IT IS MUTUALLY UNDERSTOOD THAT, the general purpose of this Agreement is to establish and,
maintain collective bargaining relations between the Employer, the Association and the volunteer
firefighters, to maintain satisfactory working conditions, wages and coverage for all volunteer firefighters
subject to this Agreement.
The parties recognize that the provisions contained herein shall be interpreted in accordance with the
Ontario Labor Relations Act, The Ontario Human Rights Code, the Employment Standards Act and the
Workplace Safety and Insurance Act.
IT IS FURTHER UNDERSTOOD THAT this Memorandum of Understanding shall remain in force and
effect until December 31, 2014.

Hereinafter referred to as "the Association"
OF THE FIRST PART

THE CORPORATION OF THE TOWN OF TILLSONBURG
Hereinafter referred to as "the Corporation"
OF THE SECOND PART
WHEREAS the Town of Tillson burg is desirous of entering into an Agreement for volunteer firefighting
services,
NOW THIS AGREEMENT WITNESSETH AS FOLLOWS:
I. The Corporation recognizes the Association as the sole bargaining agent for all volunteer firefighters
as defined by subsection I ( 1) of the Fire Protection and Prevention Act, 1997 (FPPA) and the
Establishing & Regulating By-Law, employed by the Town of Tillson burg.
2. The Corporation shall pay to the Members of the Association in accordance with Appendix "A" to
this Agreement, attached hereto and forming patt of this Agreement.
3. Trainer Facilitator to student ratios shall be in accordance with the training institution of record.
Trainer Facilitators shall be compensated for time spent in facilitating any training authorized by the
Fire Chief in accordance with training pay per hour on Appendix "A" to this Agreement in addition to
their designated level of pay. The training institution of record will be made available by the Fire
Chief and/ or his/her designates.
4. The Corporation shall pay to the Members of the Association for any Public Education, Public
Relations, Committee Meetings, training in addition to the regular scheduled training requested by the
Fire Chief and/or his/her designate as per the rates specified in Appendix "A".
5. The Corporation shall pay to the Members of the Negotiating Committee the regular training rate of
pay per hour on Appendix "A" for meetings directly associated with the Corporations negotiating
team. It is understood that all preparation time associated with negotiations prior to and in between
meetings with the Corporation will be at no cost to the Town ofTillsonburg. Timesheets will be
submitted immediately post meeting to the Fire Chief.
6. The Corporation shall pay to the Members of the Association a meeting per diem for attendance at
special fire training not considered regular scheduled training as authorized by the Fire Chief. The
per diem amount is established by the Personnel Policy, with the rate updated from time to time, and
is equal to that of the rate paid to Councillors; is paid through the payroll system; includes travel time;
and will be prorated to the nearest half day in accordance with the Town of Tillsonburg Personnel
Policy.
7. The Corporation shall make an Association payment each year by Feb 28 in accordance with
Appendix "A" to this Agreement. The Association payment amount shall be paid based on the
number of Firefighters as set by the Establishing & Regulating By-Law of the previous year.
8. The Corporation agrees that actively employed Members, from whom no coverage is available at
their regular place of employment, be permitted to enroll in the Corporation's medical and/or dental
insurance policy, on the provision and clear understanding that the cost of such benefits be deducted
from the Member's salary and is not to be paid for nor contributed towards by the Corporation.
9. The Corporation agrees to provide group life insurance, $35,000, and AD&D coverage, $70,000, to
each Member twenty four hours a day. The cost of such insurance shall be paid by the Corporation.
10. The Corporation agrees to provide accident insurance coverage as developed by Volunteer
Firefighter's Insurance Services, Inc. The cost of such insurance coverage shall be paid by the
Corporation in accordance with Appendix "B" to this Agreement.
II. The Corporation agrees to provide each Firefighter with a $100 voucher for foot protection in the
form of steel-toed work boots, with a steel shank to protect the bottom of the foot from puncture
wounds. The boots will be replaced every three (3) years with approval of the Fire Chief or designate.
12. The Corporation agrees to provide each Firefighter with station wear. The style of station wear shall
be agreed upon by the Fire Chief and/ or his/ her designate.

All volunteer firefighters who are or become an Officer shall be issued:
One (I) dress shirt-white (long sleeve)
One (I) dress shirt-white (short sleeve)
One (I) light weight jacket
This issued uniform and station wear will be replaced for each Member after every five (5) years
beginning March 1, 2014, if requested. The initial such uniform and station wear will be issued to
new Members on completion of a twelve-month probationary period.
13. The term of this Agreement shall be from January I, 2012 to December 3 I, 2014. This agreement will
be retroactive as set out in Appendix "A" from January I, 2012.
