5.1. Report CAO-17-01 – Physician Recruitment Incentive – Request for Funding
D.Calder reviewed his report, CAO-17-01, noting that staff have made a
recommendation based on the model.
Dr. Rowland spoke regarding payment to the clinic, as that was recommended by the
recruit’s accountant.
D.Calder noted that the intent of the program was to reimburse the recruit not the clinic,
adding that he would like to look at the tax implications.
Discussion was held to adopt the recommendation in principle, with opportunity for the
CAO to research tax implications.

5.2. Update – Dr. Rowland – Oxford County Physician Recruitment
Dr. Rowland provided an update.
The Oxford County group will be going back to the County in October with a request for
2018 funding. An increase in funding will be requested.
The group is reaching out to all physicians in the County, asking those physicians that
are planning to retire in the next 3 years to let the group know so that a ‘confidential’ list
can be compiled.
Dr. Rowland reported on the group’s advertising campaign.
9 physicians have been placed within Oxford County.

5.1. Implementation of Incentive Package
D.Calder updated the Committee. Recommendations from the Physician Recruitment
and Retention Committee went to Council April 24. Council passed the following
resolution, approving the Incentive Program.
THAT Council receives Report CAO 17-03 Shared Physician Recruitment
Incentive Support Model;
AND THAT the Town of Tillsonburg supports the Physician Recruitment and
Retention Committee recommended “Shared Physician Recruitment Incentive
Support Model”, as attached to Report CAO 17-03;
AND THAT the Town of Tillsonburg agrees to fund its share of the Physician
Recruitment Incentive Support Model in 2017 from reserves up to a maximum of
$60,000 (2 Physicians);
AND THAT the Physician Recruitment Incentive Support Model associated
funding be part of the 2018 budget.
The Hospital has dealt with the Physician Incentive Support Model and funding at their
level. F.Deutsch confirmed $60,000 in the Hospital’s budget as well.
The report has been provided as information.
Opportunity was given for comments and questions.
Clarification was given with respect to the funding allocation. $60,000 is the budgeted
figure for 2017.
D. Calder reiterated Council has allocated the funds, and it is up to the Committee to
determine how to use the money. If we have additional doctors and need more funding
that would need to go back to Council.
Discussion was held regarding the process. An application will not be required. Receipts
will be.
Clarification was given that funds go to the recruit. With receipts, invoice(s) to be paid, to
a maximum of $6000/month to the recruit, who pays the clinic. D.Calder and L.Ross to
coordinate.

The following resolution was passed.

THAT the two CAOs of the partnered agencies, assisted by the facilitator, act as the
recommending arm for any and all correspondence that requests participation in the
Tillsonburg Recruitment Program;
AND FURTHER THAT the recommendation be circulated to members of the Committee
for approval.

It was noted that a member of the FHO would not vote on an application from the same
FHO.
As outlined in the resolution, completed agreements to be reviewed by the Committee.
Operationally speaking to that, they will be reviewed on the merits of what the program
is, and make a sound recommendation to the Physician Recruitment and Retention
Committee.
It was noted, not every decision or FOE would use the maximum funding.
It was also noted, this is a program that will remain in position until a decision is made
otherwise.
D.Calder has talked to the Chamber of Commerce, in terms of a funding partnership.
If we receive donations from individuals, we can provide a receipt.
5.2. Correspondence from Tillsonburg Medical Clinic dated May 1, 2017
Dr. Rowland asked for clarification regarding funding, with respect to funding multiple
recruits with the $60,000 or less. It was confirmed that would be acceptable.
Dr. Rowland noted he would be happy to confidentially share with the CAO and
F.Deutsch a projection of costs, along with receipts.

5.3. Draft Communication to Family Physicians, regarding Incentive Package
The draft letter was reviewed. The following resolution was passed.

L.Ross noted that the Hospital puts out a Report to the community each spring.
Welcoming new physicians is included.
D.Calder suggested a broader communication, not using names, to serve as a general
update on the program.

It was discussed and decided that there would be no June meeting.
D.Calder to email the 3 recommendation. If he or F.Deutsch do not here any objections,
they will proceed. The definition of approval is not objecting.

practice. If you choose to participate, you will receive support throughout the first year of your practice.

templates, preventative and chronic care billing and management solutions

New Physician Orientation
West Elgin Community Health Centre and the South West LHIN jointly sponsored a study called
Understanding Health Inequities and Access to Primary Care in the South West LHIN to gain a better
understanding of the needs of those facing multiple barriers to accessing health care and the changing
demographics of both the general population and the primary care providers.
To accomplish this, several phases of research were conducted: (1) a literature review focusing on
access and barriers to primary care, (2) geospatial and geostatistical analysis of the South West LHIN, (3)
surveys of the population and health care providers to validate collected data and address gaps, and (4)
focus groups to collect peoples’ lived experiences in accessing primary care.
The following key questions guided the research:
1. How closely do primary care services in the South West LHIN meet the needs of the population based
on the social determinants of health?
2. What does the evidence tell us about how the spectrum of social determinants of health that people
experience effect their primary care needs?
3. How do the social determinants of health measures correlate with health service use (as a proxy of
health service need)?
The research focused on five specific vulnerable groups: i) Indigenous people; ii) ethno-cultural groups
and recent immigrants; iii) rural residents; iv) people with low socioeconomic status; and v) seniors.
Five recommendations with specific actions were developed based on the findings of the study. One of
the recommendations is that timely, quality primary care will be available to people in the South West
LHIN by ensuring the right mix and distribution of primary health care providers throughout the region.
To support this, it was agreed that new physicians would benefit from supportive measures to enhance
the utilization of currently available resources in the LHIN.
Action 4.2
HealthForce Ontario in partnership with the LHIN and other key stakeholders will create an orientation
for all primary care providers prioritizing new primary care providers to expedite and enhance their
understanding of patient and provider resources available and facilitate ease of referral and
collaboration.
Based on the recommendation and action item, a working group was formed to develop and pilot a New
Physician Orientation process for family physicians starting a new comprehensive primary care practice
in the South West LHIN.
