POLICE COMMITTEE MEETING
MINUTES
MONDAY -Dec. 17, 1979
The Police Committee for the Town of Tillsonburg met on
Monday, Dec. 17, 1979 at 7:30 P.M. in the Council Chambers, 1
Library Lane, 2nd Floor, Tillsonburg, Ontario.

(a) STRENGTHS AND WEAKNESSES OF TEMPORARY POLICE FACILITY
As requested, Chief Harley submitted a report on this

and resolve, that the report of the Chief of Police be held pend-
ing receipt of the report from the Ontario Police Commission
Efficiency Study.

(bl VEHICLE TENDER RESULTS
This matter has already been dealt with in Council.
The lowest tender, submitted by Eichenberq Motors was accepted
at $408.66 monthly on a one year (12 month) term.
(cl FIGURES FROM CLERK
As requested, Chief Harley met with the Town Clerk to
prepare a comparative police cost chart. Clerk Holland prepared
the attached report which was discussed in length by the Committee.
The result of this report is that it shows thP. cost to the tax-
payer per $1M of Local and Equalized Assessment.

and resolve that the chart of comparative costs be accepted and
presented to Council.

(d) ONTARIO POLICE COMMISSION STUDY
Correspondence was received, granting the request of the
Chief of Police, for the Commission to conduct an efficiency
study of the Force. The study is to take place early in 1980.

(e) PROPOSED TRAINING SCHEDULE 1980
Chief Harley presented a list of proposed traininq for
the Force in 1980. Insomuch that the Facility Plannino Course
for the Chief had been denied by Council, this was deleted and
the Committee dealt with the remainder of the list.

prepared by the Chief of Police be accepted and approved.

(f) A preliminary discussion took place over the 1980
proposed budqet. A further draft is to be prepared by Chief Harley
for submission prior to Jan. 14/80.

2. REQUEST FOR RE-IMBURSEMENT -P.C. D. LAMB
A request for replacement of a watch lost, while in
the execution of his duty (value $25.00) was received and dis-
cussed by the Committee.

and resolve that P.C. Lamb be re-imbursed $25.00 for the loss of
his watch.

3. FORENSIC PATHOLOGY COURSE

4. MONTHLY REPORTS TO COUNCIL
The Committee requested the monthly report be updated
to show "kilometers" rather than miles driven.
5. REQUEST FOR RE-IMBURSEMENT -P.C. STROUD
A request for re-irnbursement was received from P.C.
Stroud for $81.00 as this amount was not covered by OHIP on a
hill he received. Stroud failed to sign the card for voluntary
Blue Cross coverage and consequently the deductions for same
had not been made. The bill being less than what the premium
would have been, Chief Harley will take up the problem with
Stroud.

6. REQUEST FOR RE-IMBURSEMENT -P.C. ROBBINS
As a result of a motor vehicle collision involving
P.C. Robbins, while using his private vehicle on Town business,
he received a bill for $189.96, as his deductable is $200., he
requests re-imbursement.
Chief Harley and members of the Association were of
the opinion that the Town held an insurance policy to cover
this type of expense, if incurred while on Town business.
Chief Harley advises that Frank Cowan Insurance do
not cover this type of claim on behalf of the Town.
The Chief requests that council set written policy
on the use of private vehicles for Town business so that there
is no mistake amongt employees of the Town as to their position
and coverage while operating private vehicles on town business.
7. FACILITY PLANNING COURSE
The Chief having previously received approval to attend
the above course and the course having twice been cancelled,
received confirmation that the course will be held in Atlanta,
Jan. 21-25, 1980, and that he was registered to attend the course.
Chairman Linton advised the Chief that the matter had
been brought up in Council and did not receive approval.

The Chief is to write the International Association
of Police to advise that he is unable to attend and
the position on the course.
The meeting was adjourned at 11:30 P.M. The next
meeting will be called by the Chairman.
