BY-LAW
A By -Law to establish the Tillsonburg Parks &
Recreation Advisory Board.
WHEREAS the Council of the Town of Tillsonburg deems
it advisable to establish a Parks & Recreation Advisory
Board.
BE IT THEREFORE ENACTED as follows:
ESTABLISHED:
1.1 Tillsonburg Parks & Recreation Advisory Committee
A special body to be known as the `Tillsonburg Parks
& Recreation Advisory Committee'; is hereby
established.
1.2 Mission Statement — Committee Mandate
The Committee shaL1 advise Council on any and all
matters relating to recreational facilities, services
and programs, to sleet the evolving needs of
Tillsonburg and area, thereby promoting the quality
of life for all ages.
1.3 Composition members -seven -required
Every attempt sha=11 be made to include a
cross-section of citizens from the community and
surrounding areas who utilize the Community Centre
facilities and programs representing different
facets of recreat_Lon. The committee shall be
composed of seven members appointed by Council.
1.4 Appointments - effective date - expiry
All appointments to the Committee shall become
effective upon the passing of resolutions, which
provide for such appointments, and shall correspond
to Council's term of office.
1.5 Director of Community Services
The Director of Community Services or his/her
designate shall attend all meetings in an advisory
capacity only.
1.6 Chair
There shall be chosen a Chair of such Tillsonburg
Parks & Recreation Advisory Committee hereinafter
referred to as "t -he Parks & Recreation Advisory
Committee" from among the seven members described in
Section 1.2, at the first meeting of the Parks &
Recreation Advisory Committee following the passing
of a resolution on appointments under Section 1.3,
at which at least: four members are present after
November 30 in any year.
1.7 Chair -term
Such appointment as Chair shall continue until
November 30 in thE! following year or until a
successor as Chair is appointed, whichever occurs
last.
1.8 Chair - duties
The Chair shall:
(a) chair all official Parks & Recreation
Advisory Committee meetings; and
(b) set the agenda in consultation with the
Director of Community Services
1.9 Vice Chair - duties -Chair absent
There shall be chosen a Vice -Chair who shall assume
the duties of the Chair when the latter is riot in
attendance.
1.10 Quorum - four -minimum
A quorum shall consist of a minimum of four members
of the Committee in attendance at any of its
meetings for the conduction of business.
GENERAL PROVI S IONS :
2.1 General requirements - set out
The General requirements of the Committee will be as
set out in Sections 2.2 through 2.8 inclusive.
2.2 Meetings - time - determined - Chair
The Parks & RecreEltion Advisory Committee shall meet
at the time or tinges to be determined in advance, by
the Chair and Director provided that at least one
meeting shall be Meld within every three-month
calendar period.
2.3 Meetings - notice - to all members - by Chair
The Chair shall q�_ve notice of any such meeting to
all members of the Committee including the Director
by notice as far J_n advance of any meeting as
possible and in no event shall the notice be less
than forty-eight Hours. The Chair shall make all due
attempts to contact Committee members for emergency
meetings.
2.4 Meetings - interested groups - individuals - as required
The Parks & Recreation Advisory Committee shall meet
from time to time, when required, with groups,
organizations and individuals interested or involved
in recreation act,'_vities, to determine their
particular concerris in their areas of recreation
interest.
2.5 Annual budgets and business plans - reviewed
The Parks & Recreation Advisory Committee shall
review and make rE'commendations regarding the annual
proposed parks/ rE'creation business plans and
budgets.
2.6 Operating Budget it Financial Statements
The Parks & Recr&Etion Advisory Committee shall
receive and review financial statements on a
quarterly basis to include all aspects of parks,
recreation and facilities for the purpose of
carrying out its mandate herein.
2.7 Duties
The Parks & RecreEition Advisory Committee shall
attend to the programs, parks, facilities and
services of a recreation nature and advise Council
on future directions of these.
2.8 Special projects -- Comwnittees - formed - duties
From time to time committees shall be formed to
undertake busi.nesS of special projects appropriate
to the Recreation functions. Such committees shall
report their findings to the Parks & Recreation
Advisory
Advisory CommittE�E� at regular Committee meetings.
RLCO14HEMATIONS - COUNCIL:
3.1 Recreation program - general objectives - activities
The Parks & RecrE?�Ition Advisory Committee, through
the Director of c'.ommunity Services, shall be
responsible for presenting to Council its
recommendations relating to those matters pertaining
To the general objectives and activities of the
Parks & Recreation Advisory Committee.
3.2 Committee — Policy :natters
The Parks & RecrE�Zltion Advisory Committee, through
the Director of Community Services, shall be
responsible for presenting to Council its
recommendations rE!lating to policy matters as they
pertain to parks b: recreation.
3.3 Programs -- parks -facilities
The Parks & Recreation Advisory Committee, through
the Director of Community Services, shall be
responsible for presenting to Council its
recommendations rE�lating to the programs, parks and
facilities and thE�ir relationship to the conununity.
4.1 Effective date
This by-law came into force and took effect upon the
third reading thereof.
