The Corporation of the Town of Tillsonburg PHYSICIAN RECRUITMENT & RETENTION Tuesday, May 16, 2017 12:00 noon Council Chambers 200 Broadway, 2nd Floor, Tillsonburg, ON N4G 5A7 MINUTES Physician Recruitment & Retention Committee, Minutes – May 16, 2017 - 2 - Carried 5. General Business & Reports 5.1. Implementation of Incentive Package D.Calder updated the Committee. Recommendations from the Physician Recruitment and Retention Committee went to Council April 24. Council passed the following resolution, approving the Incentive Program. THAT Council receives Report CAO 17-03 Shared Physician Recruitment Incentive Support Model; AND THAT the Town of Tillsonburg supports the Physician Recruitment and Retention Committee recommended “Shared Physician Recruitment Incentive Support Model”, as attached to Report CAO 17-03; AND THAT the Town of Tillsonburg agrees to fund its share of the Physician Recruitment Incentive Support Model in 2017 from reserves up to a maximum of $60,000 (2 Physicians); AND THAT the Physician Recruitment Incentive Support Model associated funding be part of the 2018 budget. The Hospital has dealt with the Physician Incentive Support Model and funding at their level. F.Deutsch confirmed $60,000 in the Hospital’s budget as well. The report has been provided as information. Opportunity was given for comments and questions. Clarification was given with respect to the funding allocation. $60,000 is the budgeted figure for 2017. D. Calder reiterated Council has allocated the funds, and it is up to the Committee to determine how to use the money. If we have additional doctors and need more funding that would need to go back to Council. Discussion was held regarding the process. An application will not be required. Receipts will be. Clarification was given that funds go to the recruit. With receipts, invoice(s) to be paid, to a maximum of $6000/month to the recruit, who pays the clinic. D.Calder and L.Ross to coordinate. Physician Recruitment & Retention Committee, Minutes – May 16, 2017 - 3 - The following resolution was passed. Resolution #3 Moved By: Mayor Molnar Seconded By: Councillor Esseltine THAT the two CAOs of the partnered agencies, assisted by the facilitator, act as the recommending arm for any and all correspondence that requests participation in the Tillsonburg Recruitment Program; AND FURTHER THAT the recommendation be circulated to members of the Committee for approval. Carried It was noted that a member of the FHO would not vote on an application from the same FHO. As outlined in the resolution, completed agreements to be reviewed by the Committee. Operationally speaking to that, they will be reviewed on the merits of what the program is, and make a sound recommendation to the Physician Recruitment and Retention Committee. It was noted, not every decision or FOE would use the maximum funding. It was also noted, this is a program that will remain in position until a decision is made otherwise. D.Calder has talked to the Chamber of Commerce, in terms of a funding partnership. If we receive donations from individuals, we can provide a receipt. 5.2. Correspondence from Tillsonburg Medical Clinic dated May 1, 2017 Dr. Rowland asked for clarification regarding funding, with respect to funding multiple recruits with the $60,000 or less. It was confirmed that would be acceptable. Dr. Rowland noted he would be happy to confidentially share with the CAO and F.Deutsch a projection of costs, along with receipts. Physician Recruitment & Retention Committee, Minutes – May 16, 2017 - 4 - 5.3. Draft Communication to Family Physicians, regarding Incentive Package The draft letter was reviewed. The following resolution was passed. Resolution #4 Moved By: Mayor Molnar Seconded By: Councillor Esseltine THAT the letter to Family Physicians regarding the incentive package be approved, as amended with the removal of the second last paragraph. Carried L.Ross to forward the letter electronically, as soon as possible. 6. Other Business 6.1. CPSO Council Award 2018 Dr. Rowland commented. Note to receive as information and file. 6.2. Information/Program Update L.Ross noted that the Hospital puts out a Report to the community each spring. Welcoming new physicians is included. D.Calder suggested a broader communication, not using names, to serve as a general update on the program. 7. Next Meeting It was discussed and decided that there would be no June meeting. D.Calder to email the 3 recommendation. If he or F.Deutsch do not here any objections, they will proceed. The definition of approval is not objecting. 8. General Business & Reports 5.1. Third Party Contribution Letter (attached) Follow-up from last meeting. L. Ross commented with respect to the drafted letter, which had been approved in principle at the last meeting. The intent is for it to go to third parties for contributions to the incentive program. F. Deutsch, acting CEO of the hospital, commented with respect to the last line of the drafted letter… “Please consider giving generously to the TDMH Foundation for the Town of Tillsonburg Physician Recruitment Campaign.” He provided an update in terms of the Hospital’s participation and the Foundation’s participation, reporting on internal discussions with the Board and the Foundation. At this time they don’t want to look like they’re actively fundraising. The Hospital wants to provide incentive, but they don’t want to do that publicly. The Hospital is prepared to pay half, as it’s been in their budget. Mayor Molnar asked for clarification regarding the Foundation, with respect to donations and receipting. D.Calder commented that the Town has, for its own projects in the past, done some receipting to donors. He will confirm criteria. Physician Recruitment & Retention Committee Minutes – February 14, 2017 - 3 - It was confirmed that the Foundation is not interested in receipting because their fundraising mandate is something different. The following motion was passed. Other Business L.Ross is working on following up with residents that were at recruitment fairs and planning to spend a day in Tillsonburg. L.Ross is currently working with (PGY2) post graduate residents. Dr. Rowland has recruited someone. The intent is that this new recruit would be entitled to the incentive. Brochure - To be posted on the Town website and circulated to the County. L.Ross is working on this action item. Dr. Rowland provided an update from the County. Grant approved. There is an advertising campaign and ads will be out there. There has been a good trickle of interest. Two new projects on the go. One is going out to various medical staff associations trying to recruit physicians to be ed professor. Going out to McMaster and Western to emphasis if there is interest, we will work with them. Also going back to physicians with Oxford County with an email blast. If they are looking to retire within 5 years we will maintain a confidential arrangement with them that when we get a contact from a prospective foundation we will refer them on to this person. Mayor Molnar commented on the December 13, 2016 Minutes and the following motion was passed. Adjournment Resolution Moved By: L.Ross Seconded By: Councillor Esseltine THAT the Physician Recruitment & Retention Committee Meeting of February 14, 2017, be adjourned at 12:45 p.m. ‘Carried’ Dear Dr. Tillsonburg District Memorial Hospital and the Town of Tillsonburg (Town of Tillsonburg Physician Recruitment Committee) have been meeting over the past few months to renew their ongoing partnership in terms of funding to continue our recruitment efforts. This partnership was founded a number of years ago and was been successful in terms of recruitment efforts at that time, recruiting four new physicians to the town. This letter is to update you on the Town of Tillsonburg Physician Recruitment Committee’s family physician recruitment work that has occurred over these past several months. In accordance with the statistics, the current complement of family physicians does not meet the need of our population. Physician recruitment supports the entire community of Tillsonburg and its surrounding area by providing health care services to all. By recruiting physicians we are ensuring quality health care and community growth to the citizens of our catchment area. The Committee’s goal is to ensure that all residents of Tillsonburg and the surrounding area have a family physician. The Town and Hospital need to proactive support recruitment and will offer the following financial incentives:  Contribute up to $5,000.00 in moving expenses for relocation to Tillsonburg, with receipts for the physician recruit. The recruit would be encouraged to reside within 15 kilometers of Tillsonburg in order for the moving stipend to apply.  Six months of free housing provided. (TDMH apartment value, including utilities/TV/Internet/ fully furnished is $1,225.00 per month (six months value is $7,350.00).  Up to $10,000 (with receipts) to the Clinic that will employ the recruit to improve the physical plant(i .e. Electronic Medical Record, new equipment)  During the first six months of practice, $6,000 per month will be paid to the clinic group employing the physician on a monthly basis for the first six months, provided accounting statements are submitted.  Each physician office will discuss the following with the new recruit:  Work a minimum of four (4) full days of office practice; and  Take share of hospital on-call and ED work. This financial support is intended to assist your practice mitigate the financial impact of a new physician and on other members of the FHO and the details of the financial support will be negotiated once a specific candidate has agreed to join your practice. We are pleased to report that Dr. Rebecca Heeney will be joining the Tillsonburg Family Physicians in September and Dr. Christina Mokone has begun practice at the Tillsonburg Medical Clinic.
