160420 Police Services Board MIN1 TILLSONBURG POLICE SERVICES BOARD Minutes MEETING: GENERAL MEETING PLACE: Tillsonburg, OPP Detachment Boardroom DATE: Wednesday, April 20, 2016 TIME: 8:00 a.m. AGENDA ITEM DISCUSSION OUTCOME/ACTION 1 Call to Order The Chair called the General session of the Board to order at 8:00am. 2 Attendance Present: Regrets: Larry Scanlan, Chair John Smith – Vice Chair Inspector, Antony Hymers David Palmer Becky Turrill, Secretary Mayor Steve Molnar Councillor Chris Rosehart 3 Declaration of Pecuniary Interest None declared 4 Approval of Agenda The Agenda was presented to the Board for approval. On motion made by John Smith, seconded by David Palmer, and carried, the Agenda was approved. 5 Approval of Previous Minutes The Minutes of a meeting of the Board held on January 20, 2016 were presented to the Board for approval. On motion made by Dave Palmer, seconded by Councillor Chris Rosehart and carried the Minutes of the meeting held on March 16, 2016 were approved. 6 Issues Arising from previous minutes None 7 8 9 10 Presentations/Delegations Correspondence Financial Update given – OAPSB Dues only monies spent in the first quarter Detachment Commander Reports  OPP contract Policing - Tillsonburg Inspector Hymers presented the March 2016 contract statistics and memorandum which reported members of the OPP attended 486 calls for service with an 84.3% clearance rate. In comparison None Calls for service report to be sent to D. Eddington & D. Calder as information 2 AGENDA ITEM DISCUSSION OUTCOME/ACTION 10con’t Members of the OPP attended 629 calls for service with a 90.2% clearance rate in 2015. The most serious of these calls were 1 break & enter and 7 random acts of mischief. Foot Patrol Hours: • 112.25  Inspector Hymers presented the Tickets Written in Tillsonburg for the months of December 2015 report: • Speeding, 24 • Fail to Stop, 7 • Plate/Permit/Insurance, 30 • Trespass/Intox in Public, 10 • Careless, 3 • Seatbelt, 10 • Hand Held Device, 17 • Fail to Yield / Improper turn, 2 • Other, 4 • Total for March, 107  Inspector Hymers presented the High School Resource Officer Month End Report for March 2016 Proactive Duties • Patrolling the interior and exterior Glendale Schools as well as surrounding neighbourhood & gullies. Downtown Tillsonburg, Ingersoll & Norwich • Engaged with staff, parents and students regarding youth issues Reactive Duties • Involved in 9 calls for service this month • Assisted frontline officers with a standby keep the peace in Tillsonburg • Investigated assault at Glendale • Investigated trouble with youth hanging out across from the high school looking suspicious and trespassing • Investigated a PD Motor vehicle collision in Tillsonburg • Theft of trailer plate report from Norwich Twp.
