130909 Physician Recruitment Sub-Committee MIN`Physician Recruitment and Retention Sub -Committee' Meeting Monday, September 9, 2013 Tillsonburg Corporate Office - Committee Room MINUTES PRESENT: Dr. Barry Roth, Crystal Houze, David Calder, Suzanne Renken, Lana Lund ORDER OF BUSINESS: 1) Re -cap of Discussion/Direction from July 17, 2013 Physician Recruitment & Retention Committee Meeting (see attached Minutes) D.Calder recapped the July 17 Minutes. 2) Identify Tasks and Assign to Sub -Committee Member(s) C. Houze provided copies of the TDMH Active/Associate Professional Staff Appointments, dated July 1, 2013, and reviewed same. She explained, green represents those that have already reached 60. Red represents the number at risk over the next 10 years. Internists help with coverage in Emerg, as well as patients. This supports we could be in a crisis situation in the next 10 years. It was noted that there is no requirement for lead-time of `notice of retirement'. It was also noted that when retirement occurs, there really isn't a defined process that addresses what happens to that physician's patients. Dr. Roth commented that the goal is to recruit someone who wants to be here, and the rest will take care of itself. Dr. Andrew's office has recently indicated they would take 1 physician; Dr. Rowland's Office would take 2. That leaves us with an immediate need/fill for 3 physicians, and then we will go forward from there. Reality is, we will never be done, the need will continue. There is no immediate need in Ingersoll, so we are not presently competing with them, but we are Woodstock. S. Renken will make some contacts and gather information. She will contact other communities regarding a model template and associated dollars. (i.e. Brantford, Windsor) Information to be gathered would include... Where do you get your funding to pay for your staff/the person and expenditures on that role (hospital funding and municipality)? ... models and how they work, incentive packages, etc. D. Calder noted that the Town would be engaging in 2014 Budget discussions in the near future, and a placeholder is needed for 2014 funds. Eventually, the Committee may need to go before Council. Income Stabilization was discussed, which can provide up to approximately $25,000 per physician. It was however noted that there is no guarantee how long the government will continue to offer Income Stabilization. Also, it's never known how long it will take to receive the money, but experience indicates it's usually within a month or two. D. Calder noted the importance of making sure Income Stabilization remains available. He suggested lobbying for this. S. Renken suggested the Chamber could assist with that as well. C. Houze noted that free rent is sometimes offered as an incentive. Discussion was held regarding what takes place to get physicians here, what resources are available. The $25,000 will help once someone is recruited, but what goes on before that, i.e. dinners, hotels. Another $10,000 is required upfront for miscellaneous expenses, in addition to the $25,000. We need to assume an interested recruit may visit more than once, especially if there is a spouse/family. Other potential partners were also discussed, other than the Town and Hospital. The Committee will take a look at the information Suzanne gathers first, and then look at other funding options. 3) Target Date - Report back to Physician Recruitment and Retention Committee Sub -Committee to report back to the Physician Recruitment Committee in October. 4) Next Meeting of the Sub -Committee ➢ Wednesday, September 25 @ 12:00 at the Town's Corporate Office (regular Physician Recruitment meeting previously scheduled for this date to be rescheduled to October)
