MINUTES

A. Call To Order
Chair S. Lamb called the meeting to Order at 8:00 a.m.
B. Adoption of Minutes
Moved by B. Smith and Seconded by J. Petrie:
'That the minutes of the Board of Management for the Otter Valley
Utility Corridor and Recreation Trail under date of January 26,
1999, be adopted.'
Carried.
C. Adoption of Agenda
Moved by J. Petrie and Seconded by M. Stewart:
'That the Agenda for the meeting of the Board of Management for the
Otter Valley Utility Corridor and Recreation Trail, be adopted.'
Carried.
D. Reports and Discussion
1. Letter -Councillor D. Mason re: Master Plan
D. Mason stated that the Otter Valley Trail should be openned from
Port Burwell to Vienna as it is needed by the Provincial Park for
this upcoming season. He further stated the Trail should be closed
in this section to motorized uses.

2. Report -Unauthorized Removal of Dirt Gravel & Fill
Report dated February 24, 1999 from the Deputy Clerk received.
L. Buchner advised that there were two other areas that should be
investigated and reported to the next Board meeting, being washouts
at Glen Erie Line and south of Maple Grove Line.
Moved by B. Smith and Seconded by J. Petrie:
'That the Board of Management request the Tillsonburg Public
Services Committee to properly barricade and sign the area of the
Otter Valley Trail at the Rokeby Road outside the Town of
Tillsonburg to prevent the unauthorized removal of dirt, gravel and
fill from the Trail;
And Further That a Board representative and staff member
investigate two washout areas at the Otter Valley Trail and Glen
Erie Line and Maple Grove Line and report back to the Board of
Management at their next meeting.'
Carried.
S. Lamb and M. Stewart stated that they would investigate the areas
with the Bayham Roads Superintendent and report to the next Board
meeting.
3. Letter -Talisman Energy
Letter dated January 29, 1999 from Talisman Energy received and
filed.
4. Letter -Municipality of Bayham
Letter dated February 8, 1999 from the Municipality of Bayham
received and filed.
5. Letter -D. Mason re: Procedures
Letter undated from D. Mason received.
L. Buchner reported that the Bayham by-law does not cover the
attendance of a Councillor at an In Camera session of a Board. L.
Buchner further stated that she had contacted K. Murray, Municipal
Advisor, Ministry of Municipal Affairs and Housing and he advised

that the Municipal Act is sil4nt on the matter and it would depend
on the Municipal Council whether or not they wanted to cover the
matter in their respective procedural by-laws. The members of the
Board agreed that all members of the Councils should be allowed to
attend both open and closed meetings of the Board with no voting
privileges.
Moved by B. Smith and Seconded by J. Petrie:
'That the Board of Management recommend to their respective
Councils that a procedural by-law be prepared for the Board of
Management and that it include permission for members of the
respective Councils to attend both open and closed sessions of the
Board of Management with no voting privileges.'
Carried.
6. Report -Sign Costs
Report dated February 26, 1999 from the Deputy Clerk with respect
to sign costs was received.
Moved by B. Smith:
'That the report of the Deputy Clerk of the Town of Tillsonburg
dated February 26, 1999 regarding Sign Costs be received;
And Further That the signs be ordered for the Otter Valley Trail;
And Further That a volunteer Trail Committee be established to sign
the Otter Valley Trail accordingly.'
As there was no Seconder the recommendation failed.
M. Stewart and J. Petrie expressed that the costs for the Otter
Valley Trail not be paid by the taxpayers of the municipalities.
B. Smith suggested that the cost for the signs could be set up as
an accounts receivable in the respective municipal budgets.
B. Bartlett suggested that the cost of the signs could be addressed
through fundraising by the volunteer Trail Committee.
A. Spicer addressed the Board meeting and stated the building of
the signs would give the volunteer Trail Committee a goal and allow
an opportunity for that Committee to form.
J. Sebok stated that the Otter Valley Trail should be closed to
motorized uses until such time as the signs are erected.

W. easier stated that an application under the Line Fences Act was
being sent to the Municipality of Bayham.
B. Gregson requested that signs be built along the entire length of
his property adjacent to the Otter Valley Trail and that he had
signed the petition under the Line Fences Act.
E. Closed Session
Moved by M. Stewart and Seconded by J. Petrie:
'That the Board of Management now move into Closed Session -
Executive to consider a matter of potential litigation.'
Carried.
The Board of Management moved into Closed Session -Executive at
9:05 a.m.
The Board of Management reconvened at 9:30 a.m.
Moved by B. Smith and Seconded by J. Petrie:
'That the Board of Management of the Otter Valley Utility Corridor
and Recreation Trail recommend to their respective Councils that
there be no motorized uses permitted long the entire length of the
Otter Valley Trail;
And Further That the Otter Valley Trail be signed accordingly.'
Carried.
Moved by B. Smith and Seconded by J. Petrie:
'That the Board of Management direct staff to contact the hiking
groups who have showed an interest in the Otter Valley Trail to
commence fundraising for signs and other works required for the
Trail.'
Carried.
Moved by B. Smith and Seconded by J. Petrie:
'That the Board of Management of the Otter Valley Utility Corridor
and Recreation Trail move into Closed Session -Executive to
consider matters of potential litigation.'
Carried.

The Board of Management moved in to Closed Session -Executive at
9:45 a.m.
The Board of Management reconvened into Open Session at 10:05 a.m.
H. Adjournment and Next Meeting Date
Chair Lamb adjourned the meeting at 10:10 a.m and the next meeting
will be held in the Tillsonburg Council Chambers on Tuesday, March
23, 1999 at 8:00 a.m.

signage for the Otter Valley Utility Corridor & Recreation Trail.· Jn response, Council
passed the following resolution: ·
"THAT the Town of Til/Sonbwg co"espondence dated March 15, 1999 be received;
AND THAT the Council of the Municipality of Bayham hereby autho,.izes the Otter
Valley Utility ·Corr iii.or and Recreation Trail Board of Management to erect signs along
the abandoned rail lands to caution t/1at there are no authorized uses allowed for the
property. "
