160518 Police Services Board MIN1 TILLSONBURG POLICE SERVICES BOARD Minutes MEETING: GENERAL MEETING PLACE: Tillsonburg, OPP Detachment Boardroom DATE: Wednesday, May 18, 2016 TIME: 8:00 a.m. AGENDA ITEM DISCUSSION OUTCOME/ACTION 1 Call to Order The Chair called the General session of the Board to order at 8:00am. 2 Attendance Present: Regrets: Larry Scanlan, Chair Inspector, Anthony Hymers David Palmer Becky Turrill, Secretary Mayor Steve Molnar Councillor Chris Rosehart 3 Declaration of Pecuniary Interest None declared 4 Approval of Agenda The Agenda was presented to the Board for approval. On motion made by Mayor Molnar, seconded by David Palmer, and carried, the Agenda was approved. 5 Approval of Previous Minutes The Minutes of a meeting of the Board held on January 20, 2016 were presented to the Board for approval. On motion made by Councillor Chris Rosehart, seconded by Mayor Molnar and carried the Minutes of the meeting held on April 20, 2016 were approved. 6 Issues Arising from previous minutes None 7 8 9 10 Presentations/Delegations Correspondence Financial April Detachment Commander Reports  OPP contract Policing - Tillsonburg Inspector Hymers presented the April 2016 contract statistics and memorandum which reported members of the OPP attended 533 calls for service with an 89.9% clearance rate. In comparison None 2 AGENDA ITEM DISCUSSION OUTCOME/ACTION 10con’t Members of the OPP attended 634 calls for service with a 93.4% clearance rate in 2015. The most serious of these calls were 1 break & enter and 7 random acts of mischief. Foot Patrol Hours: • 80.25  Inspector Hymers presented the Tickets Written in Tillsonburg for the months of April 2016 report: • Speeding, 10 • Fail to Stop, 3 • Plate/Permit/Insurance, 9 • Trespass/Intox in Public, 11 • Careless, 2 • Seatbelt, 2 • Hand Held Device, 0 • Fail to Yield / Improper turn, 6 • Other, • Total for April, 46  Inspector Hymers presented the High School Resource Officer Month End Report for April 2016 Proactive Duties • Patrolling the interior and exterior Glendale Schools as well as surrounding neighbourhood & gullies. Downtown Tillsonburg, Ingersoll & Norwich • Engaged with staff, parents and students regarding youth issues Reactive Duties • 6 calls for service involving Glendale and Annandale • Investigated a mischief where intent was unfounded. Youth spoken to and given School discipline • Investigated a Trespass to Property Complaint from a residence that lives across the street from Glendale. The complainant called several times and other front line officers responded as well. This resulted in youths being charged under the Trespass to Property Act. A call to the town of Tillsonburg Roads Department was made and message left to speak about getting no parking signs along Poplar St from 8am until 2:30pm to alleviate the loitering with youth • Investigated an assault at Glendale one youth diverted • Investigated Child Pornography complaint involving Glendale Students. Investigation concluded with warnings and was an educational experience for the youth and their parents. Crime Unit was notified 3 AGENDA ITEM DISCUSSION OUTCOME/ACTION 10con’t • Schools. Three youths were diverted. • Assisted Annandale school with two 10yr olds that left the school grounds. Presentations / Meetings: • Attended Oxford Suicide Coalition Meeting in Woodstock • Assisted Glendale High School with Lock Down Drill • Cops for Kids participated in the Big Brothers Big Sisters Annual Bowling Fundraiser • NB: Assisted with Chaperoning the Glendale Semi Formal Dance on personal time.  Inspector Hymers presented the Drug Enforcement Unit Statistics for April 2016.  Crime Stoppers of Oxford Inc. Mayor Molnar nominated Mr. Dave Palmer, and Councillor Rosehart seconded the nomination. The Chair asked for further nominations a second and third time and having received no further nominations, nominations were declared closed. On motion made by Mayor Molnar, seconded by Councillor Rosehart and unanimously carried, Mr. Dave Palmer, having agreed to stand, was elected Vice- Chair of the Tillsonburg Police Services Board. Note: Election for Vice-Chair held due to Provincial Appointment of John Smith not being extended until after the Board’s May meeting  Auxiliary BBQ On motion made by Mayor Molnar, seconded by Dave Palmer and carried it was resolved that the Board will support the Auxiliary BBQ up to $300.00  Parking on Poplar Report for next meeting  Legal Grow Operations Discussion 14 Date of Next Meeting Wednesday August 17, 2016 15 Adjournment On motion made by Dave Palmer, seconded by Councillor Rosehart and carried, the meeting was adjourned at 9:02 a.m. __________________________________ __________________________________ Larry Scanlan, Chair Becky Turrill, Secretary
