5. Overview of Committee’s Mandate
Presented by Co-Chair Mel Getty - copy attached.
Each group (or composition) made up from members has one (1) vote. The committee
includes members of organizations/user groups which have major involvement in either the
use of the Memorial Park area or are major contributors to the project. Representation for
other organizations will be considered if and when the Committee feels it is appropriate. The
Terms of Reference will be put forth for adoption at the next meeting.
5A. Materials Review
Presented by Rick Cox: Conceptual Master Plan, Conceptual Design for 4 Entrances to
Memorial Park, updated design for the Master Plan for the discussion incorporating feedback
from the community and user groups, Concept Plans A, B & C for the Tillsonburg Celebration
Plaza.
The main themes from the Conceptual Master Plan were to:
1. Create a plan for better flow of the area, make defined areas for activities, events,
parking and make it accessible
2. Keep and improve the natural feeling of the area by planting new native trees, new
flower beds, generally keeping with green space feel.
As a long-term project, the conceptual plan is to be reviewed and modified by the committee
and adopted by the Town Council, based on direction from user groups/organizations and their
contributions which will drive the final plan. Each group will focus on the area they want to be
involved in and contribute to.

6. Meeting Frequency Discussion
The committee will need frequent meetings at least through winter to be ready for work to
start in early spring. It is important that baseball diamond users and Agricultural Society
have at least one representative present at each meeting as time is of the essence.
7. Questions/Discussion
1. Camping and camper parking should be considered for the final plan
2. Tree/flower planting – in the past trees planted by the Beautification Committee were
broken and vandalized within short period of time – consideration for the future planting
3. Basketball and volleyball courts are needed to balance the sports within the plan. Lawn
bowling should also be considered, Tillsonburg residents drive to Norwich to participate
in this popular activity
4. Service clubs should consider long term maintenance of their sponsored projects when
discussing areas to focus on
5. Conceptual budget and timeline: right now there is $100,000.00 in the Town budget for
2016, $50,000.00 planned for 2017 as part of an investment of almost $500,000.00 to
the project in the next 16 months. Community support, government grants and
incentives for the 150 year celebration are being investigated
6. Kolin Smith Memorial Skatepark and Tillsonburg Pumptrack are committed to expanding
the skate park area, fundraising to start at this weekend’s Turtlefest with the goal of
$75,000.00 by September 2016. If the funds are in place, the construction will begin
shortly after Labour Day.
7. Baseball and Fairboard representatives are essential to start this project moving
8. Reminder that lottery funded money cannot be used for municipal projects due to federal
restrictions
9. The removal of the track/ball diamond is proposed for September 2016 and is the first
step in any reconfiguration
10. Kinsmen Club preferred focus is the bandshell. The committee will get clarification on
whether the club is flexible on what that looks like
11. Lions Club preferred focus is one or more of the gateways
12. LLRP focus is on the Delevan entrance and boardwalk extension(s)

8. Next Meeting
The next meeting of the Memorial Park Revitalization Committee will be on June 27 at
7:30am.
