoming atmosphere in the Town of Tillsonburg for the continued growth and development of including and representing all youth. e) To be responsible for the distribution or allocation of any funding that may be available to the committee. 1.3 Composition (members - five - required) The Committee shall be composed of a minimum of 5 and a maximum of 11 members. This will include a Chair, a member of the Community Services Department, 2 youth from the Youth Action Council and up to 8 and representatives from community stakeholders. (i.e. Police or justice, social services, education, arts and culture, recreation, leisure and sports and other interested groups) 1.4 Appointments - effective date - expiry All appointments to the Committee shall become effective upon the passing of resolutions, which provide for such appointments, and shall correspond to Council's term of office. 1.5 Chair - chosen- first meeting - requirements There shall be chosen a Chair of such Tillsonburg Youth Advisory Committee hereinafter referred to as "the Youth Advisory Committee" from among the members described n Section 1.3, at the first meeting of the Youth Advisory Committee following the passing of a resolution on appointments under Section 1.4, at which at least a quorum are present after November 30 in any year. 1.6 Chair -term Such appointment as Chair shall continue until November 30 in the following year or until a successor as Chair is appointed, whichever occurs last. 1.7 Chair -duties The Chair shall: (a) Chair all Official Youth Advisory Committee meetings; and (b) set the agenda in consultation with the Director of Community Services or Designate. 1.8 Vice -Chair - duties - Chair - absent There shall be chosen a Vice -Chair who shall assume the duties of the Chair when the latter is not in attendance. 1.9 Quorum ( minimum) A quorum shall consist of 50 % plus one of the Committee at any of its meetings for the conducting of business. GENERAL PROVISIONS: 2.1 General requirements - set out The general requirements of the Committee will be as set out in Sections 2.2 through 2.7 inclusive. 2.2 Meetings - times - determined - Chair The Youth Advisory Committee shall meet at the time or times to be determined in advance by the Chair provided that at least one meeting shall be held within every four-month calendar period. 2.3 Meetings - notice - to all members - by Chair The Chair shall give notice of any such meeting to all members of the Committee including the Director of Communil:y Services notice as far in advance of any meeting as possible and in no event shall the notice be less than forty-eight hours. The Chair shall make all due attempt to contact Committee members for emergency meetings. 2.4 Meetings - interested groups - individuals - as required The Youth Advisory Committee shall meet from time to time, when required, with groups, organizations and individuals interested or involved in youth activities, to determine their particular concerns in their areas of youth. The Youth Advisory Committee will maintain ongoing communication with the Mayor's Roundtable on Youth Coalition Group and their monthly meetings. 2.5 Annual Business Plan - review The Youth Advisory Committee shall develop a recommendation for an annual objectives and action plan. This will include budget requirements around youth strategy and recommendations around the need for budget allocations such as funding for special projects. This information will be incorporated into the annual Community Services Business Plan. 2.6 Policy changes - execution - responsibility - Committee Upon the establishment by Council of any change in policy as set out in this or any other Chapter, the Chief Administrative Officer, through the Director of Community Services or Designate and such other members of the Town administrative staff as may be prescribed or may be necessary, the Youth Advisory Committee shall be responsible for the proper execution of those policies and procedures. 2.7 Special projects (committees - formed - duties) From time to time ad hoc committees shall be formed to undertake business of special projects appropriate to the Youth Advisory Committee. Such ad hoc committees shall report their findings to the Committee at regular Committee meetings. 2.8 Youth Involvement - Youth involvement and participation is a key component to the success of the Tillsonburg Youth Strategy. This by-law and process would put in place a vehicle where youth would be part of the input and decision-making and to have a voice. RECOMMENDATIONS - COUNCIL: 3.1 Youth Strategy The Youth Advisory Committee, through the Director of Community Services, shall be responsible for presenting to Council its recommendations relating to the Youth of Tillsonburg. 3.2 Committee — General - Vision — Goal - Activities — Results The Youth Advisory Committee, through the Director of Community Services, shall be responsible for presenting to Council its recommendations relating to those matters pertaining to the general vision, goal and activities of the Youth Advisory Committee as may from time to time be referred to it for consideration by Council. The VISION of the Youth Advisory Committee is to work with the community to increase opportunities for all young people who will live, work, play and contribute to the Tillsonburg Community. This includes arts and culture, recreation, leisure and sports, education, employment and social awareness, and training to experience wellness and growth. We realize that a better -educated and trained young workforce is vital to improving Tillsonburg productivity, prosperity, and future economic development. It means taking a coordinated multi- sectoral approach for all young people. One of the goals of the Youth Advisory Committee will be to provide a solid framework for an overall Tillsonburg Youth Strategy consistent with the Town of Tillsonburg Municipal Strategy "Creating the Future" dated November 2004. Investment in the young people of Tillsonburg will be one key element of this strategy. The committee will also seek to create opportunities for coordinated funding opportunities on a larger scale from other sources and it would provide a structure to leverage activities, investments, distribution of funds and resources locally and from outside the community to support any proposed plan. The Activities of the Youth Advisory Committee would also add credibility and accountability and would provide a forum for town council and community partners to work together and be proactive in support of youth issues and needs. The Youth Advisory Committee will be results and outcome based. This will also allow a vehicle for youth involvement and ownership where youth would have a voice and be a part of the team in the design and development of youth opportunities. 3.3 Youth programs - status - community needs The Youth Advisory Committee in partnership with other advisory committees , through the Director of Community Services, shall be responsible for presenting to Council its recommendations relating to the status of their Youth programs, and their relationship to community needs. 3.4 Matters - submitted - complete report - channels All matters submitted to Council for consideration must be accompanied by a complete report on the subject and shall be presented by the Director of Community Services through to the Chief Administrative Officer to the Council. ENACTMENT: 4.1 Effective date The by-law upon which this Chapter is founded came into force and took effect upon the third reading thereof.
