Carried. DELEGATIONS 1. Royal Canadian Legion Poppy Presentation CJ Presented By: Don Burton, Poppy Chairman Don Burton presented the first poppy to Mayor Dave Beres. He also presented the Mayor with a 35 year pin for his years of service with the Tillsonburg Legion. 2. BIA Request for Funds for 2014 New Year's Eve Event [) Presented By: Virginia Armstrong, Executive Director, Tillsonburg BIA Moved By: Councillor Carroll Seconded By: Councillor Stephenson THAT Council support funding the Fire Works Event on New Years Eve organized by the BIA up to $4,000, to be funded from reserves; Page 2 MINUTES: Meeting for the Committee "Open Council" AND THAT the BIA continue to raise funds to off-set these costs. Carried. 3. Cultural Advisory Committee request for Grant Funds 1}1 Presented By: Deb Beard, Cutural Advisory Committee Moved By: Councillor Carroll Seconded By: Councillor Stephenson THAT Council receives the recommendation from the Cultural Advisory Committee to support the Kiwanis Santa Clause Parade, Glendale High School U.N. Community Debate and the Tillsonburg Family Day Event; AND THAT Council approve a $3000 grant from the Cultural Grants Program to the Kiwanis Club Santa Clause Parade as recommended by the Cultural Advisory Committee; AND THAT the residual balance of the 2014 approved cultural grants in the amount of $4,750 be contributed to reserves at year end specifically for 2015 purposes to fund Tillsonburg Family day ($1500) and Glendale High School UN Community Debate ($1500). Oxford Detachment 20141st & 2nd Quarter Report ~ Presented By: Commander Tim Clark and Police Services Board Chair Larry Scanlan Inspector Tim Clark informed Council of the most recent policing statistics for the Town of Tillsonburg. Police Services Board Chair Larry Scanlan noted the continued use of speed signs throughout the Town as an effective deterrent to speeding on local roads. 5. UN Agenda 21 Presented By: George Stone DOC1 00914.pdf Mr. Stone shared with Council his thoughts on Agenda 21. United Nations Agenda 21 is a non-binding, voluntarily implemented action plan aimed at sustainable development. Mayor Beres reminded Council that UN Agenda 21 is not within the jurisdiction of the Town. 6. Long Point Regional Conservation Authority Member Restructuring Cliff Evanitski, General Manager/Secretary Treasurer of the LPRCA, was in attendance to share with Council a revised composition model for the authority that would include 1 additional member for Norwich. Opportunity was given for comments and questions. Maria Kinkel, the agent on behalf of the applicant, spoke in favour of the application and answered questions from members of Council. Marty Graf, spoke in favour of the applications. No one appeared in opposition of the application. Last year, the BIA received $4000 in seed money 6 weeks prior to the event and collected $2200 in sponsorship. The sponsorship amount was paid to Council, which left the amount sponsored by Council at $1800. The event attracted approximately 300-400 people despite the frigid temperature. We thank you for your consideration of supporting this Community Event once again this year. UN Agenda 21/Sustainable Development is the action plan to inventory and ·control all land, all water, all minerals, all plants, all animals, all construction, all means of production, all information, all energy, and all human beings in the world. INVENTORY AND CONTROL Have you wondered where these terms 'sustain ability' and 'smart growth' and 'high density urban mixed-use development' came from? Doesn't it seem like about 10 years ago you'd never heard of them and now everything seems to include these concepts? Is that just a coincidence? That every town and county and province and nation in the world would be changing their land use/planning codes and government policies to align themselves with ... what? Far from being a 'conspiracy theory' or a 'tin-foil hat' fantasy, this is an actual United Nations plan, signed onto in 1992 by Prime Minister Paul Martin along with 178 other world leaders. The UN called it agenda 21 because it is the Agenda for the 21st century. According to UN Secretary General Canadian Maurice Strong, the 'affluent middle-class North American lifestyle is unsustainable.' That includes single family homes, private vehicles, appliances, air-conditioning & meat-eating. They are a..-to the planet. . %"e"'t This might sound like a silly plan that doesn't affect you. But look around. This economic collapse is UN Agenda 21. You'll hear that this plan is non- binding, that it's a dusty old plan with no teeth. That is a lie. In fact over the last 20 years this plan has been implemented all over Canada. It's called Sustainab.le Development. The 3 E's: ecology, economy, equity. The minimum required lot area is 160m2 (1 ,722 fe) per dwelling unit, and the required parking is 1.5 spaces per dwelling unit, or 59 parking spaces. The purpose of the minimum lot area provisions within the Zoning By-law is to ensure that the lot is sized appropriately to accommodate a building envelope, parking area, amenity area, and all required setbacks to lot lines. Parking provisions are intended to ensure that the parking demand created by a development is accommodated on site, so as to not put pressure on on- street parking. The applicant has indicated that the apartment units will be affordable housing units; Community Living Tillsonburg has other apartment buildings throughout the Town and their experience has been that many of their tenants do not require parking facilities. Most of the future tenants of the building will be single person households, and many tenants do not own automobiles. The applicant is confident that the proposed number of parking spaces (43 in lieu of the required 59) will accommodate the parking demand. The applicant has not submitted a proposed site plan or concept plan for review by Town and County agencies; as such compliance with other zoning standards such as required setbacks to lot lines, outdoor amenity areas, and landscaped open space cannot be determined. If the applicant's conceptual plan does not meet these zoning standards, future relief of the zoning by- law could be required. Town Engineering has reviewed the proposal and has indicated that as the property is subject to site plan control, issues such as drainage, parking area surface and layout, landscaping, and servicing can be addressed at the site plan stage. (e) Desirable Development/Use: The applicant proposes to construct a four storey, 39 unit apartment building and is seeking a reduced minimum lot area and reduced parking standards. The applicant has indicated that the reason for the request is that most of the tenants will be one-person households, with lesser parking demands and amenity space requirements. It is the opinion of this office that the applicant's request to permit a reduced minimum lot area and reduced number of parking spaces is minor in nature and will allow for an apartment building as contemplated by the Official Plan. Medium and high density development is present to the south and east, and the proposed apartment building will not detract from the character of the neighbourhood. Although a proposed site plan has not been prepared at this time, the proposed development will be subject to site plan control. The use of the lands for single-detached dwellings and accessory buildings complies with the intent and purpose of the Official Plan. (d) Intent and Purpose of the Zoning By-law: The subject property is zoned 'R1', which permits a single detached dwelling. Provisions for accessory uses and structures are contained within Table 5.1.1.4. Accessory structures in residential zones are required to maintain a 1.2 m (3.9 ft) setback from the rear and interior lot lines. Accessory structures are not permitted to be used for any occupation for gain or profit, except as permitted by the Zoning By-law. In the R1 Zone, home occupations are not permitted within accessory structures. The purpose of the rear yard depth and interior side yard width provisions for accessory structures is to ensure that the accessory buildings maintain an adequate distance from lot lines for building and maintenance purposes, the projection of eaves, and to allow proper drainage and drainage swales that are typically present near rear or side lot lines. With regard to the setback between the accessory building and the rear lot line, planning staff note that although the detached accessory building is not constructed parallel to the rear lot line and the nil setback is not present for the length of the building, the greatest setback present is only 0.5 m (1. 7ft) (at the north west corner of the shed). With regard to the setback between the accessory building and the interior lot line, the provided clearance is 0.81 m (2.7 ft) and 0.86 m (2.8 ft). Planning staff do not believe the requested variances are consistent with the general intent and purpose of the zoning by-law as the setbacks between the accessory building and lot lines will not allow sufficient room for future maintenance of the structure to be wholly located on the subject property. A nil setback does not allow for any eaves to capture rainwater and any overhang could traverse the lot line. The zoning provisions already allow accessory structures to be closer to the lot lines than what is permitted for dwellings. Further reducing this setback to nil is considered to be a major departure from the intent and purpose of the Zoning By-Law. (e) Desirable Development/Use: The applicant proposes to recognize the construction of a detached accessory building, constructed in 2007. The accessory building does not comply with the required rear yard or interior side yard setbacks. The Chief Building Official has indicated that the accessory building is placed on a patio-stone foundation. It is the opinion of this office that the applicant's request to permit a reduced rear yard depth and interior side yard width are not minor in nature and appropriate for the development of the land. Due to the proximity of the building to the lot lines, particularly the rear lot line, it is likely that rainwater is directed on to adjacent properties with the existing nil setback. The approval of these requested variances could establish an undesirable precedent for other accessory buildings in the Town to be constructed with significantly reduced setbacks and could hamper the Town's ability to ensure that all rainwater and stormwater is either attenuated onsite or is directed to proper drainage swales and legal storm water outlets. In support of these provincial interests and goals, settlement areas shall be the focus of growth and their vitality and regeneration shall be promoted. Section 1.4.3 of the PPS directs that planning authorities shall provide for an appropriate range of housing types and densities to meet projected requirements of current and future residents of the regional market area by: • permitting and facilitating all forms of residential intensification and redevelopment and all forms of housing required to meet the social, health and well-being requirements of current and future residents; • promoting densities for new housing which efficiently use land, resources, infrastructure and public service facilities and support the use of alternative transportation modes; • establishing development standards for residential intensification, redevelopment and new residential development which minimize the cost of housing and facilitate compact form while maintaining appropriate levels of public health and safety. Section 2.1.1 states that natural features and areas shall be protected for the long term. Additionally, Section 2.1.4 states that where natural heritage features exist, no development and site alteration is permitted unless it has been demonstrated that there will be no negative impacts on the natural features or their ecological functions. Official Plan The lot to be retained and lot to be severed are designated 'Low Density Residential' in the County of Oxford Official Plan. Low density residential districts are those lands that are primarily developed or planned for a variety of low-rise, low density housing forms including both executive and smaller single-detached dwellings, semi-detached, duplex and converted dwellings, street-fronting townhouses and other, similar development. Within areas designated Low Density Residential, it is intended that there will be a mixing and integration of different forms of housing to achieve a low overall density of use. The policies of Section 8.2.4.1 (INFILL HOUSING) indicate that in order to efficiently utilize the designated residential land and municipal servicing infrastructure, infill housing will be supported in Low Density Residential Areas. The County Land Division Committee and Town Council will ensure that proposals for infill development are consistent with policies contained in Section 8.2.4.1.1 and 8.2.4.1.4. Official Plan policies respecting Street Oriented lnfill permit new residential housing into an established streetscape pattern only if the proposal is deemed to be consistent with the characteristics of existing development on both sides of the street. The policies also require that the proposal is consistent with street frontage, setbacks and spacing of existing development within a two block area on the same street. All infill proposals are subject to the following additional criteria: • the location of vehicular access points, the likely impact of traffic generated by the proposal on Town streets and potential traffic impacts on pedestrian and vehicular safety and surrounding properties is acceptable; • existing municipal services and public facilities will be adequate to accommodate the proposed infill project; Page 3 of 7 Report No: CASPO 2014-246 COMMUNITY AND STRATEGIC PLANNING Council Date: October 14, 2014 The Town of Tillsonburg Building Services Department offered the following comments: • Due to the topographic nature and servicing of the proposed lands to be severed, the development of this site will require the applicant to enter into a site plan agreement with the Town of Tillsonburg. • Due to the topographic nature of the proposed lands to be severed, the applicants and future purchasers will need to anticipate the requirement to provide soils reports, engineered fill and potentially engineered foundations to develop this property. • A permit from the Long Point Region Conservation Authority will be required prior to any development on the site. • A building permit for a new dwelling cannot be issued for areas within the EP2 Overlay. Relief of this section of the Zoning By-law may be required depending on the proposed building envelope. The Town of Tillsonburg Engineering Department offered the following comments: • If approved, a condition of severance is that the applicant shall submit a proposed site servicing plan that is acceptable to the Town and County. • If approved, a condition of severance is that the applicant will be responsible to establish a 6.0 m easement, centered over the existing watercourse that traverses the property in favour of the Town of Tillson burg for purpose of storm water drainage. • The applicant shall submit a proposed lot grading plan identifying the proposed driveway entrance. • Currently, there is no sanitary sewer along the frontage of this lot. It will be the responsibility of any developer to place an approved sewer to the property at his/her own expense. • As this is a new development, the proposed lot does not have a water service. Any potential development will be responsible for 100% of the costs to place a new water service. An existing watermain is present along the frontage of the proposed property. • The applicant will be responsible for all costs associated with the above noted conditions. Long Point Region Conservation Authority indicated that the property is located outside of the 1:1 00 year flood limit and from a natural hazards/wetland perspective, there do not appear to be any concerns that would warrant the preparation of an Environmental Impact Study. The construction of a dwelling and placing of any fill will require a permit from the LPRCA under Ontario Regulation 178/06. Tillsonburg Fire Services, and the Ontario Provincial Police indicated that they had no concerns or objections with the proposed consent. Public Consultation Notice of the application was circulated to neighbouring property owners on September 30, 2014. As of the date of this report, no comments or concerns had been received from the public. Planning Analysis The development proposal seeks to create a new lot for residential development in south- central Tillsonburg. The lot to be severed be re-zoned to incorporate a Holding Provision to be removed once the owner/ applicant has obtained site plan approval from the Town of Tillsonburg. 2. The owners enter into a Severance Agreement with the Town of Tillsonburg, to the satisfaction of the Town. 3. The owners shall provide a 6.0 m storm drainage easement centred over the existing watercourse that traverses the severed lands in favour of the Town of Tillsonburg, to the satisfaction of the Town of Tillsonburg Engineering Department. 4. The owners shall submit a proposed site servicing plan, to the satisfaction of the Town Engineering Department and the Oxford County Public Works Department. 5. The owners shall provide a preliminary lot grading plan depicting the proposed building envelope and driveway entrance, to the satisfaction of the Town Engineering Department. 6. The County of Oxford Department of Public Works advise the Secretary-Treasurer of the County of Oxford Land Division Committee that all financial requirements of the County of Oxford with respect to provision of water and sewer services to the subject property have been complied with. This condition can be cleared by payment for the required services or entering into a Severance Agreement with the area municipality. A copy of the DRAFT Severance Agreement, which addresses the above requirements, must be provided to the satisfaction of the County of Oxford Public Works department prior to clearing the condition. 7. The Clerk of the Town of Tillsonburg advise the Secretary-Treasurer of the Land Division Committee that all requirements of the Town of Tillsonburg have been complied with. The Tillsonburg Senior Centre is a social, recreational and leisure facility for adults age 50-plus. We boast members not just fromTillsonburg proper, but from surrounding communities as far south as Port Rowan, north to Mount Elgin, east to Delhi and west to Brownsville. We are proud to have over 536 members, and to have increased our annual visits from 34,000 in 2010, to 40,000 in 2013. Based on current projections, we believe that number may increase to 50,000 annual visits by 2020. .. The Senior Centre offers more than 36 programs on its regular monthly calendar, and these are designed to i promote a healthy mind, body and spirit. These activities are offered in five main rooms at the Senior Centre, five days a week. While the majority of our members participate regularly in physical pursuits from fitness classes to softball, well- balanced programming means ready access to educational, artistic and entertaining activities as well, and we're pleased to provide those at our Centre. In recent months, however, balancing the need for new programs while keeping P?ICe with growth in our existing activities has been difficult within our current. footprint. We count ourselves fortunate to have a very positive relationship with Rick Cox, the Town's Director of Parks and Recreation, and with him we've been able to address some of our short-term space requirements through partnership, shared renovation projects and proposed amendments to our Memorandum of Understanding~ Ultimately:, however, if interest in our facility and programming continues to grow, some sustainable long-term solutions will have to be explored. Our Board has discussed several options to meet ourfuture growth needs~ from new construction to reconfiguring existing space, to use of sattelite locations, to acquiring under-utilized space within the Tillsonburg Community Centre. Regardless of what option(s) are chosen, however, we know co-operation will be essential in bringing them to reality. Although TVDSB supports the concept of heritage designation of our schools, designating Rolph Street PS would be difficult at this time due to the Board's adjustments in student accommodation for the Town ofTillsonburg. As you are aware the TVDSB is in the process of restructuring all elementary schools in the Town of Tillsonburg, as well as the surrounding Townships. A new school is currently being constructed and major additions and renovations are underway at Annandale and South Ridge Public Schools. The Board has approved the closure of both Maple Lane and Rolph Street PS as of June 2015. The Board has also declared Rolph Street PS as surplus to its accommodation needs and will be moving forward with disposition of this site following 0. Reg. 444/98 in the summer of 2015. Our concern is that the potential heritage designation, and conditions surrounding such, may hinder prospective purchasers from acquiring the property and the building may remain vacant for an extended period of time. The new model will take effect on January 1, 2015 and will be phased in over a period of up to five years to allow some municipalities to adjust their budgets. The old billing system for OPP services was developed 17 years ago, had not been updated over that period, and had resulted in some municipalities subsidizing others. Policing costs under the new model include two components: base policing costs and costs for reactive calls for service. Base costs, which include services such as routine patrols, crime prevention, RIDE programs and proactive policing, will now make up approximately 60 per cent of the bill. By ensuring that all municipalities contribute to the base cost of policing, the new billing model reduces the variation between municipal policing costs. A call for service, which usually involves attendance at the scene of an occurrence such as a motor vehicle collision, will make up the remaining 40 per cent of the bill. The charge for reactive calls for service will vary among municipalities since such charges will be calculated annually based on the municipality's individual usage levels. Transition will be phased in over five years for both cost increases and decreases to municipalities: $40 per property cap on increases per year for those with an increase; decreases are graduated over the 5 years for those with a decrease. Deb asked Rick to talk to Ben about this and get it all straightened out and finished. Deb asked Diane Clarke to clarify where her funding came from for Canada Day and Diane said she got the money through the John Law Trust (instead of the Cultural Advisory as was recommended prior). Patty Phelps then talked about her role as our liaison. She also indicated that anyone willing to reapply for a position on this committee can apply when the forms come out in December and their application will be considered. These are for a two year term only but you can reapply to serve two terms. She indicated that her role is to find out any answers to any question and she will be the one to send out approval and cheque to applicant. Patty will be in charge to ensure the application (once approved by this committee) gets to Council and then all documentation goes back to her. She will review information to ensure all documentation is proper and she will ensure that the cheque goes out in a timely manner. 3. Chris Rosehart suggested that there should be more events for kids ages 12-15 Brent advised that is a good idea -need suggestions for some type of events for them and that will increase the cost. The Senior Centre has advised that they will be donating part of their space for the Family Day Max asked about getting the 2nd rink and having it available for different age groups Brent said that rental for the two rinks is approximately $2800-$3000. The presenters left at 5:25 The two presenters for U.N. debate were on hand to make another request for funds. They indicated that this will be held at the Community Centre and there is some financial support coming from Thames Valley Education Foundation but it is limited. They will be modeling a U.N. If we wish to apply for next year, there must be a project designated. Participark needs a major tree clean up so this could be our project that we use to apply for funding. The park needs a holistic plan for replacement and maintenance of trees. 4. TD Friends of the Environment and Home Hardware tree funding updates -Charles and Paul will be working on these funding sources. 6. Calendar update -Bob reported that he has been unable to meet with John Armstrong to finalize the pictures choices. 7. Cemetery appearance, issues and new sign-Rick reported that the water has been restored at the south end of the cemetery. There have been no complaints about the new signage. In accordance with Section 8.5.3, minor institutional uses are permitted within the Residential Area designation. TOWN OF TILLSONBURG ZONING BY-LAW: The subject property is zoned 'Minor Institutional Zone (IN1)' which permits a public or private school, parking lot, daycare centre, and community centre. OFFICIAL PLAN: The subject lands are designated 'Residential' according to the Land Use Plan for the Town of Tillsonburg, as contained in the Official Plan. Neighbourhood serving uses (including schools, community centres, and community support services) are permitted within residential areas as they enhance the quality of the residential environment. Section 8.2.3.3 contains review criteria for development proposals for neighbourhood serving uses. Development proposals for neighbourhood serving uses will be evaluated in accordance with the following criteria: • demonstration that such uses will contribute in a positive way to providing a sense of community by facilitating interactions among residents, by increasing the personal security of residents and by supplying everyday needs; • such uses will generally be clustered in association with other community-oriented land uses such as open spaces, pedestrian linkages, or leisure facilities in order to provide a focal point for the area or will be located such that they serve as intervening land uses between residential and non-residential development; • the presence or provision of pathways or sidewalks which facilitate pedestrian access to these uses; • those uses with the potential to generate significant amounts of traffic and parking, are located on either major collector or arterial roadways; • compatibility with surrounding residential areas; • it can be demonstrated that such uses complement adjacent residential uses, provide a needed service to the area. In accordance with Section 8.5.3, minor institutional uses are permitted within the Residential Area designation. TOWN OF TILLSONBURG ZONING BY-LAW: The subject property is zoned 'Minor Institutional Zone (IN1)' which permits a public or private school, parking lot, daycare centre, and community centre. A medical centre is a permitted use within the Central Commercial Zone (CC), Entrepreneurial Zone (EC), Major Institutional Zone (IN2), & Service Commercial Existing Plaza Zone (SC-E). The addition of one representative addresses an earlier request by Oxford and Brant counties that have shared a representative on alternating municipal terms for more than 14 years. Oxford's request was made on behalf of Norwich Township that shares the representative with Brant County. The Tillsonburg Senior Centre is a social, recreational and leisure facility for adults age 50-plus. We boast members not just fromTillsonburg proper, but from surrounding communities as far south as Port Rowan, north to Mount Elgin, east to Delhi and west to Brownsville. We are proud to have over 536 members, and to have increased our annual visits from 34,000 in 2010, to 40,000 in 2013. Based on current projections, we believe that number may increase to 50,000 annual visits by 2020. The Senior Centre offers more than 36 programs on its regular monthly calendar, and these are designed to promote a healthy mind, body and spirit. These activities are offered in five main rooms at the Senior Centre, five days a week. While the majority of our members participate regularly in physical pursuits from fitness classes to softball, well- balanced programming means ready access to educational, artistic and entertaining activities as well, and we're pleased to provide those at our Centre. In recent months, however, balancing the need for new programs while keeping pace with growth in our existing activities has been difficult within our current footprint. We count ourselves fortunate to have a very positive relationship with Rick Cox, the Town's Director of Parks and Recreation, and with him we've been able to address some of our short-term space requirements through partnership, shared renovation projects and proposed amendments to our Memorandum of Understanding. Ultimately, however, if interest in our facility and programming continues to grow, some sustainable long-term solutions will have to be explored. Our Board has discussed several options to meet our future growth needs, from new construction to reconfiguring existing space, to use of sattelite locations, to acquiring under-utilized space within the Tillsonburg Community Centre. Regardless of what option(s) are chosen, however, we know co-operation will be essential in bringing them to reality. In that regard, we look forward to strengthening our partnserhip with Rick and the Town to an end that will best serve the seniors of our community. Although for some of you the current session of council may be coming to an end, we would still encourage everyone around the table, and indeed those who may join you, to stop by the Senior Centre for a tour, and to talk about the future. The contingent that will be participating in the church service will assemble on Ridout Street between Bidwell and Rolph Streets at 10:45 am. Will we need that block closed for the thirty minutes or just walk around the traffic? Tuesday November 11, 2014 1) The silent walk shall commence at Rolph Street at the terminus of Veterans Walkway and proceed along Bridge Street to the Cenotaph on Broadway Street. This \Valk \Nill take place betv1een 10:35 am and 10:45 am. It will require a police escort and intersection control. Participants will disperse following the cenotaph service without returning to the start point. 2) The veterans' parade will form up in the parking lot at the North end of the mall at 10:30 am and proceed out of the North entrance of the lot, West on Bridge Street and then South on Broadway Street to the cenotaph for a 45 minute ceremony. Following the ceremony, the parade will march South on Broadway Street, then East on Ridout Street and disperse at the Town Centre's underground parking garage. )) The closure of Broadway should be from approximately 10:00 am to 12:30 pm on November 11, 2014. As in previous years the detour route, approaching from the North, should be Broadway to Venison Street, west on Venison Street to Bidwell Street, south on Bidwell Street to Baldwin Street and then east on Baldwin Street to \Oxford Street. The process of designating the school began with a recommendation in July 2014 from the Heritage, Beautification and Cemeter- ies Committee. Since that time, the Thames Valley District School Board (TVDSB) has is- sued both an objection and rescinding letter to the designation. With no pending objection, the heritage designation for Rolph Street Public School will now be registered on title. A plaque will be erected on the building at a later day. First Poppy presented to the Mayor Members of the Royal Canadian Legion presented Mayor Beres with the first poppy of The Poppy Campaign. Every year, from the last Friday in October to Remembrance Day, The Legion conducts the Poppy Campaign. During the Poppy Campaign some 18 million poppies and 70,000 wreaths, crosses and sprays are distributed across Canada and over- sees. OPP Inspector shares recent policing statistics Inspector Tim Clark and Police Services Board Chair Larry Scanlan provided Council with their quarterly report on policing in Tillsonburg. While Break and Enters have been statisti- cally high for the area, the Inspector ensured Council that crime is relatively low within the Town. Chair Larry Scanlan informed Council that new locations are being scouted for new speed signs (signs that show the speed of moving vehicles). Mr. Scanlan noted that there is evidence that such signs do in fact help lower speed rates. Interesting fact: the parking lots of Tillsonburg Town Centre Mall have the most collisions within the Town. Council Inauguration-Welcome to the horseshoe! Council Inauguration will occur on December 3, 2014 at 6:00p.m. in Council Chambers. Members of the public and staff are welcome to attend the swearing in ceremony. Who wouldn't want to be sustainable? Vibrant? Walkable? Bikeable? Green? These buzz words were designed to make you think that you're doing something good for the planet. This is the biggest public relations scam in the history of the world. Sustainable Development was created and defined by the United Nations in 1987, and the action plan to implement it was signed onto in 1992 by U.S. President Bush and 178 other nations. It was called Agenda 21, the Agenda for the 21st century. Considered unsustainable under this plan: middle class lifestyle, single family homes, private vehicles, meat-eating, air conditioning, appliances, dams, farming, you. Clinton began to implement it in the U.S in 1993 by giving the American Planning Association a multi-million dollar grant to write a land use legislative blueprint for every municipality in the U.S. It is called Growing Smart Legislative Guidebook with Model Statutes for Planning and the Management of Change. This was completed in 2002 and is being used to train planners in every university, college and government planning office in the nation. Growing Smart is Smart Growth. Growing Smart is in our planning department and its principles are in our city and county plan. Right now. Beside this, on the shelf, is The Local Agenda 21 Planning Guide put out by ICLEI and the United Nations. Urban areas are being consolidated and rural areas are being emptied of people through restrictive land use policies, gasoline costs, vehicle miles traveled taxes, loss of rural road maintenance, closure of rural schools, closure of rural post offices, water well monitoring, smart meters, and regionalization pressures. Smart Growth is not just the preferred building style for UN Agenda 21/Sustainable Development; it is the ideology. Moving people into centralized urban areas in high density housing creates the perfect opportunity for domestic surveillance. This ideology is being used as the justification to radically change every city in North America and to impose regulations dictated by unelected regional boards and commissions. It is remaking government. This dramatic revolution in private property rights extends to every facet of our lives: education, energy, food, housing, transportation.
