CALL TO ORDER: The meeting was called to order at 9:00 a.m. by Robert Marsden.

ADOPTION OF AGENDA:
• Resolved That the agenda as prepared for this meeting of September 4, 2014 be adopted. Moved by
Janet Wilkinson, seconded by Sue Saelens. Carried.
ADOPTION OF MINUTES:
Resolved That the minutes of June 5, 2014 be adopted as written. Moved by Sue Saelens, seconded by Janet
Wilkinson. Carried.
Resolved That the minutes of July 31, 2014 be adopted as written. Moved by Sue Saelens, seconded by Janet
Wilkinson. Carried.
Resolved That the Resolution in the minutes of March 6, 2014 be amended to read as follows: that Rolph Street Public
School is a cultural and historically significant building in the Town of Tillsonburg,
And That in the interest of preserving local treasures, the Heritage, Beautification and Cemetery Committee has identified
the school as worthy of heritage designation to preserve the exterior of the building in its current state,
And That the Heritage, Beautification and Cemetery Committee recommends Council move forward with the process of
designating Rolph Street Public School a heritage site under the Ontario Heritage Act. Moved by Paul DeCloet, seconded
by Sue Saelens. Carried.
1. Tree By-law: the by-law. Rick Cox and Jeff Bunn will review and present their findings at the next meeting.
2. Rolph Street Desionation Update: Jeff reported that there will be a pre -hearing in about two months at
the Provincial Board. Depending on their decision a recommendation may be issued back to Tillsonburg
Council.
3. Alabastine Wilkinson Trust —Applications must be in by September 1. If we wish to apply for next year,
there must be a project designated. Participark needs a major tree cleanup so this could be our project that
we use to apply for funding. The park needs a holistic plan for replacement and maintenance of trees.
4. TD Friends of the Environment and Home Hardware tree fundinu updates — Charles and Paul will be
working on these funding sources.
6. Calendar update — Bob reported that he has been unable to meet with John Armstrong to finalize the
pictures choices.
7. Cemetery appearance, issues and new sign — Rick reported that the water has been restored at the
south end of the cemetery. There have been no complaints about the new signage. Members of the
committee felt that it is now an effective and attractive sign. There are a number of trees that need to be
removed because of death or disease.
CORRESPONDENCE:
1. Doors Open Oxford was circulated to the Committee. There is free admittance during this event.
2. Jeff is receiving Heritage Matters magazine that are available to read. These will be in Jeff's office.
NEW BUSINESS:
1. Paul Gannon from Conservation Authority will be at the December meeting to speak about invasive tree
species.
2. Committee term — This Committee will stay in place until the new Council has an opportunity to review the
current committees and either approve or restructures. It was generally felt that this committee has gelled
successfully despite misgivings at the beginning about the variety of interests and projects of the previous
committee members coming together into this new committee. All committee members must reapply if they
wish to remain on this committee and applications will be available late in the year. Jeff will bring
applications to a meeting when they become available. Individuals are welcome to submit comments and
recommendations to Council regarding committee structure and processes. Also, a resolution can be
forwarded to Council by this committee regarding any recommendations it is felt would improve the process.
3. Cenotaph — Bob reported that "Afghanistan" will be added to the cenotaph and a ceremony will take place
on October 7, 2014.
4. Pioneer Cemetery — Janet reported that the summer students did a good job cleaning the area. Trimming
the trees would improve the cleaning and ongoing maintenance of the stones.
5. Footprints in the Sand — Charles handed out copies of conflicting information about the origin of the poem.
There are issues in obtaining permission to use the poem as there are different owners of copyright. There
are also some issues regarding funding the cost of the plaque. This will affect the resolution made by this
committee to have a plaque erected honouring the author and will be discussed at the next meeting.
6. Community Forest — Paul advised that Tillsonburg is developing as a Carolinian Tree community and has
the potential to be the Carolinian Tree Centre of Ontario. Rick Cox also mentioned that there is a botanical
element missing from Tillsonburg in the form of gardens in the town. These are both very worthy projects
and will require some planning to find the appropriate space to be implemented.
OTHER BUSINESS:
Rick Cox advised that the Cemetery Conceptual design is in process and a consultant has been appointed.
The Memorial park Conceptual Design is also in place. End results will come back to this Committee prior to
going to Council.
