Each change was discussed, and there was opportunity for comments and questions.

Suggested changes were noted.
Discussion was held regarding the 4:30 start for'Closed Session Meetings'. Meetings
would normally start at 4:30, unless there are significantly less items on the agenda. 48
hours notice for a change in start time would have to be given.
Councillor Beres noted that there used to be monthly education sessions scheduled, and
he suggested scheduling those again.
Mayor Molnar suggested that a regular education session could be held, when time
permits at the end of a Closed Session Agenda.
'Pecuniary Interest' was defined.
'Rules of Conduct'. Shall not and shall could be switched.
It was noted, if suddenly a member feels it is important to share information regarding an
item being discussed, a suggestion would be to have the resolution tabled until the next
Council meeting.
In section 9.13.5, change the wording 'to table'. This to be in definitions.
Councillor Rosehart suggested Council members stand when they speak. Discussion
was held, with some members in favour, some not.
'Voting and Motions' were discussed.
Councillor Beres suggested all positive motions.
The Director of Corporate Services to add for consistency purposes.
'Recorded Votes' were discussed.
Councillor Lewis asked for a legal opinion.
Discussion was held, and staff were asked to bring this back for further discussion.
Discussion was held regarding 'Delegations'.
Any documentation of a detailed nature should be provided ahead of time.
'Committee Membership' was discussed. The following resolution was introduced.
Following further discussion, it was withdrawn.

Seconded by Councillor Lewis AND RESOLVED THAT, pursuant to the Section in the
Procedural By -Law on Committee Membership, Adhoc Committees of Council consist of
no more than 3 elected officials.

Following further discussion, the following resolution was passed.

Seconded by Councillor Lamb AND RESOLVED THAT By -Law 3416 to adopt a By -Law to
Govern the Proceedings of Council and Committees
be read a first and second time and be referred to Committee of the Whole for further
consideration and this constitutes the first and second reading thereof.

Seconded by Councillor Lamb AND RESOLVED THAT Committee do now rise and go
into Committee of the Whole for the purpose of considering By -Law Number 3416.
