Call to Order The meeting was called to order at 12:00 p.m. There was no quorum present; discussion took place on the agenda items as follows. 2. Adoption of Agenda Agenda was circulated. 3. Disclosures of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared 4. Adoption of Minutes of Previous Meetings — August 3, 2016 No comments on the minutes. Physician Recruitment & Retention Committee Agenda — October 5, 2016 -2- 5. 2-5. General Business & Reports 6.1 Work plan (attached) - committee has been provided the most recent version. 6.2 Proposal — Family Practitioner Incentive Business Plan (attached) The Family Practitioner Incentive Business Plan was provided by the sub -committee. The document will be provided to the LHIN To look at bringing in other partners in addition to the Hospital and the Town. The Real Estate Board and local banks were suggested as possible organizations who could contribute. It was suggested that a fundraiser event could be done to raise funds for physician recruitment in the community. Incentive package - The Physicians did not think living out of town was an issue. The proposal suggests the recruit should live within 15 kilometers of Tillsonburg. Discussion regarding 3 months of $6,000 rather than 6 months — it remains at 6 months This document allows the Physician's office to negotiate a number of terms which are to the communities benefit and this group should ensure the minimum terms are in place. These terms include that the physician agrees to stay a minimum of 4 years, they take their share of emergency room and on call work and they work a minimum of 4 full days a week. This package is an incentive for the clinics so they won't have to invest initially in a new recruit. The incentive for the physicians is moving expenses if they move to Tillsonburg or within 15 km of Tillsonburg and free housing for 6 months. The Town has a large catchment area that will also benefit from additional physicians. The estimated cost of the incentive program per recruit is $52,000. The Sub Committee to meet and make changes and provide a one page contract at the next meeting for endorsement by the committee. It was suggested that other incentive packages could be put together such as vouchers for food, golf, entertainment, and sports in the area. 6.3 Physician Recruitment Brochure Quote received from Red Barn. To get a cost to print 500 copies rather than just 100. To add a paragraph to the brochure about practicing in Tillsonburg. Penny Esseltine to review the verbiage and provide comments to Leslie Ross. To change spouse to partner in the document. 6.4 Physician Social Luncheon There is a potential new recruit coming in November or December. To look at setting up a luncheon with key stakeholders. He will be here for 3 months. Physicians will do an event and invite doctors in the area to meet him. Dr. Bruno will start as an anesthetist but if he likes the area he may go into general practice here. 6. Correspondence 7.1 Resident Events (attached) Dr. Gerry Rowland is at a function at McMaster University today representing Tillsonburg and the County of Oxford. The committee consented to spending $2100.00 for a retreat at Grand Bend Ontario. Dr. Abdalla and a new family physician have agreed to represent Tillsonburg. 7. Historically, UWO (Grand Bend), McMaster and Toronto etc. November 2016 • Development of a comprehensive brochure detailing the Town and TDMH. Include contact information, Inviting residents to "Spend a day in Tillsonburg" at their convenience. • Organize a physician social event (luncheon) with key stakeholders to introduce new physicians and introduce a potential recruit. Work Plan 2016/2017 Ongoing Activities/ Administration • Monitor Websites, Emails, SWOMEN, HealthForce Ontario, CASPR activities • Develop a list of residents or new grads wishing to provide locum coverage • Membership with CASPR Locums. This association provides an annual conference, online networking opportunities and job postings (already a member) • Monthly meetings of the Town of Tillsonburg and TDMH Physician Recruitment Committee • Maintain a database of residents, students and physicians • Regular meetings with the CAO and CEO and Chief of Staff December 2016/ January 2017 • Proposed- Host "Home for the Holidays Program". Invite any Tillsonburg or Oxford County residents that are enrolled in a Medical School to meet with the committee, other physicians, stakeholders and dignitaries. Could present scholarships if approved. January/February/march • Continue to monitor "Spend a Day in Tiilsonburg" , Follow-up with residents that visited Tillsonburg's booth at the recruitment fairs that expressed an interest who have not been In contact. May 2017 • Prepare for Discovery Week. Host 4 in year medical students to job shadow family physicians and specialists and other allied health care providers. September 2017 • Proposed- Organize a two to three hour session with the Committee, new Family Physician recruits and key stakeholders to meet and discuss "what's new, what's working well" and discuss new and creative ways to assist with recruitment and retention. Provide feedback from events and create an action plan for the upcoming year. Recognizing this, the Town of Tillsonburg, Tillsonburg District Memorial Hospital and local physicians have joined to offer a variety of incentives and to develop strategies to recruit and retain family physicians. In accordance with the statistics, the current complement of family physicians does not meet the need of our population. Physician recruitment supports the entire community of Tillsonburg and its surrounding area by providing health care services to all. By recruiting physicians we are ensuring quality healthcare and community growth to the citizens of our catchment area. Our goal is to ensure that all residents of Tillsonburg and the surrounding area have a family physician. We will recruit for additional physicians to meet this need and to replace current physicians that retire or leave the community. Based on conversations with physician in the community, it is of their opinion that to optimally support recruitment, financial incentives are required. This document outlines the amount requested from the Town and hospital to support new physician recruitment. COMMUNITY NEED Physician recruitment ensures physicians for the community of Tillsonburg so that residents continue to receive quality health care at home, not having to travel. As well, the recruitment of family physicians is crucial to the community, to economic development and to the health and welfare of the citizens by ensuring that residents have a family physician. This may also relieve pressure on the Emergency Department (ED) as patients without family physicians currently use the ED for conditions best seen in the primary care setting. Currently the estimate is that there are approximately 10,000 residents of our catchment area who are in need of a family physician as per Health Records data The TDMH HR Plan is attached which outlines the upcoming need for physicians based on future retirements. This need will continue to grow as physicians continue to age and look to retire from their practices. At present there are 15 family physicians in active practice in Tillsonburg and the average age of these physicians is 53.9 years. Of note, four of the 15 in Tillsonburg are over the age of 60. Accurate information on the projected retirement of individual doctors Is extremely difficult to obtain. Sources -2 - from both the Ontario Medical Association and the College of Physicians and Surgeons of Ontario, however, agree that an average age of 65 would be reasonable to assume as the time most doctors would cease to practice full-time. As three of the 15 actively practicing family physicians in Tillsonburg are over the age of 60, it is reasonable to assume that it will require Tillsonburg to recruit 6 additional family physicians over the next five years simply to maintain the present levels of service in the County. Quality of worklife for the new physicians remains the number one priority and these new physicians tend to perform at only 50-60% of the work loads of physicians who graduated greater than 10 years ago THROUGH STATS FROM THE OMA. RECRUITMENT BENEFITS Community Physician recruitment and retention is essential for the growth of our community as physicians move here with their families who attend our schools, buy homes in the community, take part in extracurricular events, pay taxes, etc. Each physician recruited contributes to the community tax base through property taxes and business taxes from both the home and the office. Having physicians available in our community also allows for economic development for the Town. Potential companies looking to invest in a centre want to see a thriving health care system so they are assured their employees will be able to find a family doctor and receive specialist care within their community. A robust healthcare system is key to community growth. Physician Tillsonburg is a great place to build a career for physicians. The earning potential is very high due to the ability to practice in a clinic and in the hospital. This combined with a low cost of living and multiple community amenities, creates an ideal location to practice for family physicians looking for comprehensive practices. The Town of 15,000 offers the best of small-town living with many amenities for families. We are just 45 minutes from London, lakeside communities such as Port Dover and Turkey Point and within an hour of Hamilton and Kitchener/Waterloo. INCENTIVE PACKAGE Physicians select current work location based on availability of turn -key practice opportunity, appealing location, spousal employment support, family support (i.e. good schools — French Immersion and Montessori). It should be noted that newly graduated physicians are somewhat attracted to financial incentives but of equal importance to this is what they refer to as "work life balance". We hope to continue the ongoing partnership with the Town of Tillsonburg in terms of funding to continue our recruitment efforts as well as engaging exploring other partners to assist us with this funding . This partnership was founded a number of years ago and has been successful in terms of recruitment efforts, recruiting four new physicians to the town. -3 - RECOMMENDATION --SHARED PHYSICIAN RECRUITMENT CONTRACT SUPPORT MODEL • Contribute up to $5,000.00 in moving expenses with receipts for the physician recruit. The recruit would be encouraged to reside within 15 kilometers of Tillsonburg in order for the moving stipend to apply. • Six months of free accommodation provided. ➢ Up to $10,000 (with receipts) to the Clinic that will employ the recruit to improve the physical plant(i.e. Electronic Medical Record, new equipment) ➢ During the first six months of practice, $6,000 per month will be paid to the clinic group employing the physician on a monthly basis for the first six months, provided accounting statements are submitted. • Each physician office will discuss the following with the new recruit: ✓ Sign a contract for a specific commitment (i.e. minimum 4 years or the physician will pay back a certain amount. ✓ Work a minimum of four (4) full days of office practice; and ✓ Take share of hospital on-call and ED work SUMMARY STRATEGIES AND GOALS AND OBJECTIVES: Our goal is to ensure that every resident who wants a family physician in Tillsonburg and area has one. We need to proactively support recruitment and offer financial incentives. Recruitment of family physicians to smaller, rural communities is competitive, and if Tillsonburg is to be successful, we need to be seen as a community of choice amongst new physicians. The entire community is impacted by the need for physician recruitment. RESIDENT EVENTS We have an opportunity to attend events that are supported by post -graduate departments. Residents are given permission to attend the weekend. The conferences serve as an effective platform to showcase the opportunities for practice to Family Medicine Residents. McMaster KW Family Medicine Resident Day: This is a %: day meeting in Kitchener -Waterloo on October 5, 2016. There is an opportunity to have three minutes with each resident to present our area's opportunities and attempt to arrange further contact. Cost: $300.00 for the booth, plus $75.00 for each additional representative. Dr. Gerry Rowland, AJ Wells and Heather Scherer are schedule to attend. Western Family Resident Weekend The annual weekend conference is in its 201h year and is a much -anticipated event for family medicine residents at Western. The Retreat is supported by the post -graduate department. The idea is to make this retreat not only relaxing but also informative. The conference serves as a platform to showcase your business to a significant target of our market group. DELUXE Career Expo 2016 Cost: ($1600.00) + $500 for one additional representative (not including accommodation or meals) Friday, November 25th to Sunday, November 27th Table/Booth at career Expo where recruiters set up a display to showcase job opportunities as well as provide a representative for an informal interaction with residents Official introduction and attendance of community representatives at the Friday evening dinner Accommodation and meals for one representative for your group for the weekend Invitation to attend all social events with residents including Saturday night dinner Career Expo Cost: ($800.00) + 75.00 for additional representative Table/Booth at Career Expo where recruiters display to showcase job opportunities as well as provide a representative for informal interaction with residents Saturday dinner with residents for one representative of the group Preferred venue.
