19800121 Planning Advisory Committee MINTHE CORPORATION OF THE TOWN OF TILLSONBURG PLANNING ADVISORY COMMITTEE M I N U T E S Monday, January 21st, 1980. The Planning Advisory Committee for the Town of Tillsonburg met on Monday, January 21st, 1980 at 7:30 P.M. in the Council Chambers, 1 Library Lane, 2nd Floor, Tillsonburg, Ontario. Present: Chairman Don Millman; Members: J. Unsworth, K. Husted, M. Klein, T. Brown, D. Tisdale, M. Chesterman, W. Fuller, J. Wild. Absent: C. Bromley Also Present: Mr. P. Atcheson, County Planning Commissioner and D. C. Morris, Deputy Town Clerk. 1. ADOPTION OF MINUTES Moved by: J. Wild Seconded by: M. Kleim and resolved that minutes of meeting of December 17th, 1979 be adopted as circulated. CARRIED 2. OFFICIAL PLAN AND ZONING AMENDMENT APPLICATION -(Gartner) Location: Lot 1606, Plan 500 located on the west side of Young Street south of Highway #3 By-Pass. Proposal: Amend Offical Plan from major open space to Highway Commercial Applicant did not appear at hearing. Deputy Clerk reported that from information available to him property was in process of being sold. Deputy Clerk instructed to write to confirm status of application. 3. ZONE CHANGE APPLICATION -Joseph and Mary Redling Location: Part of Lot 4, Concession 5 N.T.R. on the south side Highway #3 at the intersection of John Pound Road, 14 acres. Proposal: Rezone from "General Industrial" to "Highway Commercial". Assessed mwners within 400 feet were reported by Deputy Clerk as having been notified of hearing. . .. /2 -2 - Mr. Cyril Demeyere appeared before Committee representing Mr. & Mrs. Redling, and indicated application was made to bring Zoning into conformity with Official Plan which designated 14 acre site as Highway Commercial. No specific development proposal was available at this time. It was his client's intention to offe-r property for sale. Mr. Demeyere addressed M'.'T.C. comments as reported in Planning Report No. 80-3 by indicating that even development of uses per- mitted under present zoning (general industrial) would warrant a negative response from M.T.C. as to proposed access. He re- quested support from Town in dealing with access problem. Report No. 80-3 was discussed by Committee. Concern was expressed as to possible traffic being generated if proposed access serviced more than 14.-acres via level crossing over C.N. Rail lines. RECOMMENDATION: Moved by: Seconded by: J. Unsworth W. Fuller that Planning Advisory defer consideration of the application for zone change by Josepy and Mary Redling until such time as details of a specific proposal have been presented for Highway Commercial use and a method of access satisfactory to the Ministry of Transportation and Communication has been obtained. CARRIED 4. ZONE CHANGE APPLICATION -John Uhrin, Rose Palmer, Thomas Thomson Location: Lots 1772, 1773 and 1774, Plan 500 on the west side of Goshen Road between Duncan and Simcoe Street_. Proposal: Rezone from "Residential Second Density" to "Highway Commercial". Notice of hearing within 400 feet. to Committee. had previously been circulated to those owner's Mr. T. Thomson appeared, but made no presentation No persons made representation opposing application. Planning Report No. 80-4 was reviewed by Committee. RECOMMENDATION: Moved by: Seconded by: T. Brown D. Tisdale and resolved that Planning Committee advise the applicants that consideration of the zone change from Residential Type 2 to Highway Commercial for Lot 1772, 1773, and 1774, Plan 500 on the west side of Goshen Road be deferred until such time as the appli- cants have prepared detailed development proposals ... /3 -3 - 4. RECOMMENDATION -Continued that would conform to the yard and set-back requirements of the Highway Commercial zone and provide adequate protection and buffering to adjacent residential uses in the area.
