Council allowed the public to provide comments on the matter.
Mr. Adolf Kunkel appeared before Council and spoke against the disposition of THI particularly
selling the utility to Hydro One.
He has requested that the taxpayers be able to have input regarding a sale.
Mr. Ernie Turner appeared before Council and suggested that the disposition should be discussed
through a public process.
He asked the following questions:
What pressure is there now and in the future regarding disposal of Hydro companies?
Can the process be completed before the new term of Council?
Could there be a plebiscite on the ballot for the 2014 Election?
Can there be a guarantee that there will be no rate increases?
Mr. Cam McKnight appeared before Council and spoke to the word disposition which he interprets
as to dispose of. He would support a public process and supports the motion by Councillor Klein
to defer the proposed resolution until a public meeting is held for public input.
Mr. Larry Donnely appeared before Council and recommend that council provide a pro forma of
what could take place so the community could look at it with information in order to provide a
better decision.

On behalf of Gopher Dunes, Frank Schuster would like to do a presentation to the Town at your
upcoming meeting on Thursday, February 27.
He would like to discuss the ability to make an agreement with the town in offering them a
complimentary advertising spot on the Rockstar
Pro National Motocross Races taking place at Gopher Dunes on Saturday, July 12, which will be
followed by a concert.
Round 5 of this annual National event will be televised periodically throughout the year, along with the
other 9 Canadian National Rounds.
This 30 second slot promoting lillsonburg and what It has to offer to the public, gets incorporated with
the 1 hour 1V version, of which Frank
has samples of Norfolk County ad's from previous years. He would also like to further discuss other
possibilities of marketing lillsonburg and
area, its shops and public services, to make our many out-of-town enthusiasts aware and Inspired
during this July event.

To the Tillsonburg Town Council,
We were excited to have the opportunity to rent the land at the Tillsonburg Airport, allowing us to
grow more hay and continue to expand our business. Although the majority of the crops we planted in
2013 did well, it became evident throughout the year that there were many areas ofland surrounding the
airport that are completely unworkable, due to drainage issues.
When we first viewed this land to rent, it was during a very dry year. Last year was more indicative of
a normal year, and it is now apparent that the drainage currently in place is not adequate. There are many
large wet-holes, areas with standing water, and areas that will not grow crop and cannot be considered
workable acreage. The contract between Field and Flock Farms, and The Corporation of the Town of
Tillsonburg speaks of a term, "arable land." By definition, arable land is land that is "fit for, or used for
the growing of crops." There are many large areas ofland that were included in the approximate estimate
of"350.8 acres of arable land" stated in the contract, that are not arable acres. These areas of land we are
describing will always be a problem and cannot be considered arable acres until the drainage issues are
dealt with. We suspect that this has been a problem in the past for renters, and know that it will continue
to be a problem in the future of our rental contract.
This land at the Tillsonburg Airport was rented at a top rate, and land rent prices have since dropped
significantly. The benefit to us is that we have secured the land for a long period of time, which was
supposed to allow us to grow a crop that remains on the land for upwards of 5 years. Initially, we had
intended to plant all of the acres at the airport in a blend of alfalfa hay. Unfortunately, due to these
drainage issues, we had to attempt to plant some acres into beans. The reason for this is that alfalfa is
especially susceptible to problems arising from overly wet land, and would not grow. When we first
obtained this rental land, we assessed the land and planned how it would be farmed, intending to increase
our inventory of hay to supply our growing customer base. We changed this plan to attempt to deal with
the drainage issues. After soil testing, the land was found to be lacking in many nutrients and organic
matter. These types of conditions are created from a lack of conscientious care of the land, including a
well-managed fertilizing program. For those who farm the land on yearly contracts, the incentive to look
ahead and fertilize accordingly is not there as the farmer does not have expectations of being on the field
the next year. A failure to rotate crops (i.e. planting com back-to-hack in consecutive years) can also strip
the land of nutrients.
That being said, we were left with land that required considerable fertilizer be laid down, at our
expense. The areas that are now considered non-arable due to the apparent drainage issues were also
fertilized, and some areas were also planted. This was a considerable waste of resources for us. The cost
to run the tractor, pay the driver, the fuel, fertilizer and seed all contribute to these wasted resources. In
addition to the rent paid for areas of wet-holes and wasted input costs, there is also an area that is
approximately 10 feet wide of crop damage and loss that was caused by driving an excavator through the
length of the field of beans. Worse yet, it appears that this occurred simply due to a lack of thought as
there is no apparent reason for driving through the middle of the field.
The excavator appears to have been used to help clear a few of the ditches surrounding the farm of
shrubbery and vegetative growth. Unfortunately, the vegetation that was "removed" from the ditches was

Not only did we experience a loss on the acreage that is under water for bean production, but also
fertilizer applied in spring across entire farm (150lbs potash and 150lbs MAP per acre) as well as other
input costs. THESE COSTS NOT APPLIED.

Please be advised that Council of the Corporation of the Town of Arnprior, at their
meeting held on February 10, 2014, adopted Resolution No. 059-14, as follows:
"WHEREAS the Council of the Corporation of the Town of Arnprior
recognizes that increased electricity rates are challenging for the
economic competitiveness of the Town of Arnprior and its residents;
AND WHEREAS the County of Renfrew passed a resolution on November
27, 2013 encouraging the Government of Ontario to ensure that our
electricity rates both in the short and long-term, allow our businesses to
remain competitive in a global environment and ensure that the vulnerable
residents of our communities are not overburdened by ever-increasing
electricity rates;
AND WHEREAS the Council of the Corporation of the Town of Arnprior
supports the County of Renfrew in its attempt to encourage the
Government of Ontario to not approve any further rate increases for
electricity;
AND WHEREAS it is estimated that electricity costs will increase by
approximately 50% within the next five years;
AND WHEREAS an increase in electricity rates by the Ontario Energy
Board will exacerbate an existing problem for industry and consumers with
low or fixed incomes in Arnprior;

The international lupus patient community is requesting your assistance in promoting public
awareness and advocacy for "the least known major disease -lupus". We have two very important events
planned for 2014 which are: World Lupus Day, May lOth and the entire month of October which is known,
world-wide, as "October is Lupus Awareness Month".
Lupus affects more than just the person diagnosed with the disease-it also impacts their family,
friends and colleagues. It is widely under-recognized as a global health problem by the public, health
professionals and governments which drives the need for greater awareness. Early recognition and a
definitive diagnosis help to slow the debilitating effects of this disease. Proper treatment, a healthy diet and
lifestyle are essential. Lupus is difficult to diagnose as the symptoms frequently mimic common illnesses.
With your help, public awareness and education will save lives.
We are enclosing two Proclamations, for May and October that we ask to be added to your
municipal websites for all citizens to access. We know that many are unaware of the signs and symptoms
of lupus and it is our hope to make every person aware that their vague health concerns could be lupus.
Our office has been located in Ridgeway for the past forty years. Receiving no funding from any
level of government, we depend upon personal and corporate donations to provide our programmes, attend
provincial Health Fairs, contribute financially to much-valued research, and distribute literature throughout
Ontario to all those who request information.
In the past, irve have received amazing support from many communities in Ontario who do read our
Proclamations during televised meetings for their viewers, and add the Proclamation to their websites in the
designated months. Many have passed resolutions to ask their local MPs and MPPs to assist with lupus
funding for research.

Whereas, lupus is an autoimmune disease that can cause severe damage to the tissue and
organs in the body and, in some cases, death; and
Whereas, more than five million people worldwide suffer the devastating effects of this
disease and each year over a hundred thousand young women, men and children are newly
diagnosed with lupus, the great majority of whom are women of childbearing age; and
Whereas, medical research efforts into lupus and the discovery of safer, more effective
treatments for lupus patients are under-funded in comparison with diseases of comparable
magnitude and severity; and

That Tillson burg Council as the sole shareholder of Tillsonburg Hydro Inc. approves the
disposition of Tillsonburg Hydro Inc. through the Request for Proposal (RFP) process.
And That Tillsonburg Council as shareholder of Tillson burg Hydro Inc. directly oversees the
disposition process of Tillson burg Hydro Inc.
And That the four independent members of the Board of Directors of Tillson burg Hydro Inc.
be requested to act as a nonvoting resource group to Council throughout the RFP process.
And Further That Council authorize the hiring of the appropriate experts in the area of legal,
financial and communications to facilitate the disposition of Tillson burg Hydro Inc.
EXECUTIVE SUMMARY
The purpose of this report is to obtain approval from the Town of Tillson burg Council as the
sole shareholder of Tillsonburg Hydro Inc., for a process to undertake the disposition of
Tillsonburg Hydro Inc. (ie. Sale/Merger, etc). Staff is recommending a public process where
any qualified entity may submit a proposal in response to the Request for Proposal (RFP). A
private process is one where Council predetermines those utilities that it is willing to enter
into an agreement. In addition, staff is recommending that the process be open in that any
advertised solicitation may be supplemented by contacting directly parties that might be
interested in THI. Conversely, with a closed process the parties are contacted directly and
such solicitation is carried out in confidence and a public announcement is made at the end
of the process when an agreement has been reached by all parties.
The Request for Proposal process is both a public and open process which provides for a
wider number and variety of ·possible proposals to be considered and any qualified entity
Staff would also recommend that a communications expert be hired in order to provide a
communication strategy so that the public can be informed as the process advances over
the next number of months.
Included in this report as Appendix "A" are the major steps to a sale or merger and
Appendix "B" outlines the associated costs for legal and financial support that may be
associated with a sale or merger of THI. Staff would anticipate that costs for
communications support would be based on an hourly rate in the range of $125 to $200.
FINANCIAL IMPACT /FUNDING SOURCE
As noted previously, there will be transaction costs associated with a sale or merger. The
major costs are outlined in Appendix "B". Professional fees for legal services would range
from $150,000 to $350,000 and professional fees for financial advisory fees would range
from $25,000 to $40,000 or a total high of $390,000 to a low of $175,000 in transaction
costs. Fees would likely fluctuate within these ranges depending on the type of disposition.
These costs would have to be funded by the shareholder with the goal of recovering costs
where possible.
In order to be prepared for any transaction of the magnitude that is envisioned and a sale
of THI is the end result, as opposed to a merger or other such arrangement, it has been
suggested by other entities that in advance of any proceeds coming to the shareholder an
investment policy specific to the use of the proceeds from any sale of the THI asset be
established. This ensures that there is a defined policy in advance of any proceeds coming
to the Town of Tillson burg. Staff would prepare some options for Council's consideration as
Council moves through the divestiture process.

Disposition Process-Sale or Merger of Tillson burg Hydro Inc.
Sale Option
1. Selection of Legal Agent
The management ofthe process of a sale of a Local Distribution Company (LDC) can be a
complicated one and should engage the skills of an experienced legal agent and financial
advisor. An experienced legal agent is one that has overseen successful transactions and
has a familiarity with potential bidders.
2. Preparation of Bid Documents
The bid documents consist of a detailed Request for Proposal (RFP) to purchase the LDC
which would outline the steps involved and may include a draft sale-purchase
agreement.
3. Solicitation Process
The municipal council as the shareholder has some decisions to make regarding the
process.
a. Will the process be public or private? In a public process the legal agent is
instructed to commence a public process where any qualified entity may
submit a proposal. For a private process Council predetermines those
entities with whom it is wanting to negotiate with.
b. Will the process be open or closed? In an open process a solicitation process
is supplemented by direct contact with qualified entities. In a closed process
parties are contacted directly in confidence with a public announcement
made at the end of the process when an agreement has been reached.
4. Confidentiality Agreement and the RFP
All prospective proponents are required to execute a Confidentiality and Non-disclosure
agreement and to provide a deposit to qualify and receive the RFP and any additional
confidential and sensitive information (employee details, outstanding litigation,
environmental issues, financial details, etc)
5. Site Visit and Data Room
Those qualified to receive the RFP and confidential information may be invited to attend
a scheduled tour of the LDC site. Access is also given to a data room containing due
diligence material which is usually hosted on a special web site.
4. Confidentiality Agreement
Same as a sale with the addition ofthe shareholder having to sign a confidentiality
agreement as well as the proponent due to the fact that the proponent will be sharing
some of their confidential information during any merger discussions.
5. Business Case for the Merger
In the case of a merger, the shareholder will have to identify the source and magnitude
of the benefits of a merger and any related costs. This may differ from merger
proponent to merger proponent. This can be a lengthy step in the merger process.
6. Preparation of Merger Documents
Agreements can be complicated and time consuming to draft. This step will require
negotiations and understanding of conditions by all parties in order to come to
agreement.
7. Selection and Announcement of Successful Proponent
lfthere is an acceptable proposal successfully negotiated a definitive transaction
agreement is required. A public announcement can then be communicated.
8. Merger, Acquisition, Amalgamations and Divestitures (MAADS) Application
Same as a sale.
9. Closing Transaction
Same as a sale.
Note: The steps as outline have been compiled from information provided by individuals with
experience in such divestiture processes.

Estimated Transaction Costs
Transactions costs related to a sale of an electricity distribution company (LDC) depend on a number of
factors. In the case ofTillsonburg Hydro Inc., it is considered a small (less than 10,000 customers) LDC
with no holding company or other subsidiaries. Regardless, the cost can still vary depending on the
complexity of the sale. The following factors may impact the transaction costs:
• Number of respondents to an RFP-many interested parties prepared to request a copy of the
RFP increases the costs;
• Council involvement as shareholder will require time and resources to meet and make decisions
as the process moves forward;
• There will be a need to prepare and make data available which will involve staff of the LDC and
municipal staff. The creation of "data room" will assist proponents when doing their due
diligence;
• The sooner a preferred bid is determined the quicker negotiations can take place which will
lower costs. Submitted bids will need to be analysed in an expeditious fashion.
Fees have been estimated based on two possible Options. Staff in the staff report have recommended
Option 2 below.
Option 1-Small LDC Share Sale-Restricted Bid Process/Full Involvement of LDC staff
• Based on a very limited bid process with pre identified bidders-maximum 3;
• LDC/municipal staff conducts the search and produces due diligence data;
• No stakeholder involvement (i.e. staff, public);
• No affiliate transactions included;
• Legal agreements negotiated by legal representatives;
• MAADS application prepared by hired expertise;
• OEB regulatory process is uncontested meaning no interveners at OEB hearing to approve
transaction.

SEWAGE SYSTEM MANAGEMENT AGREEMENT
THAT Council receive Report CL 14-08, Sewage System Management Agreement;
AND THAT a Bylaw to authorize the Agreement be brought forward for Council consideration.
EXECUTIVE SUMMARY
In 1998, when the on-site sewage system program regulations were transferred from the
Environmental Protection Act to the Building Code Act, Oxford County Public Health & Emergency
Services entered into an agreement with the area municipalities of Oxford County to continue
providing related services. The current "Sewage System Management Agreement" with the Town of
Tillsonburg which defines the services and fees will expire on April 7, 2014.
Pursuant to Section 6.2(1) of the Building Code Act, 1992, the area municipality may enter into an
agreement with the County of Oxford for the purpose of delegating to Public Health certain
responsibilities under the Act and the Building Code with respect to on-site sewage systems with a
capacity of less than 10,000 litres per day. On March 14, 2011, through By-law 3484, Council
authorized the Mayor and Clerk to enter into a Sewer System Management Agreement with the
County of Oxford for a three year term. The County of Oxford is now requesting that the Town of
Tillsonburg renew the "Sewage System Management Agreement" with Oxford County Public Health
and Emergency Services for an additional four (4) years.
The agreement will allow the County to continue providing environmental services for on-site sewage
systems as required by the Building Code Act. Proposed changes to the agreement have been
highlighted in yellow on the attached agreement. The changes include the four year term from April 8,
2014 to AprilS, 2018 and fee structure in Schedule 'A'. There are minimal fee increases for the Sewage
System building Permit-Categories of Daily Sewage Flow not exceeding 10,000 litre/day to be

Section 1.04 The parties acknowledge that the Chief Building Official and Inspectors of the
Municipalities appointed under Sections 3 and 4 of the Building Code Act shall not exercise their
powers under the Act in respect to sewage systems once this Sewage System Management
Agreement is in effect.
Section 1.05 This Sewage System Management Agreement may, by mutual agreement, be
amended in writing from time to time, to reflect changes in the programs of the parties to this
Sewage System Management Agreement, and/or as a result of changes in legislation or
provincial policies, and/or as a result of subsequent discussions between the parties.
Section 1.06 Schedules A to D form part of this Management Agreement.

(i) "Director" means the Director of the Department of Public Health & Emergency
Services for County of Oxford.
(ii) "Sewage System" means any works for the collection, transmission, treatment and
disposal of sewage or any part of such works to which the Act applies with a
capacity of less than 10,000 litres which is not owned and operated by the Crown,
a municipality, or an organization acceptable to the Director responsible for
issuing a Certificate of Approval under the Water Resources Act.
(iii) "Inspector" means an inspector appointed under the Building Code Act, 1992, as
amended; and Section 5.01 ofthis agreement.
ARTICLE THREE
SERVICES OF PUBLIC HEALTH
Section 3.01 Services: Public Health shall provide the following services in relation to the Lands:
(i) Must carry out an inspection of land which is planned to be divided by severance
where no municipal sewage services are proposed to ensure that each lot will be
suitable for the installation of a Sewage System.

(xiv) Investigate complaints and malfunctioning Sewage Systems, undertake
compliance counseling and preparation of reports for abatement action as it relates
to existing and proposed Sewage Systems.
(xv) Issue orders under the Act relating to Sewage Systems.
(xvi) Prepare documentation necessary for prosecution activities relating to Sewage
Systems under the Act and the Building Code. Administer proceedings relating to
Sewage Systems pursuant to the Provincial Offences Act, R.S.O. 1990, c .P.33.
(xvii) Public Health shall provide all forms necessary for the administration of this
Agreement.
(xviii) Any other matters related to the administration or enforcement of the Act or
Building Code relating to Sewage Systems.
(xix) Public Health, for the purposes of the administration and enforcement of the Act
and the Regulations and for carrying out the powers and duties under the Act,
shall collect statistical and other information and keep such records in accordance
with the provisions ofthe County of Oxford's Records Retention By-law. The
Municipality may require information from Public Health concerning the
administration of the Act and Regulations as they pertain to Sewage Systems and
statistical and other information relevant to the quality of the environment. Public
Health will provide such information from time to time in a form stipulated by the
Municipality to enable the Municipality to combine this data with data from other
parts of the province.
ARTICLE FOUR
FEES
Section 4.01 Collection of Fees: Public Health shall collect and retain all fees, as set out in
Schedule A, payable by any person for work performed by Public Health hereunder as
compensation for its services provided hereunder and all persons required to pay any such fee
shall pay the fee to Public Health.
Section 4.02 Amendment of Fee Schedule: Public Health shall have the sole discretion, acting
reasonably, to amend the fees as set out in Schedule A from time to time and shall give notice to
the Municipality of any such change.
Section 4.03 The Municipality shall provide assistance, subject to availability of resources, with
respect to prosecutions, appeals, and other matters that come before municipal tribunals or
tribunals under the Act and Regulations.

ARTICLE EIGHT
MISCELLANEOUS
Section 8.01 Preamble: The preamble hereto shall be deemed to form an integral part hereof.
Section 8.02 Gender: Whenever the singular form is used in this Agreement and, when required
by the context, the same shall include the plural, the plural shall include the singular, and the
masculine gender shall include the feminine and neuter genders.
Section 8.03 Amendments: This Agreement shall not be changed, modified, terminated or
discharged in whole or in part except by instrument in writing signed by the parties hereto, or
their respective successors or permitted assigns, or otherwise as provided herein.
Section 8.04 Assignment: This Agreement shall not be assignable by either party hereto without
the written consent of the other party being first obtained.
Section 8.05 Notices: Any notice, report or other communication required or permitted to be
given hereunder shall be in writing unless some other method of giving such notice, report or
other communication is expressly accepted by the party to whom it is given and shall be given by
being delivered or mailed to the following addresses of the parties respectively:

Any notice, report or other written communication, if delivered, shall be deemed to have been
given or made on the date on which it was delivered to any employee of such party or, if mailed
postage prepaid, shall be deemed to have been given or made on the third business day following
the date on which it was mailed (unless at the time of mailing or within forty-eight hours thereof
there shall be a strike, interruption or lock-out in the Canadian postal service, in which case
service shall be by way of delivery only). Either party may at any time give notice in writing to
the other party of the change of its address for the purpose of this Section.

EXECUTIVE SUMMARY
The purpose of this report is to provide Council with an overview of the Town's Economic
Development 2014 work plan to attract new investment to Tillsonburg. The plan identifies
a significant change in the Town's philosophy with respect to investment attraction and
proposed a new "bottom up" or grassroots approach to building investment attraction
initiatives. In essence, the top investment priorities for the community are identified and
the economic development budget will be used to develop specific action plans for each of
these properties.
CONSULTATION/COMMUNICATION
The Development Committee reviewed the Economic Development 2014 Work Plan at their
February 13, 2014 meeting and suggested a number of changes and additions, which have
been included in the revised work plan.

EXECUTIVE SUMMARY
This report is a follow up to Report "DCS 14-03 Draft Sign By-Law -Consultation"
presented to Council on January 13, 2014. The purpose of this report is to present an
updated Sign By-law for Councils review and approval.
The Town's current Sign By-Law 2976 was last reviewed and adopted by Municipal
Council in 2001. Since the last revision, legislative changes, increased administrative
demands, and advancements within the advertising industry have precipitated the
need for an updated by-law. The necessitated by-law update provides ease in clarity,
alters fees collected for sign permits, and enhances enforcement provisions.
The primary intent of the Sign By-Law is to regulate signs of a commercial nature
intended to be viewed from any vehicular or pedestrian right-of-way. The Sign By-
law serves two main purposes: to coordinate the type, placement and scale of signs
within the different land-use zones; and to recognize the commercial communication
requirements of all-sectors of the business community.

BEING A BY -LAW TO PROHIBIT OR REGULATE SIGNS AND OTHER ADVERTISING
DEVICES AND THE POSTING OF NOTICES WITHIN THE TOWN OF TILLSONBURG
WHEREAS Section 11 (3) of the Municipal Act, 2001, S.O. 2001, c.25 states that a lower-tier
municipality may pass by-laws, respecting matters within certain spheres of jurisdiction,
including structures, fences, and signs.
AND WHEREAS Section 99 (1) of the Municipal Act 2001 states that a by-law of a municipality
respecting advertising devices, including signs, does not apply to an advertising device that was
lawfully erected or displayed on the day the by-law comes into force if the advertising device is
not substantially altered, and the maintenance and repair of the advertising device or a change
\n the ~essage or contents displayed is deemed not in itself to constitute a substantial
alteration. 2006, c. 32, Sched. A, s. 39.
AND WHEREAS Section 391 (1) of the Municipal Act, 2001, S.O. 2001 c. 25 states that section
11 authorizes a municipality to impose fees or charges on persons, for services or activities
provided or done by the municipality.
AND WHEREAS the Council of the Corporation of the Town of Tillsonburg is desirous of
adopting a new Sign By-Law to prohibit and regulate signs and other advertising devices and
the positing of notices within the Town of Tillson burg.

SECTION 1 SCOPE OF BY -LAW
1.1 SHORT TITLE
This By-law and any amendments thereto shall be known as the "Tillsonburg
Sign By-law."
1.2 INTENT AND SCOPE
The purpose of this By-law is to:
a) regulate signs placed on lands, buildings, and other structures within
the corporate limits of the Town of Tillson burg; and

b) implement the policies of the Tillsonburg Official Plan and Urban Design
Guidelines.
1.3 COMPLIANCE WITH BY-LAW
No person shall hereafter erect or display or cause or permit to be erected or
displayed a sign except in conformity with the provisions of this By-law.
1.4 CONTENTS OF BY-LAW
All references in the By-law to sections, regulations, exceptions, Tables,
figures, schedules and maps, refer to those in this By-law unless otherwise
indicated.
1.5 LAWFUL NON-CONFORMING SIGNS
The provisions of this By-law shall not apply to a sign or the use of an
existing sign that was lawfully erected on or before the day this By-law comes
into force if the sign is not substantially altered and the maintenance and repair
of the sign or a change in the message or content displayed is deemed not in
itself to constitute a substantial alteration.
1.6 RELATION TO OTHER GOVERNMENT REQUIREMENTS (COMPLIANCE
WITH OTHER REGULATIONS)
This By-law shall not be construed so as to reduce or mitigate restrictions or
regulations for any sign that are lawfully imposed by the Town, or by any
governmental authority having jurisdiction to make such restrictions or
regulations. Compliance with this By-law does not relieve a property owner
from complying with:
a) the requirements of the Ontario Building Code;
CANOPY:
Means any structure which projects from the exterior face of a building wall and
extends across part or all of that exterior face of a building wall or is a self-
supporting unenclosed structure.
CELLAR:
Means the portion of a building between two floor levels that has 50% or more of is
height below the average finished grade of the lot on which the building is located.
The term cellar shall not include a basement.
CHIEF BUILDING OFFICIAL:
Means the Chief Building Official or designate.
COMMERCIAL:
Means, for the purposes of this By-law, a use which includes tourism uses.
COMMUNITY BULLETIN AREA:
Means a display surface designated by the Town of Tillson burg for the purpose of
providing temporary advertising of non-profit and community group event signs.
COMMUNITY FACILITIES:
Means facilities owned and operated by the Corporation of the Town of Tillson burg.
COMMUNITY GROUP:

Means a volunteer based organization which has a constitution and by-laws in place
or at minimum a mission statement or a statement of purpose. They have a Board of
Directors/Slate of Officers and they provide direct services, programs or events that
benefit the residents of Tillsonburg and operate within the Town of Tillsonburg. They
may or may not be incorporated provincially and/or federally. Places of worship
organizations are considered to be a community group for the purpose of this by-law.
CONSERVATION AUTHORITY:
Means a conservation authority having jurisdiction in the Town of Tillsonburg. The
term conservation authority shall include Long Point Regional Conservation Authority.
COPY:
Means the wording, letters, numerals, graphics, logos, and artwork of a sign, on the
display surface and is either permanent or removable.
COUNCIL:
Means the Council of The Corporation of the Town of Tillson burg.
COUNTY:
Means the County of Oxford.
DIRECTOR:
Means the Director of Development and Communications or their authorized designate.
ILLUMINATED SIGN:
Means a sign lit by artificial light which is direct, indirect, internal or external to the
sign.
INSPECTOR:
Means any By-Law Enforcement Officer or any other inspector appointed by Council
pursuant to a by-law.
INSTITUTIONAL:

Means a use that includes community facilities, parks, schools under the jurisdiction of a
board, government offices and hospitals.
LANE:
Means a public thoroughfare which affords only a secondary means of vehicular
access to abutting lots and which is not intended for genera I traffic circulation.
MOTOR VEHICLE:
Means an automobile, truck, motorcycle, motor assisted bicycle and any other vehicle
propelled or driven by other than muscular power.
MUNICIPAL AGREEMENT:
Means an agreement made with the Corporation of the Town of Til/sonburg.
MUNICIPAL CLERK:
Shall mean the Municipal Clerk of the Corporation of the Town of Tillsonburg or the
Deputy Clerk acting in place of the Municipal Clerk in accordance with the Municipal
Act.
MUNICIPALITY:
Means The Corporation of the Town of Til/sonburg.
MUNICIPALITY'S ZONING BY-LAW:
Means Zoning By-law 3295 and as amended.
MURAL:
Means a painting, illustration, or decoration applied to a free standing sign or the
exterior wall of a building and that is otherwise not a sign as defined by this By-law.
NON-PROFIT/NOT -FOR-PROFIT ORGANIZATION:
Means an organization similar to a community group with a constitution, by-laws and a
Board of directors. They are registered/incorporated as a not-for-profit organization,
should be able to provide their not-for-profit number and operate within the Town of
Tillsonburg.
PUBLIC WORKS DEPARTMENT:
Means the Public Works Department of the Corporation of the Town of Tillson burg.

PUBLIC PROPERTY:
Means property owned by or under the control of the Town of Tillsonburg or
any of its agencies, boards or commissions, and includes any lands belonging to
or owned by the County of Oxford, a conservation authority, the Province or
Government of Ontario or the Government of Canada. This shall include public
highways, and shall be deemed to include utility poles located on public property
including road allowances, regardless of whether the poles are owned by or under the
control of the Town.
RIGHT-OF-WAY:
Means an area of land on which has been created and registered against the title of
the lot on which it is located, perpetual easements appurtenant to one or more lots that
provide access to such lots to a street. The term right-of-way shall not include a private
road.
ROAD ALLOWANCE:
Shall have a corresponding meaning to that of street and shall include any shoulder,
ditch or boulevard.
SIGHTNISIBILITY TRIANGLE:
Means a triangular-shaped area of land abutting a lane, street or private road that is
required to be kept free of obstructions between a height of 0.6 meters (1.96 ft) and
3.0 meters (9.84 ft) above the center line grade of the intersecting lane, street or private
road that could impede the vision of a pedestrian or the driver of a motor vehicle
exiting onto or driving on the lane, street or private road.
As illustrated, a sight/visibility triangle shall be determined as follows:
a) the sight/visibility triangle adjacent to an exterior side lot line shall be the
area enclosed by each of the street lines measured 9.0 meters
(29.53 ft) back from the intersection of the street lines, and a
diagonal line drawn between these two points
b) the sight/visibility triangle from a driveway, lane, or right-of-way shall
be the area enclosed by the line along the limits of the driveway and
the street line measured to a point 3.0 meters (9.84 ft) back from the
intersection of the street lines and the limit of the driveway, lane, or
right-of-way and a diagonal line drawn between these two points.
c) the sight/visibility triangle extends beyond private property into the
road allowance as illustrated:
Pre-Menu Board Sign:
Means a sign erected as part of a drive-through facility and only used to
display products and services available at the drive-through business.
Portable Sign:

Means a sign not permanently attached to the ground or a permanent
structure and which is designed to be moved readily and manually by one
person from one location to another, and includes signs commonly referred to
as A-Frame, Personal, Sandwich Board, Sidewalk, etc.
Projecting Sign:
Means a sign not directly supported from the ground but generally erected
perpendicular to a supporting building wall, but shall not be a wall sign as
defined in this By-law (Overhanging sign has the same definition)
Projection Sign:
Means a sign that is displayed on a surface, building, or structure, by the
projection of a beam of light or other source of illumination.
Promotional Construction Sign:
Means a sign advertising construction, reconstruction, repair, renovation
and/or development and may include the name of the project, the name of
firms and personnel related to the project.
Promotional Subdivision Development Direction Sign:
Means a portable sign providing direction to a development site within a plan
of subdivision or plan of condominium or a proposed plan of condominium.
Public Use Sign:
Means a sign erected by or under the jurisdiction of a Public Authority.
Pylon Sign:
Means a sign supported by one or more poles and with an open base.
Real Estate Sign:
Means a sign located on a property for the purpose of announcing the
sale, lease, or rental of such property or building or part of a building
located thereon.
Roof Sign:
Means a sign the entire face of which is above the lowest point at which
the roof meets the building.

SIGN, ABANDONED:
Means a sign which located on premises which becomes vacant and unoccupied for a
period of ninety (90) days or more, or any sign that pertains to a time, event, or
purpose that no longer applies.

Means:

c) in the case of a free standing number, letter,
picture, image, graphic, emblem, symbol, or
shape, the smallest rectangle which will enclose
the number, letter, picture, image, graphic,
emblem, symbol, or shape.
Means the vertical distance from the ground on which the sign is erected to the
highest physical point of the sign.
SIGN, LENGTH:
Means the horizontal distance between the extremities of the sign.
SIGN PERMIT:
Means a permit issued under this By-law.
SIGN SUPPORT STRUCTURE:
Means the framework, bracing and support of a sign.
SITE PLAN APPROVAL:
Means the process of site plan approval as governed by the Municipality's Site Plan
Control By-law, as amended, and the provincial Planning Act.
STOREY:
Means the portion of a building, other than an attic, basement or cellar, included
between any floor level and the floor, ceiling or roof next above it.

corporations regardless of which term in question appears.
b) In this By-law, reference to the singular includes the plural.
c) All measurements and dimensions in this By-law are expressed in metric.
d) "Schedule A" to this By-law shall be interpreted as if it is contained in
the text of the By-law.
SECTION 3 ADMINISTRATIVE PROVISIONS
This By-law shall be administered and enforced by the Chief Building Official, or
designate.
3.1 OWNER RESPONSIBILITY
Neither the granting of a permit nor the review of the plans and specifications nor
inspections made by the Town shall in any way relieve the owner or any other
person from full responsibility for carrying out the work or having the work carried
out in complete accordance with the requirements of this By-law or any other By-
law or Law applicable to the sign.
3.2 RESPONSIBILITY: APPLICATION FOR PERMIT
No person shall make an application for a sign permit who is not the owner of the
property or the owners authorized agent. Nor shall any person submit false or
misleading information or documents or make omissions that may mislead in
connection with any application for a sign permit, detail of construction or
revision thereto.
3.3 RESPONSIBILITY: PERMITS AND PENALIZATION
No person shall work or authorize work to proceed on any sign for which a permit
is required and which has not been obtained. Where a sign is found to be in
contravention of this By-law the Town, its servants or agents, may issue an Order
as per Section 10.2 of this By-law and may impose a penalty under Section 11 of
this By-law.
3.4 SIGN PERMIT REQUIRED
a) Except as permitted in Section 4 (Exempt Signs), no person shall
erect or alter a sign unless a permit under this bylaw for the sign has
been obtained from the Chief Building Official.
b) A sign permit shall not be issued to erect or alter a sign unless
an application for the sign has been submitted in accordance with
subsection 3.5 and has been approved by the Chief Building Official as

iv. When applicable include a site plan of the lands upon which
the sign is to be erected indicating the location of the
proposed sign on the site, street lines and other boundaries
of the property, sight/visibility triangle and the location and
dimensions of the building(s) thereon.
v. Heritage review in accordance with the section 3.6.
3.6 HERITAGE REVIEW
(a) In keeping with the intent and scope of the By-law, signs which are
proposed to be erected on a building or property that is currently on the
Town of Tillson burg's List of Heritage Properties are subject to review
and approval by the Tillson burg Cemetery and Heritage Advisory
Committee (TCHAC) prior to the issuance of the permit.
(b) In addition to Section 3.5 every application in clause (a) above submitted
to the TCHAC for review shall be accompanied by plans drawn to scale
clearly showing;
i. The type, character, dimensions and design of the proposed
sign including historically appropriate colours of the sign and
lettering.
ii. The proposed means of illumination.
iii. Any other information the TCHAC may prescribe or require.
3. 7 PERMIT FEES
a) All applications for permits filed with the Chief Building Official shall be
accompanied by payment of the permit fee in accordance with the Town
Rates and Fees By-law as amended.
b) If any sign is installed or placed on any property prior to receipt of a
permit, the specified permit fee shall be doubled.
3.8 ISSUANCE AND DENIAL
a) The Chief Building Official shall issue a permit if the completed
application conforms to the provisions of this By-law and every other By-
law of the Municipality plus the Ontario Building Code and regulations
made thereunder and if all fees are paid;
b) The Chief Building Official may:

specifications approved by the Town on which the permit was
issued
f) If any sign is installed or placed on any property prior to receipt of a
permit, the specified permit fee shall be doubled. However, payment of
the doubled fee shall not relieve any person of any other requirement or
penalties prescribed in this By-law.
3.10 INSPECTIONS
a) The Chief Building Official may require at the time of issuance of a permit
that notification be provided for an inspection(s) prior to the installation of
certain stages of the sign construction; and
b) Any person installing, structurally altering or relocating a sign for which a
permit has been issued shall notify the Chief Building Official upon
completion of the work. The Chief Building Official may require a final
inspection, including an electrical inspection.
SECTION 4 EXEMPT SIGNS
4.1 SIGN PERMIT EXEMPTIONS
No sign permit is required to erect the following signs provided the
signs otherwise comply with the applicable provisions of this By-law:
a) Election signs (see Election Campaign Sign By-Law);
b) Real Estate signs;
c) Personal signs;
d) A-Board/Sandwich Board/Sidewalk signs;
e) Promotional Construction Direction signs;
f) A sign having a sign area less than 0.10 m2 (1.07 fe) (e.g. poster).
g) Directional sign
h) Community Bulletin Area signage. Events sponsored by non-profit,
charitable organizations and community groups. Must have town approval,
1 sign per location, must be removed 3 days after the event. Not greater
than 1.49 m2 (16 ft2) in size. Signs manufactured prior to the passing of this
by-law, which are larger than 1.49 m2 (16 W), will be permitted for a period
f) No Trespassing sign or other signs regulating the use of property
provided such signs are no more than 0.2 m2 (2.15 ft2) in sign area.
g) Memorial signs and plaques identifying a building or structure and its
architectural or historical significance not exceeding 0.5 m2 (5.38 ft2) in
sign area.

h) Signs affixed to a community entrance feature displaying the name and
address of a residential community approved through a Planning
Development approval process.
i) Advertising on Town fixtures when approved by the Town.
SECTION 5 PROHIBITIONS
5.1 SPECIFIC SIGN PROHIBITIONS
Any sign not expressly permitted by this By-Law is prohibited and without limiting
the generality of the foregoing, the following signs are specifically prohibited. No
person shall erect, use or maintain, or cause or permit to be erected, used or
maintained any of the following signs:
a) A sign located on premises which does not specifically identify or
advertise a business, service, or occupant of the premises where it is
located, unless otherwise specified in this By-law;
b) Roof sign;
c) Overhanging sign/Projecting sign;
d) Vehicle/Trailer sign on non-motorized vehicles where the purpose of the
sign meets the definition of a sign under this By-law;
e) A sign which may cause confusion with a traffic control sign or a
traffic control signal;
f) flashing or animated signs;
g) posters, flyers, stickers on public property; except at a designated sign
kiosk or designated location approved by the Town for such use;
h) signs located so as to obstruct the view of any pedestrian or motor vehicle
driver so as to cause an unsafe condition;
i) signs interfering with or obstructing the view of an authorized traffic sign,
e) No person shall nail, screw, tape or otherwise fasten a sign to a tree,
fence or fence post other than a no trespass sign;

f) No person shall erect a sign with a footing/foundation less than 1.0 metre
(3.28 ft) from a street line;
g) No person shall erect a sign higher than 0. 75 metres (2.46 ft) within
3.0 metres (9.84 ft) of any road allowance where the sign may impede
vision of an access from any improved public street to any lot;
h) No person shall erect a sign within any road allowance other than a
promotional subdivision development directional sign
i) No person shall erect a sign within a sight/visibility triangle.
SECTION 6 GENERAL PROVISIONS FOR ALL SIGNS
6.1 LIMIT ON NUMBER OF SIGNS PER PREMISES:
Except as otherwise permitted in this By-law the number of signs shall be limited to:
a) One (1) ground sign, pylon sign or monolith sign per lot;
b) For single-tenant buildings walls signs, awning signs and canopy signs
are only permitted on one wall face or elevation in accordance with the
maximum sign area provisions for the zone in which they are located,
except that where a business premise is located on a corner or through
lot or has entrances on two (2) or more public streets, or has both a
front and a rear public entrance, one (1) additional wall sign is permitted;
(c) For multi-tenant buildings one (1) of any of the following per business
premise:
i. wall sign, awning sign or canopy sign, except that where a
business premise is located on a corner or through lot or
has entrances on two (2) or more public highways, or has
both a front and a rear public entrance one (1) additional
wall sign is permitted;
6.2 EXISTING SIGNS
a) Nothing in this By-law applies to a sign that is lawfully erected on the
day this By-law comes into force, provided the sign is not
altered in any way. The maintenance and repair of the sign or a
change in the message displayed shall be deemed not to in itself
constitute an alteration.

SECTION 8 SPECIFIC SIGN REGULATIONS
8.1 AWNING SIGNS
a) No portion of an awning sign shall be located less than 2.4 meters (7.87
ft) above finished grade immediately below such sign.
b) No awning sign, or part thereof, shall extend laterally beyond the
extremities of the awning.
c) Awning signs are not permitted to project into a lane or alley.
8.2 BILLBOARD SIGNS
a) A billboard sign shall not be located, erected or displayed within 400
meters (1 ,312.24 ft) of any other billboard sign.
b) Animated signs are not allowed as billboard signs.
8.3 CANOPY SIGNS
No portion of a canopy sign shall be located less than 2.4 meters (7.87 ft) above
finished grade immediately below such sign.
a) A canopy sign is permitted to project a maximum of 150 mm (0.51 ft) from
an existing canopy structure.
b) A canopy sign shall be designed as an integral part of the attached or free
standing canopy fascia.
c) No canopy sign shall extend beyond the limits of the canopy fascia.
d) Canopy signs may be illuminated internally or externally.

d) 30 meter (98.43 ft) distance between temporary or mobile signs
e) Mobile sign permits are valid for 30 days
f) Mobile sign permits may be renewed for a maximum of 180 days in a 12
month period
g) Signs shall not be placed in sight/visual triangles or near driveways that
may block motorists view
h) Where the mobile sign is rented/leased from a sign company, the sign
shall have the name and telephone number of the sign company affixed
to the sign in a clear and visible location.
8. 7 MONOLITH/PYLON SIGNS
a) Monolith or pylon signs can be used as ground signs where ground
signs are allowed. The regulations for ground signs will apply in
regards to height and size.
b) All monolith and pylon signs must include the municipal street
address if the sign is located on the street frontage pertaining to the
street address and shall display the municipal address number in
numerals and letters that are a minimum of 150 mm (0.51 ft) in height;
c) Monolith signs shall not have a sign display surface located tower than
1.5 metres (4.92 ft) above finished grade.
d) Pylon signs shall not have a sign display surface located lower than
2.44 metres (8.01ft) above finished grade.
e) The distance between Monolith/Pylon signs on adjacent properties shall
not be tess than 7.60 meters(~ 24.93 feet).
8.8 MULTI-UNIT RESIDENTIAL SIGNS
a) The types of signs permitted as a multi-unit residential sign are
the following:
-ground signs,
-wall signs,
-awning signs and
-canopy signs
b) The maximum number, area and height of all signs shall comply
with the provisions contained within "Schedule A".

c) No Promotional Subdivision Development Direction sign shall be located
within 25 meters (82.02 ft) of an intersection measured from the
intersecting edge of curb or traveled portion of the street.
d) No Promotional Subdivision Development Direction sign shall be located
in a manner that restricts the free and safe movement for any
pedestrian, vehicle or other conveyance on any sidewalk, path, road
allowance or driveway, or in a manner which impedes vision;
e) No Promotional Subdivision Development Direction sign shall be located
within 10 meters (32.81 ft) of another Promotional Subdivision
Development Direction sign.
8.12 PROMOTIONAL CONSTRUCTION SIGNS
Promotional construction signs shall be removed within thirty (30) days of
substantial completion of the project.
8.13 SIDEWALK SIGNS
No person shall erect, locate or display a Sidewalk sign except in accordance
with the applicable regulations under this section of the By-law:
a) No sidewalk sign shall exceed 0.75 metres (2.46 ft) in width or 1.0
metres (3.28 ft) in height including the sign frame and shall not exceed
0.75 metres (2.46 ft) squared in area including the sign structure;
b) Only permitted in the Central Commercial Zone
c) No sidewalk sign shall be permanently secured to the ground, any
structure or tree.
d) Where a sidewalk sign is erected, located, or displayed, it shall be
erected, located, or displayed against the front wall of the business it is
advertising.
e) No sidewalk sign shall be erected, located, or displayed on public
property except on a public sidewalk.
f) Where a sidewalk sign is erected, located, or displayed on a public
sidewalk, it shall be erected, located, or displayed against the front wall
of the business it is advertising provided there is a minimum 1.5 meters
(4.92 ft) of unobstructed sidewalk.
g) No person shall erect, display or locate a Sidewalk sign on a public
sidewalk except during the hours of operation of the business that it is

h) Wall signs shall not cover more than 20% in total aggregate area of the
wall on which they are erected, displayed or placed.
i) The total area of any single wall sign per business premise shall not
exceed 35m2 (376.74 ft2).
j) Wall signs shall not be painted on the exterior walls of any building
excluding a mural which has been approved by Council.
8.16 WINDOW SIGNS
a) Window signs shall not block the clear view of exits or entrances at
anytime;
b) All zones are permitted window signs of less than 1.0 meter (1 0. 76
ft) squared indicating that the business is "open";
c) No window signage shall be permitted above the second story of any
building; and
d) For premises on the second storey or higher level of a building which
has a door or entrance at the street level, a window sign or sign shall
be permitted at the street level.
SECTION 9 VARIANCES
9.1 APPROVAL AUTHORITY
The Director as the delegated authority, at his/her discretion, may approve
minor sign variances to this Sign By-law in the following situations:
a) The Director may vary the following provisions of the Sign By-law at
the time of site plan approval:
i. The location of any sign on a building or property.
ii. The number of signs on a building or property, having regard
for the sign type, property use and the size of the property
b) The Director will consider minor sign variance applications for
properties that are not subject to site plan approval for the
provisions of the Sign By-law that are identified in Section 9.1 (a)
c) At the discretion of the Director, applications which are deemed to be not
minor in nature will be considered immediately by Town Council for a
final decision.
d) The plans, specifications, and drawings required and referred to above
shall:

vi. Be drawn to scale and be of sufficient detail to establish that
the work, when completed, will conform to the provisions of
this By-law and all other relevant By-laws of the Corporation;
vii. Include information with regard to materials used: message;
lighting; colours; dimensions of the sign area; sign face and
supporting members; the maximum height; clearance;
projection and all other relevant structural information;
viii. When applicable include an elevation of the premises upon
which the sign is to be erected indicating the location and
dimensions of the proposed sign on the building, vehicular
access, doors, windows and other existing signs; and
ix. When applicable include a site plan of the lands upon which
the sign is to be erected indicating the location of the
proposed sign on the site, street lines and other boundaries
of the property, sight/visibility triangle and the location and
dimensions of the building(s) thereon.
x. Heritage review in accordance with the Section 3.6.
e) Be made by an owner, or authorized representative of an owner, of
the property on which the sign is to be erected.
f) Be filed with the Town for consideration by the Director.
g) Include a justification of why the provisions of the Sign By-Law cannot be
complied with.
9.5 APPROVAL AND CONDITIONAL APPROVAL
The Director may approve or refuse any variance application and may
impose conditions upon an approval as deemed appropriate.
9.6 APPEAL PROCESS
Should the Director refuse a variance application the property
owner, or authorized representative of the owner, may file an
application with the Town for an amendment to the Sign By-law for
consideration by Council.
10.4 UNCLAIMED SIGNS
If there is no lessee of the sign or the lessee or owner of the sign or
their agents cannot be determined with certainty, the Chief Building
Official or designate may forward the notice to the person or agent
thereof having the use or major benefit of the sign.
10.5 UNSAFE SIGNS
Where in the opinion of the Chief Building Official a sign is unsafe, the Chief
Building Official may have the sign removed immediately without notice.
10.6 MAINTENANCE

The owner of the lands or premises upon which any sign or advertising device is
located shall maintain or cause such sign or advertising device to be maintained in
a proper state of repair so that such sign or advertising device does not become
unsafe, unsightly, dangerous or a nuisance. All signs shall be completely
operative at all times.
SECTION 11 OFFENCE AND PENAL TIES
11.1 RESPONSIBILITY TO COMPLY
It shall be the duty of every person who erects, uses, maintains or causes a
sign to be erected, used or maintained to ensure that any sign erected, used
or maintained by them shall comply with all the provisions and requirements
of this By-law.
11.2 LIABILITY TO FINES
Every person who contravenes any provision of this By-law shall be guilty of
an offence and on conviction is liable to a fine as provided for in the Provincial
Offences Act, R.S.O. 1990, c. P. 33.
11.3 RECOVERING EXPENSES
a) Where any person is directed or required by this by-law to do any
matter or thing, such matter or thing may be done in default of its being
done by the person directed or required to do it, at that person's
expense, and such expense may be recovered by action or as
municipal taxes in the manner prescribed by the Municipal Act.
SECTION 17 EFFECTIVE DATE
This by-law shall become effective upon the passing thereof.

recreational leisure track and trail riding. There are exceptions on days of
organized events and closed every Monday unless it is a stat holiday
when we are open. Opening day for the trails is based on ground
conditions. The 27 km. trail system is marked and one-directional and is
divided into 3 trail sections which never crisscross. Side-by-side utility
')cles are also allowed to ride the trails. For track riding there is a
beginner track for those just learning to ride, a pee-wee track and the main
track to accommodate all sizes of dirt bikes and sport Quads.
Recreational riding schedule is from llam to Bpm on weekends and stat
days; then from llam to Y2 hour before dusk on Tuesday's through
Friday's (days and hours are subject to change, so please view the
website calendar). Gopher Dunes hosts numerous organized events
throughout the season for bikes, A TV's & UTV's as well as 4x4 trucks.

to get riders through a day of riding
The RG course is built out of clay and has School dates listed in schedule. Hours for schools are fOam to 4pm and are designed for
several challenging and fun obstacles. Open riders already having a good grasp of riding and wanting to improve their motocross racing
same hours as track and only a $10 fee to play! skills in loamy sand for the 2014 racing season. Email to register.

Good Morning Donna & John -
Thank you John for your follow-through. As per Donna's request, we would like to make this request
in writing to the Town of Tillsonburg.
On behalf of Gopher Dunes, Frank Schuster would like to do a presentation to the Town at your
upcoming meeting on Thursday, February 27.
He would like to discuss the ability to make an agreement with the town in offering them a
complimentary advertising spot on the Rockstar
Pro National Motocross Races taking place at Gopher Dunes on Saturday, July 12, which will be
followed by a concert.
Round 5 of this annual National event will be televised periodically throughout the year, along with the
other 9 Canadian National Rounds.
This 30 second slot promoting Tillson burg and what it has to offer to the public, gets incorporated with
the 1 hour lV version, of which Frank
has samples of Norfolk County ad's from previous years. He would also like to further discuss other
possibilities of marketing Tillson burg and
area, its shops and public services, to make our many out-of-town enthusiasts aware and inspired
during this July event.
Please give this valuable opportunity your consideration, as it can only be a win-win situation for all
concerned!

The international lupus patient community is requesting your assistance in promoting public
awareness and advocacy for "the least known major disease -lupus". We have two very important events
planned for 2014 which are: World Lupus Day, May lOth and the entire month of October which is known,
world-wide, as "October is Lupus Awareness Month".
Lupus affects more than just the person diagnosed with the disease -it also impacts their family,
friends and colleagues . It is widely under-recognized as a global health problem by the public, health
professionals and governments which drives the need for greater awareness. Early recognition and a
definitive diagnosis help to slow the debilitating effects of this disease. Proper treatment, a healthy diet and
lifestyle are essential. Lupus is difficult to diagnose as the symptoms frequently mimic common illnesses.
With your help, public awareness and education will save lives.
We are enclosing two Proclamations, for May and October that we ask to be added to your
municipal websites for all citizens to access. We know that many are unaware of the signs and symptoms
of lupus and it is our hope to make every person aware that their vague health concerns could be lupus.
Our office has been located in Ridgeway for the past forty years. Receiving no funding from any
level of government, we depend upon personal and corporate donations to provide our programmes, attend
provincial Health Fairs, contribute financially to much-valued research, and distribute literature throughout
Ontario to all those who request information.
In the past, we have received amazing support from many communities in Ontario who do read our
Proclamations during televised meetings for their viewers, and add the Proclamation to their websites in the
designated months. Many have passed resolutions to ask their local MPs and MPPs to assist with lupus
funding for research .
We would be honoured to have your support for both of these events. Thank you .

disease and each year over a hundred thousand young women, men and children are newly
diagnosed with lupus, the great majority of whom are women of childbearing age; and
Whereas, medical research efforts into lupus and the discovery of safer, more effective
treatments for lupus patients are under-funded in comparison with diseases of comparable
magnitude and severity; and
Whereas, many physicians worldwide are unaware of symptoms and health effects of lupus,
ca using people with lupus to suffer for many years before they obtain a correct diagnosis
and medical treatment; and
Whereas, there is a deep, unmet need worldwide to educate and support individuals and
families affected by lupus; and
Whereas, th ere is an urgent need to increase awareness in communities worldwide of the
debilitating impact of lupus;
Now, Therefore, Be It Resolved that 10 May 2014 is hereby designated as World Lupus Day on
which lupus organizations around th e globe call for increases in public and private sector funding for
medical research on lupus, targeted education programs for health professionals, patients and the public
and worldwide recognition of lupus as a significant public health issue.

nominations for this program are now being accepted. The Newcomer Champion Award
recognizes individuals and groups who celebrate and promote cultural heritage, foster an
understanding of Ontario's cultural diversity and assist newcomers to successfully settle and

Award recipients are champions of voluntarism, supporters of newcomers and advocates of
greater social and civic inclusion.

1. Celebrating Inclusion and Diversity: Recognizes outstanding nominees who embrace
inclusion and celebrate the rich dimensions of Ontario's diversity.
