19791119 Planning Advisory Committee MINTHE CORPORATION OF THE TOWN OF TILLSONBURG PLANNING ADVISORY COMMITTEE M I N U T E S Monday, November 19th, 1979 The Planning Advisory Committee for the Town of Tillsonburg met on Monday, November 19, 1979 at 7:30 P.M. in the Council Chambers, 1 Library Lane, 2nd Floor, Tillsonburg, Ontario. PRESENT: D. Millman, Chairman; Members: J. Unsworth, D. Tisdale, T. Brown, C. Bromley ABSENT J. Wild, M. Chesterman, M. Klein ALSO PRESENT: K. Holland, Clerk-Administrator, D. C. Morris, Deputy Clerk ADOPTION OF MINUTES ' Moved by: D. Tisdale Seconded by: J. Unsworth and Resolved that the minutes of meeting of Monday, October 22nd, 1979 be adopted as circulated. CARRIED FILL AND FLOOD LINE MAPPING The Committee examined draft fill and floodline mapping as prepared by James F. MacLaren Ltd. as compiled from aerial photography dated April 1971 and proposed flood plain regulations. (Draft regulations and sample mapping attached for Council). Mr. Phil Hale, Resources Manager, Long Point Region Conservation Authority appeared before to answer questions on mapping and regulations. Mr. Hale indicated that should Council endorse draft mapping, the Long Point Region Conservation Authority would then apply for an order-in- Council to have regulations and mapping approved. Mapping would then be registered with applicable registry office and made available for viewing by the public. RECOMMENDATION: After lengthy discussion, it was - .1 I,, ,¥:\l)ved by: J. Unsworth 1'0 ~econded by: T. Brown and resolved that Planning Advisory recommend to <'f><o Council the endorsement of the draft fill and floodline mapping as carried ~ out by James F. MacLaren Ltd. under date of April 1979, subject to comments ~ of Planning Commissioner. CARRIED NOTE: Senior Planner contacted and indicated no concerns regarding mapping. Implementation of hazard land policies in County Official Plan would be facilitated upon implementation of this mapping. , OTHER BUSINESS: A) Rezoning Applications -1. 2. -2 - Joseph Redling Guysborough Developments It was indicated by Deputy Clerk that re-zoning applications had been received by the subject applicants without specific proposals and site plans available. Normal process is to circulate site plan with re-zoning application. After some discussion, the Committee directed that in these two particular cases, applications be circulated as re- ceived .• B) Implementation of Site Plan Approval -Block C, R.P. M-42 Discussion took place regarding unfinished work as shown on approved site plan of subject land. No final certificate issued to this date. Deputy Clerk to detail this unfinished work in writing to builder. It was suggested that consideration in the future be given to apart- ment builders having to provide a sizeable performance bond to municipality which would be returned upon completion of project as approved.
