A BY-LAW to establish the Tillsonburg Tourism Advisory Committee.
WHEREAS the Council of the Town of Tillsonburg deems it advisable to establish the Tourism Advisory
Committee.
BE IT THEREFORE ENACTED as follows:
ESTABLISHED:
1.1 Tillsonburg Tourism Advisory Committee
A special body to be known as the "Tillsonburg Tourism Advisory Committee" is hereby established.
1.2 Committee Mandate
To provide visionary advice to Council on the promotion of Tillsonburg as tourist destination / stop,
complimenting the County of Oxford Tourism Annual Business Plan and Strategic Plan.
1.3 Composition ( members — five — required )
The Committee shall be composed of a minimum of 5 and a maximum of 12 (7) members ( to include an
appointed representative from the Economic Development Committee ),who, in the judgment of
Council, are qualified. A Town Staff representative and a County Tourism representative will attend
meetings.
1.4 Appointments - effective date - expiry
All appointments to the Committee shall become effective upon the passing of resolutions, which provide
for such appointments, and shall correspond to Council's term of office.
1.5 Tourism - point of contact - Town of Tillsonburg
The Director of Community Services or designate shall be the tourism first point of contact for the Town of
Tillsonburg regarding Provincial / Federal inquiries, Town of Tillsonburg web inquiries and shall co-
ordinate the purchase of all town sponsored tourism promotional material and the distribution of tourist
information materials to all other tourist information distribution sites within the community.
1.6 Chair - chosen- first meeting - requirements
There shall be chosen a Chair of such Tillsonburg Tourism Advisory Committee hereinafter referred to as
"the Tourism Advisory Committee" from among the members described n Section 1.2, at the first meeting
of the Tourism Advisory Committee following the passing of a resolution on appointments under Section
1.3, at which at least three members are present after November 30 in any year.
1.7 Chair - term
Such appointment as Chair shall continue until November 30 in the following year or until a successor as
Chair is appointed, whichever occurs last.
1.8 Chair - duties
The Chair shall:
(a) Chair all Official Tourism Advisory Committee meetings; and
(b) set the agenda in consultation with the Director of Community Services or Designate.
1.9 Vice -Chair - duties - Chair - absent
There shall be chosen a Vice -Chair who shall assume the duties of the Chair when the latter is not in
attendance.
1.10 Quorum ( four — minimum)
A quorum shall consist of 50 % plus one of the Committee at any of its meetings for the conducting of
business.
GENERAL PROVISIONS:
2.1 General requirements - set out
The general requirements of the Committee will be as set out in Sections 2.2 through 2.7 inclusive.
2.2 Meetings - times - determined - Chair
The Tourism Advisory Committee shall meet at the time or times to be determined in advance by the Chair
provided that at least one meeting shall be held within every four-month calendar period.
2.3 Meetings - notice - to all members - by Chair
The Chair shall give notice of any such meeting to all members of the Committee including the Director of
Community Services notice as far in advance of any meeting as possible and in no event shall the notice be
less than forty-eight hours. The Chair shall make all due attempt to contact Committee members for
emergency meetings.
2.4 Meetings - interested groups - individuals - as required
The Tourism Advisory Committee shall meet from time to time, when required, with groups, organizations
and individuals interested or involved in tourism activities, to determine their particular concerns in their
areas of Tourism.
2.5 Annual Business Plan - tourism - review
The Tourism Advisory Committee shall review and make recommendations regarding the annual proposed
tourism business plan.
2.6 Policy changes - execution - responsibility - Committee
Upon the establishment by Council of any change in policy as set out in this or any other Chapter, the Chief
Administrative Officer, through the Director of Community Services or Designate (and the curator) and
such other members of the Town administrative staff as may be prescribed or may be necessary, the
Tourism Advisory Committee shall be responsible for the proper execution of those policies and
procedures.
2.7 Special projects (- committees — formed — duties )
From time to time ad hoc committees shall be formed to undertake business of special projects appropriate
to the Tourism functions. Such ad hoc committees shall report their findings to the Committee at regular
Committee meetings.
RECOMMENDATIONS - COUNCIL:
3.1 Tourism - promotion
The Tourism Advisory Committee, through the Director of Community Services, shall be responsible for
presenting to Council its recommendations relating to the promotion of tourism for Tillsonburg.
3.2 Committee - activities - objectives - general
The Tourism Advisory Committee, through the Director of Community Services, shall be responsible for
presenting to Council its recommendations relating to those matters pertaining to the general objectives and
activities of the Tourism Advisory Committee as may from time to time be referred to it for consideration
by Council.
3.3 Tourism programs - status - community needs
The Tourism Advisory Committee, through the Director of Community Services, shall be responsible for
presenting to Council its recommendations relating to the status of the Tourism programs, and their
relationship to community needs.
3.4 Matters - submitted - complete report - channels
All matters submitted to Council for consideration must be accompanied by a complete report on the
subject and shall be presented by the Director of Community Services through to the Chief Administrative
Officer to the Council.
ENACTMENT:
4.1 Effective date
The by-law upon which this Chapter is founded came into force and took effect upon the third reading
thereof.
