MINUTES
PRESENT: Dr. Barry Roth, Crystal Houze, David Calder, Lana Lund
ORDER OF BUSINESS:
1) Adoption of ‘Sub-Committee’ Minutes - October 28, 2013

2) Follow-up from Previous Meeting and Next Steps
Discussion was held as to how this group, the Tillsonburg Physician Recruitment Committee, fits
into the Oxford initiative.
The Oxford group started up about a year and a half ago, and is starting fresh agai n now. They
are looking at data for Oxford County, figuring out what is needed for the County, in terms of
general practitioners as well as specialists.
We had decided we wanted to continue with the Tillsonburg Committee, as we didn’t know
what would happen with Oxford. It’s still important we have a Tillsonburg group, but it could
get touchy if we start to recruit and Oxford doesn’t have anyone. In the last year, Tillsonburg
recruited 3 new physicians that work in emerg. Ingersoll has its own Committee as well. At
some point, it may be looked at as a competition.
D.Calder to follow up with the County CAO, Peter Crockett, as to what their mandate is and
what they hope to achieve. We don’t want to duplicate what they are doing, but there are
unique considerations in Tillsonburg that we want to stay on top of, i.e. financial component.
Lesley Ross takes minutes for the Oxford group. C.Houze will have Lesley forward them to Lana
when they are available.
L.Lund to contact the County for information as to how the group was formed, any reports
authorizing that, a mandate, etc.
It was noted that Tillsonburg has $10,000 in the budget for Physician Recruitment, it’s been
approved. The Hospital still has money as well, that was to pay Suzanne.
The Chief of ER has good contacts and has been doing some rec ruiting for the Hospital. That’s
how Tillsonburg got its last three recruits. Bills have been going to Dr. Roth’s office for dinners
with the recruits.
D.Calder and Suzanne created a draft resolution back in November.
D.Calder to double-check with the Chamber as to their commitment.
We will continue to use Will, the Chief of ER, and provide money for introductions/dinners.
C.Houze and Dr. Roth to meet with him once guidelines have been established. Perhaps start
with $500 or $100, asking him to report on whom he meets with, and then we’ll assess after
that to see if it’s worthwhile to continue.
C.Houze will have Lesley work on some criteria, will start a draft with Dr. Roth. This will be
forwarded to D.Calder and Lana.
Dr. Roth will also connect with Dr. Rowland to see where he sees us fitting in with respect to
the Oxford group, and to ensure support.
It would make sense for the County to recruit, and when recruits are interested in Tillsonburg,
Lesley would coordinate with the doctors to meet a nd tour.
It was noted that there are 3 different payment models in different hospitals…Fee for service in
Emerg (Tillsonburg); Alternate payment Plan (Ingersoll and Woodstock); and Salaried. In small
hospitals Fee for Service doesn’t necessarily generate enough money.
C.Houze and Dr. Roth to talk about Discovery Week. Lesley can take on w hat Suzanne had been
doing.
