6.4 Tillsonburg Hydro Inc.
No new updates.
6.5 Town Hall Task Force
Cephas has been working with consultants on updating the existing space needs
study and valuations of existing Town properties. An employee space needs survey
was conducted and has been incorporated into the updated scope of work for the
space needs study consultant.
6.6 Physician Recruitment & Retention Committee
The Ingersoll Physician Recruitment and Retention Committee attended the Town’s
last Physician Recruitment and Retention Committee. The Committees discussed
opportunities to work together.
It was brought forward that the Town does not have an inventory of physicians
(existing and required in the near future).
It was discussed at the last meeting that the Oxford County Physician Recruitment
does not have a Tillsonburg Town staff liaison on their committee and that this
needs to be addressed.
6.7 Community Strategic Plan
The consultant has collated the results from the public consultation processes and
has presented the findings to Council. The next step is for the consultant to develop
and present the key performance measure framework.
7. Community Organization Updates
7.1 Downtown Business Improvement Association
There were no further comments or questions regarding the BIA report provided.
7.2 Tillsonburg District Chamber of Commerce
Nominations for the other Awards of Excellence are encouraged by the Chamber.
7.2.1 Rapid Antigen Screening Kits
The Chamber Board is meeting tomorrow to officially discuss this topic but it
was noted that Chambers are now permitted to distribute rapid antigen
screening kits to businesses in their com munities to those who wish to
participate. These can be used as a non-invasive procedure to test employees
for the COVID -19 virus.
7.3 Tillsonburg District Real Estate Board
There were no further comments regarding the real estate listings and statistics .

Enhancements
Working on supporting increased engagement between high school and
local businesses through enhancements to Career Studies courses.
Recruited four guest speakers for fourth quadmester courses.
Town Hall Project Appraisals for various town properties underway . Three quotes for
updated Space Needs Study received and being reviewed.
Van Norman Innovation Park Servicing contract awarded to Froese Excavating on April 26,
Construction started on M ay 17. Contractor starting on drainage and
SWM Pond work and then Clearview Dr servicing. Completion
anticipated by September.

BY-LAW NO. 3553
A BY-LAW to adopt the Town of Tillsonburg Road Naming Policy and to repeal the former
Road Naming By-Law 2786.
WHEREAS the Council for the Town of Tillsonburg identifies that the naming of roads
and subdivisions for the municipality should be determined in a manner that incorporates
local history, culture and environmental features.
AND WHEREAS THE Council of the Corporation of the Town of Tillsonburg deems it
expedient and necessary to repeal By-Law 2786.
WHEREAS the Council of the Corporation of the Town of Tillsonburg is desirous of adopting
a Road Naming Policy.
THEREFORE the Council of the Town of Tillsonburg enacts as follows:
1. THAT the Town of Tillsonburg Road Naming Policy attached hereto as "Schedule A" is
hereby adopted and forms part of this by-law.
2. AND THAT this by-law comes into force and effect upon passing.
Read a First and Second Time this 14th day of November, 2011.

1. Policy Statement
The Council for the Town of Tillsonburg identifies that the naming of roads and subdivisions for
the municipality should be determined in a manner that incorporates local history, culture and
environmental features.
2. Purpose
The purpose of the Road Naming Policy is to establish procedures for naming roads and
subdivisions within the Town of Tillsonburg.
3. Scope
This policy applies to developers and staff with respect to name of roads and subdivisions within
the Town of Tillsonburg.
4. Policies
a) That the municipality reserves the right to rename any street, in the interest of public
safety.
b) The owner/developer shall give consideration to names of locally important families, war
veterans, local heroes or historical places or events of significance.
c) That the names of living persons or companies used for the purpose of advertising shall
not be permitted, unless by exception approved by Council.
d) That in the case that an owner/developer/applicant, after all other considerations, requires
a street be named after his/herself or in the essence or derivative of a corporate name; it
should be known that any street for these purposes cannot intersect another property
owner's lands or have frontage on municipally owned property.
e) That there shall be no use of awkward, corrupt, discriminatory or derogatory names, in
regard to race, sex, colour, creed, political affiliation, or other social factors.
f) That the Street Naming Policies shall apply to both public and private roadways,
condominium roadways, where names are deemed necessary by Director of Development
and Communication Services or designate.
g) That the municipality shall not be responsible or liable for any costs of the owner
associated with street name changes.
5. Guidelines
New street names shall follow the below:
a) That there shall be no re-use of former/discontinued street names.
b) New names must not be identical or similar sounding to any existing street name within
the municipality.
c) Names suggested must not have more than two words with use of no Special Characters,
such as hyphens, apostrophes, or dashes.
d) Street extensions should continue with existing street names.
d) No new streets shall be begin with the use of'Old" and "New" as a base name.
e) No use of abbreviations, suffixes, numbers or a single letter of the alphabet as a base
name in the naming of streets.
f) No use of names with numbers or words difficult to pronounce and spell.
g) Substantiation is required, (Historical/Personal significance) if there is any. (i.e.
person's last name)
g) Suggested street names are kept on a list for future use, if needed. These names are to be
pre-approved by the municipality.
h) All pre-approved, held and reserved street names that were specifically submitted by the
former municipalities should be used exclusively within that municipality.

configuration to determine the street type designation.

The Director of Development and Communication Services or designate, will be the Road
Naming Manager. This role will be the designated contact between developers, other
municipalities arid those requesting information regarding road naming.
The Road Naming Manager will review all proposed street names to ensure that the proposed
road name meets the road naming criteria, the 9-1-1 criteria and other tasks as required.
The review of all proposed names for roads and subdivisions will be presented to the Council of
the Town of Tillsonburg.
6. Road Naming
Whenever possible, the name of streets in the Town will be determined by reference to:
a. the names of local service persons who made the ultimate sacrifice,
b. the surnames of local pioneer families in the immediate vicinity of the proposed
development or existing road,
c. the names of prominent former residents who contributed through community
involvement/athletic/business acumen,
d. any prominent geographic or other natural feature which makes a site unique or
identifiable; or
e. a historic name which once identified the location.
Developers are responsible for conducting the research necessary to establish an appropriate
name for proposed roads and subdivisions.
Street names suggested by the developer shall be circulated to the Road Naming Manager for
review. If needed, the Public Works and Fire and Emergency Services departments may also
provide comments.
The duplication of names that are used in adjacent municipalities shall be avoided.
Consideration should be given to correct use of terminology as per Schedule B - Road
Classifications.
Only one name is to be used for street naming throughout the whole Town. Where a similar
name exists, a prefix or suffix may be used.
Subdivisions
Existing Subdivisions
Any existing plan of subdivision may be named, renamed and/or signed by the property owner(s)
subject to the following criteria:
1. The proposed name of the development shall not conflict with the name of any existing
plan of subdivision within the Town of Tillsonburg.
2. The proposed name of the development shall include the word "subdivision" and should
contain at least one of the following:
• name of the associated settlement area;
• name of historical significance to the area;
• name of a prominent topographical feature on or associated with the property;
• name of prominent person or property owner associated with the property; or
• name relating to the local flora or fauna.
3. Any and all signage displaying the name of the development shall be erected on private
property at the expense of the property owner(s) and shall be subject to all necessary
permits and/or approvals.
4. The nature, location and type; of any proposed signage shall be reviewed by the Road
Naming Manager, and shall be subject to any provisions in the Zoning By-law and/or the
Sign By-law.
5. It is the responsibility of the property owner(s) to provide, and pay for, any future
maintenance for any such signage.
New Subdivisions
New plans of subdivision shall have a name proposed by the developer and all signing shall be
erected by the developer, subject to the follow criteria:
1. The proposed name of the development shall not conflict with the name of any existing
plan of subdivision within the Town of Tillsonburg.
2. The proposed name of the development shall include the word "subdivision" and should
contain at least one of the following:
• name of the associated settlement area;
• name of historical significance to the area;
• name of a prominent topographical feature on or associated with the property;

• name relating to the local flora or fauna; or
• name of the developer.

The following status report is provided to the ECDEV Advisory Committee:
Financial/budget:
- 2021 financial results are continuing the trend of being well-managed with expenses
below budget and revenues currently tracking slightly below budget. The DTBIA will not
achieve it’s full-year revenue target due to the difficult environment that continues with
the generation of ancillary revenues from sponsorships, etc.
- The business plans will continue to be executed with modifications given the uncertainty
of the current lockdown timing. The DTBIA team will continue to aggressively manage
the finances given these challenging times. Where possible, some expenditures will be
deferred indefinitely pending clarity of any potential re-opening announcement(s).
- The DTBIA team continues to economize by/for the implementation of best-practices
and cost containment measures. This will continue throughout the remainder of Q2 and
for the balance-of-year.
- The DTBIA was successful in one grant application for the IheART public art program.
- The FEDDEV grant application has not yet been adjudicated.
- The MSC has funded 3 students: each of 90 hours of fully subsidized labour costs – to
date. I have requested 2 other student placements for the summer season.
- There was another back-dated tax adjustment for the DTBIA which was received in May
dating back to CVA adjustments for the Canadian Tire building at 248 Broadway. Each of
these adjustments dates back as follows:

- $11,265.87 total tax adjustment ($5,680.24 – 2017 & $5,585.63 – 2018)
- The DTBIA will absorb $27,000 in tax adjustments for fiscal year 2021 which is nearly 10%
of the budget. These were without any prior notice and several years after the fact. The
impact of these on top of the pandemic impacts is catastrophic in terms of the BIA
fulfilling its mandate for the remainder of the year given there are only 6 full months left.
The ED will be providing a detailed report to the Board at the June board meeting
outlining a series of actionable steps to resolve for these adjustments as the Municipal
Act outlines that any deficit must be resolved for in the current calendar year.
- There is an obvious need for the Ontario Municipal Act to be reformed so that BIA’s can
be effective in their mandates without all of these multi-year tax adjustments always
coming back to have very serious and negative consequences for both short and long-
term planning. Any organization cannot be managed effectively with these levels of
uncertainty. The other important consideration here is that these same building and
properties have had ongoing CVA reductions for decades. Where is the bottom? From
an objective standpoint; there is something seriously wrong with this picture.
Operations & Beautification:
- The team continues daily cleaning, 7 days a week, with daily patrols. All refuse is picked
up daily as are dumped items in back alleys and in other areas of the central core area.
The incidence of dumped garbage has stabilized since April’s report.
- The spring clean-up is now complete throughout the DTBIA zone. The downtown is
impeccably clean and is being maintained at a pristine level. There are several dead
trees which have been report to the Town of Tillsonburg for removal. These are primarily
located east of the Tillsonburg Town Centre Mall building.
- The on-street floral installation has been delayed due to supply chain issues and
abnormally cool weather. The revised on-street target date is Monday, June 7th. Thank
you to our partner and BIA affiliate member Tillsonburg Garden Gate for their leadership
and support to ensure we have a beautiful downtown.
- There was a 2-car accident at the corner of Broadway and Ridout St. W. that resulted in
damage to one tree, grate, conduit and tree guard. The tree-top has been removed.
The stump will be removed pending the disconnection of the in-ground power supply at
that location. The tree will be replaced with a mobile pot and new tree so as to not
impede the signage at the Credit Union.

- Special thanks to Linda and Brian Smith of Korner Perk for the storage of all tables and
chairs as well as umbrellas. MUCH APPRECIATED!
- The online incident reporting tool has been activated and continues to see some use.
We have had 4 submissions thus far since going live.
- The DTBIA team continues to receive daily and multiple positive feedback about the care
and condition of the downtown core area. We wish to thank the membership for their
assistance in keeping the downtown core in excellent physical condition.
Membership:
- The BIA continues to track and assess the vacancy rates in the downtown BIA zone.
Vacancy rates continue to be low. This report will highlight any changes.
- Items of note:
a. Lagoo Cannabis is nearing completion at 71 Broadway, immediately north of the
Beer and Wine Studio.
b. The former radio station building has been emptied and is being sold.
c. The Canadian Mental Health Association has moved into the space formerly
occupied by the Tillsonburg News at 47 Broadway.
d. Tillsonburg News employees no longer have a physical office space and are all
working from home.
e. Cardinal Muffler on Oxford Street has closed as of May 25th. The building has
been sold and we have received anecdotal information that a car dealership of
some dimension is being located there.
f. Tillsonburg Chiropractic is fully operational and open on Brock Street East.
Town Centre Mall update:
g. QBUD Cannabis retail outlet: construction still in progress with an opening date
TBD – mall management believes it will be in August.
h. Most mall retail stores are currently closed.
i. Installation is complete for the 2 sets of automatic sliding doors as discussed in
last month’s report.
j. There is no “new” news about leases in the mall.

There continues to be ongoing and active interest for businesses looking to locate in the
downtown core area. The ED is following up with all active enquiries. The interest
continues to remain very robust in spite of the economic backdrop.
- The FIP progress has been muted due to supply chain issues facing the contractors. In
almost all cases; the shortage of building materials and contractor availability has been
challenging and is delaying project commencement and/or completion.
Community Engagement:
- The DTBIA team continues to monitor and respond to social media postings.
- We have had active interest from several individuals to volunteer with the DTBIA. We
are taking these individuals up on their interest.
- DTBIA continues to be supportive and co-operative with all planning applications in and
outside of the BIA zone.
- The DTBIA team continues to proactively engage with all stakeholders to ensure a
continuous improvement philosophy is inculcated in the organization.
- Efforts continue to work with local service clubs and other community groups on
partnerships and joint efforts.
- We have one TVDSB Glendale HS student working on a co-op term until the end of the
current school year.
Ambassadorial support(s):
- The BIA leadership team continues to work one-on-one with business
owners/tenants/landlords on business issues, challenges and support programs.
- To date; twelve (18) businesses have asked for assistance with filling out documentation
for various programs including loan applications. The ED has also provided contact
information and alternative funding sources outside of those programs articulated from
the government at present.
- Business metrics: The ED continues to provide coaching with members on various
elements of their businesses and to share learnings between the members here in
Tillsonburg and from elsewhere around the province.
Business Plan follow-up:
- DTBIA continues to research additional best-practices for implementation.
- The ED and EMC have continued to adjust the tactics and programs as the year has
progressed.

- Given the severe impacts of the negative tax adjustments; further austerity measures will
need to be enacted.
- Our new office space continues to facilitate further business incubation.
- Work on the 2022 budget and business plans has already begun. The intention is to
have a draft budget and business plan before the Board of Management in August
followed by debate and potential approval in September or October of 2021.
- There will need to be a structural adjustment and realignment of the budget to
Advocacy:
- DTBIA continues to participate in twice-weekly best-practices calls with OBIAA members
with continuing efforts to implement those items that contribute to our continuous
improvement philosophy.
- The DTBIA team is continually surveying the membership to drill down into what specific
supports are required. The entire team continues to pivot to the emergent issues that
arise.
- The DTBIA team continues to participate in the town coordinated Pandemic Working
Group meetings.
- The DTBIA team has regular communication with the Tillsonburg District Chamber of
Commerce; Town of Tillsonburg and various boards and committees. Issues that have
been identified are being communicated to the appropriate individual or body for action
such as determining our role in the promotion of the TDCC’s program in distribution of
the rapid COVID tests.
Events & Marketing:
- Work and implementation have been focused on door-to-door and digital platforms.
