'That the Board of Management for the Otter Valley Utility Corridor

Attached is a spreadsheet entitled "Summary o/Transactionsfor the Year Ended December 31,
1998" which details the Committee's bank account activity for 1998. As you will recall the Town
and the Municipality each expended $500 in October of 1998 to set up a bank account to cover
expenses to be incurred by this Committee. The Summary shows $32.00 expended for trail
publications and interest income of$14.08 contributed to the account resulting in a balance at year
end of$982.08.
Interest earned since year end has increased the account balance to $1,001.82 to date.

In order to meet the obligations required of the invoices listed, $2,886.60 will need to be
deposited in the bank account.
Further financial obligations that could be incurred in 1999 include the following:

Other financial obligations that the Committee may wish to consider include repairs to major
washout areas that have been identified at the Black Bridge and near Glen Erie Line. Pending
comments from legal counsel, costs to construct fencing may also be a consideration in 1999.
RECOMMENDATION
In order to meet the financial obligations already incurred by the Committee and to maintain
distinct records, the Municipality and the Town should issue payment to the Committee for an
amount of no less than $1,443.30 each.

Comments:
In March of 1999, I spoke with Rick Nevill, owner of 15 acres on the south side of Plank
Road , Lot 14 Con.2, Bayham, in which his property backs up to the former railway
property.
Mr. Nevill explained that, due to years of neglect, the old rail line ditch is overgrown
with shrubs and trees and has silted in. The ditch water that once flowed southwest along
the north side of the rail line is now inhabited by this build-up, resulting in water draining
into his field, as opposed to draining into a tile. He would like to have the ditch cleaned
out in hopes of resolving the problem.
I had looked at the ditch and measured 1800 feet that needs brushed and a ditch bottom
clean-out. This maintenance of the ditch would improve drainage for an additional 1000
feet to the east.
Van Gorp Farm Drainage Ltd. is a local contractor equipped with a highhoe brushing
attachment and a gradeall bucket to dip the ditch bottom to grade. The brush cutting is
estimated as follows:

Over the last month, I have had an opportunity to travel the length
of the Otter Valley Trail.
This was completed on both horseback from Tillsonburg to
Straffordville and with the youth group of the combined United
Churches in the Municipality of Bayham from Straffordville to Port
Burwell.
At this time I would like to comment that the Trail is in fine
shape except for three areas:
-the washout north of the Black Bridge;
-the Black Bridge river crossing;
-Trail through Straffordville; and
-Tunnel Road.
I would request the Board of Management to close these areas and
only allow hiking/biking and equestrian uses.
On both inspections, motorized uses were witnessed but not to a
large extent. Motorized uses can be kept out through proper gating.
I would also request that the Board of Management now consider
appropriate stop signs and major road crossing signs (such as those
that you would erect at a crossing of Plank Road).

As the Board of Management is now aware, the 'taking ownership'
signs have now been installed.
These signs as you are aware have the statement that 'Only
Authorized Uses Are Allowed'.
Staff from both municipalities are now be asked by ratepayers and
other members of the public from outside the region if they can use
the trail appropriately.
It would be of assistance if staff could advise those interested
person of the Board's position on the allowed uses.
At the last Elgin Trans Canada Trail Meeting in St.Thomas, Paula
Niece, Coordinator advised that only the following uses would be
allowed on the Trans Canada Trail: hiking, biking, cross country
skiing, equestrian and snowmobiling.
It is therefore recommended that the allowed uses on the Otter
Valley Trail be consistent with those uses allowed on the Trans
Canada Trail, being hiking, biking, cross country skiing,
equestrian and snowmobiling.

As you are aware, there is unrestricted access along the entire
lenth of the Trail.
As a result,
Trail. The
trespassing,
cars and trucks are being driven illegally on the
side effects of this use is illegal dumping,
littering and other undesirable activity.
It has been suggested by Mr. Kevin Taylor, President, Friends of
the Otter Valley, that a barricade of cement block be used at the
road crossings to restrict access to the Trail.
In my opinion, three blocks spaced evenly along the width of the
Trail at each crossing could be and effective way to restrict
unwanteo access to the Trail. There are thirty-six locations for
the barricades.
The c~ent blocks are ( 5 ft x 3 ft x 2 ft) in size and are
available from E & E McLaughlin Aggregates at a cost of $40. 00
(plus taxes). The cost to rent a truck complete with boom and
labour is $100.00 per hour (plus taxes).
As this is a significant budget impact, I would recommend that the
installation of barricades on the Trail be phased in over four
years starting in the fall of 1999 at a cost of $1,500.00 per year.

In order to reduce risk on the Trail, it is requested that stop
signs be erected along the Trail at the road crossings.
These stop signs can be placed on the existing utility poles that
hold the 'taking ownership' signs.
I am therefore respectfully requesting that I be given the
authority to begin discussions with the local snowmobile clubs for
the placement of these stop signs on the Trail.
It is my intent to negotiate these stop signs at no cost to the
municipality. In the Boards favour is the fact that snowmobile uses
will be allowed on the Trans Canada Trail and perhaps and
eventually on the Otter Valley Trail.
The placement of these stop signs on the Trail would definitely
assist those person using the Trail and properly warn them of a
road crossing.

Please be advised that after a trail inspection with Mr. Jim Long,
horse enthusiast, a request was made to have a truck load of gravel
placed on the trail so that it can be spread appropriately in
'chipmunk' and other holes along the length of the Trail between
Tillsonburg and Straffordville.
This is an appropriate request as these holes are of a size that
can injure both humans and horses if they are left unattended.
It also thought that the gravel could be used to fill other and
small washout areas before they become a large concern for the
Board of Management.
The gravel could be placed in a flat and open area approximately
200 yards south of Mabee's Sideroad.
The gravel would be spread by volunteer help at no cost to the
municipality.
The cost of a load of gravel will be provided to the Board of
Management at their next meeting by staff.

RE: Trail Maintenance

In order to assist with future maintenance of the Trail, it has
been requested by Mr. Jim Long, a local horse enthusiast, that a
minimal amount of grading be done on the Trail.
It is my understanding that when the ties were lifted, a one foot
lip of gravel was left behind.
This lip is located just off to the side of the travelled portion
of the Trail making it difficult to use. The lip is at most one
foot high.
The weeds and sumac bushes will grow in this area and since it is
not travelled on, there is nothing to stop their growth.
Mr. Long also recommends that the Trail be mowed twice a year as a
minimum standard and if municipal mowers are used, the lip should
be removed so that those mowers can work properly.
This matter, in my opinion, requires attention and should be
further considered as it would impact the Board's budget.
It is therefore recommended that staff cost the use of a grader to
remove a lip of gravel from the entire length of the Trail and
report back to the Board of Management appropriately.
