Memorial Park Revitalization Committee Meeting Minutes, November 14, 2016 - 2 -
5. General Business & Reports
5.1. Staff Update: the Dog Park committee is pursuing the area North of Sam Lamb
diamond for the proposed dog park.
5.2. Rotary Club: the club is meeting tonight to finalize their proposal, hope to have a
presentation brought to the next meeting.
5.3. Fair Board: The Tillsonburg Fair Board met last week and selected their executive.
Rosemary Dean has been elected the President again. The Fair Board is planning to
present their executive to the Town Council in the near future. The Fair Board would like
to schedule a site walk-through of the Memorial Park area with Staff member to
physically review the proposed new look. Co-Chair M. Getty and Staff R. Cox will attend
Fair Board meeting scheduled for evening of December 5.
5.4. Ball Association: anxiously looking forward to council’s decision on changing the
proposed little league diamond to a full size diamond. The organization feels that there
is a great need for more, not fewer ball diamonds in Tillsonburg. Document prepared by
Scott Vitias with statistics and additional information will be attached to the minutes of
this meeting.
5.5. Kinsmen Club: absent.
5.6. Pumptrack: last weekend there has been a drainage issue in one area which has been
resolved. The Parks staff now have diagram indicating locations of all the drains. Track
is being well used, some parts get congested – would like to install signage informing
users how to use the track. Donor and sponsor signage in stone/cement has been
abandoned due to high cost, exploring aluminum sign to be installed instead. The sail
shades to be donated by Kinsmen Club – require measurements of the area, the base
will likely be gravel-like material and the Parks will place some picnic tables under the
shades.
5.7. Lions Club: absent.
5.8. Outdoor rink: absent.
5.9. Ball diamond repositioning update: Staff is going to present a report (attached) at
tonight’s council meeting.

6. Round Table
6.1. Fair Board expressed frustration in not receiving response to the list of the Board’s
requirements to be included in the park revitalization. The Board feels pushed out from
the conversation. Co-Chair acknowledged that they are being taken into consideration,
however, the large/anchor pieces of the plan need to be decided on first. Lake Lisgar
Renaissance committee would like to know when decisions on some of the proposed
landscaping will be made. As above, the Co-Chair reiterated the need to decide on the
largest pieces earliest.
7. Next Meeting
The next meeting of the Memorial Park Revitalization Committee will be on Monday
December 5, 2016 at 5:30pm.
8. Adjournment
Moved By: Rosemary Dean Seconded By: Ken Patterson

adjourned at 8:30am. Carried.
Park’s and Recreation Revitalization
Hardball Diamond #1
Fact’s Tillsonburg Minor Baseball Inc. (TMBI) had a total of 4 Rep division teams + 1
Mosquito A/E team in 2016 In addition TMBI had 2 Bantam house league teams, all of which utilized 4 diamonds
(Kiwanis, HB#1, Sam Lamb & Optimist)
In addition to using the previously mentioned diamond’s, teams had to go out of there
way to use other local diamonds for practices etc. due to the fact there was no available
diamond openings in town, we used Courtland & Mt. Elgin Some of the centre’s were generous enough to let us use there facility at no charge but
other centre’s had a fee included with the use of the diamond that we had to pay above
and beyond our regular diamond fees.
Forecast for 2017 For the upcoming year we would expect the same number of team’s plus an additional Midget Rep team that will need a larger diamond to play on and if
2017’s overall registration #’s increase as much as the last few year’s an extra diamond
would be very beneficial to our organization.
Assuming TMBI had sufficient facilities to host Rep division tournaments in town
utilizing Kiwanis, HB#1 & Sam Lamb field, we could potentially host 5 (Baseball
Ontario) sanctioned tournament’s / year plus a Southern Counties division playoff and a
local league playoff.
For the Rep division tournaments we would expect at least 6 teams to attend (+/-) 1 of which being a TMBI team and probably 1 other local team (i.e. Ingersoll, Delhi,
Woodstock, Simcoe etc.) but for the most part teams from all over the province.
Assuming there were 4 teams from out of town that needed accommodations & food for
the weekend (starting on Friday evening till Sunday) each team averaging 12 players + additional family member’s (Mom, Dad, sibling(s))
In the following calculation’s that I show, I will use lower number’s than what I have
experienced in the past few year and only calculate for 1 tournament weekend
Local Hotel rooms
2 night’s @ $100/night = $200
12 players/team = 12 room’s 4 team’s x 12 room’s = 48 room’s
48 room’s x $200/room = $9600
Food/Dining local Restaurant’s
$10/person/meal to calculate what is needed for the family to eat
Supper on Friday night - $40/family x 48 families = $1920 Breakfast, lunch & dinner on Saturday - $40/meal x 3 meal’s x 48 families = $5760
Breakfast on Sunday morning - $40/family x 48 families = $1920
Meal’s for 48 families for the weekend = $9600
Tournament fees paid to TMBI
Assuming there were 6 teams in the tournament (1 TMBI team) entry fee/team = $400
5 teams x $400 = $2000
Summary
If TMBI had the proper facilities to host 1 tournament per division per year it would
generate an average of $21,200/tournament x 5 division’s = $106,000 within the town
and make scheduling and re-scheduling a lot easier for regular season games and
practices.
Additional Info
In addition to the rep division tournament’s we would also be able to host year end SCBA division playoff’s, year end local league playoff’s, and the possibility of the year end
Baseball Ontario Provincial playoff’s (OBA’s) on Labour day weekend. The ”LDW”
tournament is what all team’s work towards during there regular season and look forward
to going to, to put the skills etc. that they learned during the regular season to use to see who is the best of the best. TMBI was fortunate enough to bring home 2 of these titles this year in the Peewee and
Bantam age groups.
At the OBA tournaments there are usually more teams than a regular season tournament,
6 – 8 teams per division bringing more revenue to local businesses etc.
Conclusion
All of the previously mentioned information and calculation’s are above and beyond what
we do from year to year with the facilities that we presently have and utilize on a regular
basis.
With the present facilities we are limited to only playing our regularly scheduled season games which restricts us to only playing 1 game per division per night in our Rep division and occasionally due to weather etc. we have to try and schedule weekend games
which is sometimes very difficult to do because of the slo-pitch tournaments hosted here
in town that use the Kiwanis diamond.
