5. General Business & Reports
5.1 Space Needs Study (Administration/Operations)
Kyle noted that in the previous Space Needs Study there was not any consideration
included for the Operations Departments. Additionally, Carlos indicated that staff
are working with a consultant to retrieve a 20 year outlook space needs study for the
Operations Departments with incorporation of the Hydro Department and Parks and
Recreation Staff. It was discussed that there is inadequate working space for staff at
the Community Centre. Some staff members are placed behind bleachers whereas
an analysis can be beneficial to determine if there is a better place to locate the
employees and be able to better utilize this kind of space to better serve the public.
This study will look at options for utilizing the current space at 20 Spruce Street as
well as a new facility. Staff wish to have the results back from this study in one
month.
5.2 Space Needs Study (10 Lisgar Ave)
Ian was able to analyze the smallest footprint possible required for the Hydro
Department and this information has been provided to the consultant.
5.3 Draft Employee Survey
Members were asked for their feedback on the draft employee survey. It was noted
that the intent of this survey is to retrieve information at this point and is not a
promise by the Town to change working arrangements.
Feedback included:
• Reword question #7 to include requirements for greater internet speeds
• Rew ord question #21 to include answer choices: insufficient, adequate, or too
much space
Members were asked to provide any final feedback to Laura by Monday, March 22
at 4:30 p.m.

Space Needs Study- Staff Survey
Tillsonburg Town Council established the Town Hall Steering Committee in 2015 to
explore options for a new Town Hall. The Committee consisted of members of Council,
staff and members of the public. Through this process, Council directed staff to obtain
proposals for a Design, Build and Leaseback Option for a new Town Hall.
In December 2019, the Committee presented three proposals to Council, however, all of
the proposals were well in excess of the benchmark budget provided by Council and the
process was terminated.
In 2020, the Committee was reinstated with three members of Council, four members of
the public and supported by additional staff members . The new Committee has been
tasked with providing Council further options for a new Town Hall Space and the
Committee would like to update the Space Needs Study that was done in 2016 as part
of the original research process . By updating this study, it will help guide the
recommendation that the Committee makes to Council regarding a new Town Hall
Space. Ultimately, the decision will be Council’s to determine how working
arrangements will be established for members of staff in the future.
Please submit your responses no later than April 9 at 10:00 a.m.
Definitions:
In light of the shift in work options made available in response to the pandemic, the
Town Hall Steering Committee would like to incorporate potential impacts of employee
preferences for working in the new Town Hall Design. As such, we are pr oviding
definitions for the various type of flexible work options to help employees understand
these options better.
“Dedicated Workspace” is a space allocated for your own personal use and would not
be shared with anyone else.
“Office Work” – This would be reverting back fully to the pre-pandemic working model
where employees are expected to show up for work at an office every day.
“Remote Work” – This refers to working in a different location other than a municipal
facility. This model can also be referred to as a work from home or work from anywhere
model.
“Hybrid Model” –Employees could work several days a week remotely but also come in
to the office for regularly scheduled times or for meetings
“Hoteling” Desk Space involves pre-booking and checking in to access a space,
much like at an actual hotel. Regardless of the occupancy of desk usage, a
person still has to check in via a central booking to access their spot.
“Hot D esking” is more free-wheeling. It is based in an unassigned desk concept,
but the execution is first-come, first-served. If any em ployee sees an open space,
they are welcome to claim it as their own and get to business —no reservation
required.

Why do you feel that your Town workspace and location is either adequate or
inadequate?
no access to natural lighting, over crowded office space with too many cubicles, too
many employees spread out among different facilities, space is outdated, cleanliness
concerns with old carpet running throughout the office
accessible, bright well functioning space
Current Office allows meetings one on one easy access to customers and barrier
free for customers
Parking is sufficient, it's nice being in the mall for shopping, my office space is
adequate
From a Public perspective, having one location would be convenient (admin building)
I have the space I need to properly perform my duties
Private Office which is used by Billing Dept only
Billing dept for hydro and water is essentially in a hallway. No privacy to speak with
customers, and WAY TOO MANY distractions from other departments that are close
by.
crowded, busy, loud, too many interruptions, freezing cold in winter and summer, old
desks, bad lighting
I have lots of room for my desk and am able to physically distance with people if
required
The space I currently have allows me and our Aquatics Team to perform our jobs.
The only short coming I believe is it's location. I would love to see our offices at the
pool deck level so we could be more accessible to patrons and staff. I'm hoping our
grant application is successful and this wish becomes a reality.

currently I have my own office
dedicated office within the modern addition of the Museum
The space meets my needs
Desk is out in open for foot traffic. Unable to see out a window. Very noisy from
machines in close proximity and from discussions at front counter with customers and
by staff walking thru our area to get to photocopier, mailbox, other offices, etc.
Difficult to focus and concentrate with everything going on and no privacy for
conversations with customers by phone. Building is very dirty and does not get
cleaned consistently.
No permanent workspace available due to COVID restrictions.
adequate space, isolated area, no windows makes it feel more isolating
lack of privacy when making confidential phone calls, no room to meet with clients
My regular workstation is in the open next to the Customer Service Area and it's very
noisy. We have asked for years to have a change that would promote a quieter
environment(walls). Performing data analysis takes concentration which is often
broken or interrupted due to noise/traffic in the office. Where my desk is positioned, I
basically sit in a hallway and there is a lot of foot traffic behind me. Office supplies
seem to disappear from my drawers because my desk is very accessible to everyone
Lots of space for what I require.
Enough space for storage and one-on-one meetings
Ergonom ically incorrect. Lack of cohesion with other departments.
Truck Bay/Water and Hydro Material storage both inside and outside is bursting at the
seams.. expected to keep items off the floor but no room to store items without being
safety issue. We have outgrown the space to work efficiently.
We are starting to run out of room in our comm centre. We are going to need some
more room to be able to do our job adequately
Adequate in terms of space (large cubicle area) but I must relocate to a boardroom for
webinars and conference calls, or when work requires concentration (eg. writing)
without noise distractions and interruptions
adequate
I'm able to perform my job with no barriers
Doesn't provide enough in-office meeting space for 1 - 2 individuals, which, if
available, would reduce requirements for shared meeting space.
If working daily in the office, I prefer my own office for phone calls/meetings.
Not a lot of space at TCC, we work with what we have, including hand me down
furniture(desks, chairs etc.), offices are under stairs and in storage type areas. My
office currently has all of the required storage, equipment and technology that I
require to do my job. Some natural light would be nice.
I like the location but I need more space to spread out to safely do my work.
Why do you feel your remote workspace and location is either adequate or
inadequate?
access to natural lighting, custom environment, less distractions, able to be more
productive
working from home is perfectly fine with me
It only been a short time, quiet no distractions
I currently work at the dining room table. If I permanently work from home, I will need
to set up an office somewhere else in my house.
I have plenty of room at home plus if needed, I'm a short drive away form the
Corporate office.
I have the space I need to properly perform my duties
I am currently using my own desk, filing cabinet and printer and have the space I
need to set up everything that I need.
I have all of the necessary tools to be able to work remotely in a dedicated office
space.
I am able to change locations, I have a standing desk at home and a window!
The equipment I have at both locations is sufficient and I've purchased a desk to set
up a private office space at home. I love the flexibility of working from home and on
site. I enjoy the variety in my work environments right now. Both locations have their
benefits.
Internet is hit and miss, no access to ALL files.

HOW DO YOU FEEL THAT YOUR CURRENT TOWN
WORKSPACE AND LOCATION IS?
Adequate Insufficient Too Much Space
I live 5 minutes away from office if I am needed to come in. My workspace is clean,
quiet, with plenty of natural light. I am able to concentrate, and I am more productive.
I feel comfortable. My mental health is better at my home office. Do not have to
listen to negative chatter that tends to happen in the office.
Quiet location, however lacks internet speed for some applications.
There is no storage space and we have health & safety concerns (which have been
brought to the board several times) with accessing our county products that we sell.
location is private and quiet
much of my job relies on review of large drawings, which are difficult to obtain working
from home, and the demand of my job for frequent meetings with the development
industry.
Adequate. I am near a window which is important to me. I can control the lighting.
Clean. Less exposure to germs/viruses. It's quiet which enhances concentration and
increases accuracy. No wasted time travelling to work. Avoids travel in bad weather.
No distractions or interruptions. IT support is important and I've had all my issues
dealt with quickly. I don't have to share appliances, washrooms, and entering other
shared office spaces is totally avoided. My lunch breaks involve more healthy eating
habits. I'm ultimately more relaxed and therefore, more productive. When the weather
is warm, I can sit comfortably outside without worry that a member of the public is
going to invade our space at the picnic table or ask me work questions when I'm
trying to take a break and clear my mind. I actually feel more pressure to get tasks
completed to prove that I can successfully work from home.
I have a dedicated area for a desk, chair and technology.
Isolated from noise. Enough office space and lighting.
I did work remotely for a week and found my home setup to be insufficient. My
workspace was small and not ergonomic as I do not own a desk at this time. Not
having access to the file shelf also made it difficult to assist customers, and I without a
company phone I would've had to use my personal cell to contact customers.
I have a dedicated office.
complete set-up with fibre internet
I have all resources available to me
Have private office that is available some of the time.
My space is private allowing me to conduct phone calls and virtual meetings without
interruptions. I am set up near a window to allow for natural light.
I have the majority of all required tools available, few interruptions, natural light. A
larger laptop (screen) would be nice
My workspace at home is great for the parts of my job I can do at home.
What do you like about your current workspace in the office?
Access to files
Layout
private office equipped with ergonomically correct furniture and access to large
copier/scanner
bright, open and collaborative space
private, room for customer meetings , easy access to filing cabinets under lock and
key
Separate office space, same building as Customer Services, Taxes, Building Services
I like being in the same location with the people I interact most with.
Currently its a great work/life balance.
Proximity to co-workers and resources
Access to files, storage
It is a personal office so I am not exposed to everyone.
size of space, desk, location to others in the office, close to the Council Chambers
Everything really... the equipment is great! I share an office with the full time team
which is great for planning and customer service. Plus we really work as a unit
because of our proximity to each other.
Easy access to files, customer and employee questions
proximity to my team, space, window
Close to director and managers who I support administratively, c lose to others I
confer with
is centrally located within the site, has 2 windows and a door so privacy can be
maintained when needed
Larger desk space, storage of physical files, access to printer/scanner
My current workspace at the office has changed since COVID. Our department is
sharing an office. There are 4 of us and we rotate going into the office one week per
month. This is an office with a door which is very helpful for stress levels and
concentration. I am ok with sharing an office with thes e 3 people.
Prior to COVID, quick access the other staff as information resources
large enough to have private meetings with a staff member when required
Close access to building department
Seeing co-workers and catching up on what's happening in their lives. Due to the
pandemic, I have been moved to an actual office with walls which helps with noise
reduction. Otherwise, I am in an open area which is not beneficial to performing my
job duties. I can currently close the door if it gets too noisy. Due to decreased in
office traffic, noise hasn't been too much of a problem at present. This office is tucked
in the back and reduces my interaction and potential exposure to germs.
Good size, private for in person meetings
Location, layout and office space
Nice desk/window that opens/bright and spacious
Coworker interaction. Double computer monitors.
Lots of room to do my work - private
Daylight
It's private.
If required to work in the office daily, I enjoy having my own office with natural light.
Storage (cabinet), wall space for white boards & cork board.
The toilet paper is supplied, I have two monitors, we have windows
What do you dislike about your current workspace in the office?
Interruptions
No window
no natural lighting, somewhat isolated feeling, carpet placed throughout
None
Air exchange in the building .
See above
Lack of natural light.
I do miss interaction with colleagues.
Brick walls, noisy, little privacy
Interruptions
I do come into contact with others entering the office and when using the printer,
stuffing machine or mail machine. Also do not like the shared bathroom and kitchen. I
am not comfortable in the office as my social circle is quite small and I do not like the
risk of potential exposure, as I am diabetic and at high risk. Also I am an essential
care give for my Mother at a nursing home so the less people I'm around the better.
Lack of privacy, noisy with front counter distractions, constant traffic through our team
area.
Freezing cold, awkward, crowded, loud, bad lighting, too many interruptions
No window, temperature isn't always ideal....
The only draw back is when I have meetings or phone discussions I would prefer not
to share with the team. Which is why the time working at home as been extremely
effective.
No window.
Too noisy. Do not feel safe as far as COVID goes. Too many people in the building
and everyone using the same kettle/toaster/microwave, photocopier, door handles,
punch clock, bathroom, etc. My actual workspace pre-covid is full of boxes and has
been turned into a storage/coffee station. Too much clutter in the office. The office is
not cleaned properly.
location, no windows, proximity to program staff, not quite large enough for a small
meeting area
other town employees in engineering, who are key to my role, are located in a
separate building which is very inconvenient. Since they moved to corporate, I have
noticed increased complications in communications and a deterioration of the working
relationship between building and engineering. The departments have become more
'silo-like' now that they work in separate buildings.
Cleanliness is not to my standards (especially the washroom), too many people
(potential increase in exposure to the virus), NOISY which interferes with
concentration. Performing data analysis requires total concentration. Too many
interruptions. It's too dark (insufficient lighting) and no view to the outside. I don't
want to be near people right now due to the pandemic and therefore, spend my entire
day in this one office; including most breaks and lunch times - no change of scenery.
I don't like that the signage on the photocopy room hasn't been implemented and
more than one person uses this room despite the 6 feet rule.
There is no fresh air.
Nothing
Parking spaces and parking location.
Ergonomically incorrect. Very uncomfortable works tations.
Being far removed from stock area out back, have to walk a mile to get there and if
guys need anything they have to walk to find me so often won't bother... if
contractors/delivery personnel come in same it’s quite inconvenient. Being closer
would enable me to keep better tabs on inventory as well. I feel so far removed. If my
workstation was closer to the back area would be much better as when i am here i am
back and forth to my desk a lot.
Noise and distractions not suitable for working on projects or tasks that require
concentration. Boardroom not always available to relocate.
No complaints I like to set up I have
Have to share with other family members during pandemic stay at home orders
Nothing.
many interruptions, not much natural light, not a fan of my desk. Sometime I am too
close to the Main office when we are busy as well as when I am on the phone I have
to keep my door shut to not interrupt each other.
Fluorescent lights, shared office, frequent interruptions, not enough space to spread
out

Adequate Insufficient Too Much Space
Fleet vehicles no longer fit in existing layout, Fleet vehicles have become much bigger

We have run out of storage space in this building
Not enough space for equipment. Building does not allow for future growth.
My workspace is on the opposite side of the building from metering material and
storage which is not ideal
too many people, not enough space
centralized for our team. We’ve been in this building for 30+ years and we actually
have adequate storage for our departmental needs
Have my own office with locked door for court documents
Need more space for units to be repaired, if one unit is in need of major repair the rest

Comfortable and close to department team members for communication purposes
My Current space provides me with the space required to meet with staff, be able to
look at drawings together and work on operational plans.
I work in a building that meets our current work space needs.
Our off work space is quite small and outdated. When customers visit there isn't
aliquant space for private one-on-one conversations and can be interrupted by shop
staff. We have out grown our work areas as well. Vehicles are outside and exposed to
the elements, storage is sparse and no employee parking. We are also located far
from our sites and have to travel more than we need too.
I have room for what i need.
it is inadequate because the small workspace and computer is shared with all part
time and full time pool staff.
workplace location is also used as an area for lunch which is OK most days, however
a designated lunch room available for staff would be sufficient.
Workplace location needs a good renovation clean up, which hopefully will be made
possible with our grant!
Why do you feel your remote workspace and location is either adequate or
inadequate?
Only work from home if required to do so. As mentioned above, a majority of
Engineering duties take place outdoors within the Town therefore my office needs to
be primarily in the Town. I am set up in my kitchen when working from home which is
not ideal for access to office supplies (Printer, desk space, etc.)
I am comfortable working from home
It is adequate for the GIS portion of my job, not the metering (this requires me to be in
person)
lots of space, no distraction, improved efficiencies in work
Need office - have people coming in all the time. Taxi licences, interviews etc.
I have most of the tools required and am fortunate to have the tools that I didn't have
given to me provided by parents
I'm still drywalling my office at home so this is difficult to answer at this point. It will be
awesome when I'm done. It has been delayed due to using the space for work.
However, I'm working from the Town office as much as possible now. But the
flexibility to work from home is nice when all meetings for a given day are virtual, then
driving in to work for virtual doesn't make a lot of sense. I can get more done on those
days during the time I would have been driving if I work from home.
I c an work from my kitchen table.

Insufficient access to suitable equipment storage close to vehicle parking. Poor access to

The building can be loud, and gets cold in the winter. Not enough space for everyone to work
