A BY-LAW TO AUTHORIZE AN AGREEMENT BETWEEN THE CORPORATION OF
THE TOWN OF TILLSONBURG AND BOB ROLOSON
WHEREAS the Corporation of the Town of Tillsonburg is the owner of the Horsebarn located
at, in the Town of Tillsonburg, County of Oxford.
AND WHEREAS the Corporation of the Town of Tillsonburg deem it necessary and expedient
to enter into an agreement with Bob Roloson to utilize and manage the Horse Barn;
THEREFORE the Council of the Town of Tillsonburg enacts as follows:
1. THAT the Agreement attached hereto as Schedule "A" and forming part of this By-law
between the Corporation of the Town of Tillsonburg and Bob Roloson is hereby
approved;
2. THAT the Mayor and Clerk be hereby authorized to execute the attached agreement
marked as Schedule ``A" on behalf of the Corporation of the Town of Tillsonburg.

READ A THIRD TIME AND FINALLY PASSED THIS 12th DAY OF OCTOBER, 2004.

TERMS OF AGREEMENT
HORSEBARN OPERATION
TILLSONBURG COMMUNITY CENTRE
The Corporation of the Town of Tillsonburg wishes to enter into a three-year agreement with Bob
Roloson to operate the Horsebarn at the Tillsonburg Community Centre. The following terms and
conditions shall form the agreement between the two parties,
The Town of Tillsonburg agrees to the following,
• To provide access to the facility during the entire duration of the agreement except for,
building closures, periodic maintenance, power failures and other emergencies where the
facility must be evacuated.
• Allow signage to be posted as approved by Town staff.
• Allow reasonable renovations as approved by the Town staff to meet applicable building
codes.
• Work cooperatively with Bob Roloson to promote the Horsebarn.
• All stalls will be tracked through CLASS Facility Booking, the Town will provide
monthly and annual reports as required
• Provide Bob Roloson with 10% management fee for revenues received for the month
from the Horsebarn
• The Town of Tillsonburg will reimburse Bob Roloson for approved improvements from
net revenues received.
• Enter into a three-year agreement with the option of a two-year renewal as approved by
the Town of Tillsonburg.
• The Town will set aside future revenues in a reserve fund for future Capital projects, as
approved by Council.
• Work cooperatively with Bob Roloson to provide a schedule of events for the diamonds
and work to limit access to the infield areas of the track.
Bob Roloson agrees to the following,
• To provide payment for all rented stalls on the first day of the each month during the term
of the agreement and remit payment to Town staff for deposit.
• To maintain and improve the Horsebarn during the term of the agreement as per Town
approved renovations.
• To communicate all areas of concern to the Parks and Facilities Manager or designate.
• To pay for all start up costs and ongoing costs including electrical, telephone, emergency
monitoring, manure removal etc.
• To provide a list of all tenants with names and telephone numbers as requested.
All concerns are to be elevated to the Director of Community Services to ensure open lines of
communication are maintained.
