The Planning Advisory Committee for the Town of Tillsonburg met on Monday, October 22nd, 1979 at 7:30 P.M. in the Council Chambers, 1 Library Lane, 2nd Floor, Tillsonburg, Ontario. PRESENT: D. Millman, Chairman ABSENT: Members: J. Unsworth, J. Wild, 11. Chesterman, 11. Klein, T. Brown D. Tisdale, J. Malvern and C. Bromley ALSO PRESENT: P. Atcheson, County Planning Commissioner, Mrs. Liz Ottaway, Senior County Planner and D. C. Morris, Deputy Clerk. 1. ADOPTION OF MINUTES Moved by: J. Unsworth Seconded by: M. Klein and resolved that the minutes of meeting of Monday, September 17th, 1979 be adopted as circulated. 2. ZONING AMENDMENT APPLICATION -Henry and Andrea Harley Lot 475, Plan 500, 64 Concession Street East lying on the north side of Concession Street between Lisgar Avenue and Queen Street. "Rl" to "R2" to permit a duplex dwelling. Mr. Henry Harley appeared before the Committee in support of his application. He indicated that prior to his pur- chase in 1973 of the building, it had been used as a duplex dwelling. He indicated he was willing to abide by all requirements of Building and Fire Departments and Public Utilities Commission. Additional parking would be provided by establishment of parking area off of driveway to rear of building. Mr. Harley indicated it was his feeling that if the subject building was used as a duplex dwelling, it would be economically more viable for him as an owner to maintain. He indicated he has been unable to sell the property as a single family dwelling due to size and location of building. Mr. Bernie Toth appeared in opposition to the application. It was his opinion that area had been improved by addition of new firehall and upgrading of Queen Street. ZONING AMENDMENT APPLICATION -Continued Proposal: Cont'd indicated would be thin edge of wedge leading to a change in character of neighbourhood. Planning report 78-3 was reviewed by Committee. The report did not recommend the original application of Mr. Harley in 1978 and for reasons contained therein, the same recommendation was presented for second application (copy attached for Council). OTHER BUSINESS Committee recommend to Council approval in principal of the zone change application of Henry and Andrea Harley of lot 475, Plan 500 from "Rl" to "R2" subject to submission and approval of proposed improvements to subject lands to be detailed in site plan, internal floor plan and landscaping plan. CARRIED Elevators -Multi-Family Apartment Buildings Mr. Richard Crane appeared before Committee as a representative of the ambulance association. He reported that elevators in- stalled locally in apartment buildings were too small to take a stretcher. If need arose for stretcher care above first floors, then use of stairwells would have to be made. It was further noted that construction of some stairwells was such that stretcher-use would be near impossible affecting care of patient. It was his suggestion that elevators be of such design and size tb permit entry of a standard stretcher preferably with doors of elevator at end of elevator. As well, that stairway be designed to accommodate transfer of patients by stretcher. By-Law Enforcement Officer Members of Committee inquired as to whether or not Council had as of yet given consideration to Committee's recommendation of engaging a By-Law Enforcement Officer (see minutes of August 9, 1979). . .. /3 c Planning Advisory Committee Minutes •' Monday, October 22nd, 1979 3. OTHER BUSINESS -Continued -3 - Site Plan Compliance -Block C, Plan M-42 The question arose as to compliance of subject apartment building with approved site plan, specifically brick walls and rest area. Deputy Clerk indicated occupancy permit for completion had as yet not been issued and deficiencies, if any, would be looked after before final certificate is issued.
