1. Call to Order
The meeting was called to order at 10:02 a.m. by the Chair.
2. Adoption of Agenda

THAT the Agenda as prepared for the Boundary Adjustment Committee meeting of
July 23, 2021, with item 5.3 being considered in closed session, be adopted.

THAT the Minutes as prepared for the Boundary Adjustment Advisory Committee
meeting on June 18, 2021, be adopted

4. Disclosures of Pecuniary Interest and the General Nature Thereof
No disclosures of pecuniary interest were declared.

There were no presentations.
6. General Business & Reports
6.1 Town of Tillsonburg Maps – provided by Cephas

Future Residential Development (vacant)
Items to be added to future agenda for information and review.
6.2 Discussion on Hampson Report 2019 on Oxford County Growth
There was discussion regarding the report and the fact that its statistics on growth are
outdated, however it is an approved planning document for the County of Oxford .
Discussion regarding the need for updated data to be gathered for the committee.
Members had discussion on the benefits of a refresher course on how to move ahead
with process for this committee.
There was discussion regarding sending a letter to Oxford County regarding gathering
up-to-date data.
Staff to seek internal resources that can assist with training on process for boundary
adjustment. To be included as separate agenda item for next meeting – training.
6.3 Correspondence from E&E McLaughlin re: Norfolk Mall - Councillor Parker

THAT the Committee move into closed session to consider a proposed or pending
acquisition or disposition of land by the municipality or local board.
Carried.
Resolution to move back into open session
6.4 Verbal challenge from chair for each member.
Where the boundary should be in 40 years and why? What should the focus be:
Industry, Commercial, or Residential? (please come prepared with some ideas to
discuss)
Chair, asked everyone to document their thoughts and send ideas to staff to compile
before next meeting.
6.5 Meeting location, dates and time

THAT the Boundary Adjustment Advisory Committee revise their meeting times to the
3rd Tuesday of the month at 7:30 am starting in September 2021.
CARRIED
There will be no August 2021 meeting.
7. Round Table
Staff to create a tracker to document training, goals and action items, properties to
discuss.
The CAO wanted it on record that even though the maps had been sent out ahead of
time, they should be sent with agenda for this meeting.
Member sent info referencing best places to invest, 2 of top 4. Info was sent to
committee a couple of weeks ago highlighting Tillsonburg area becoming very
affordable.
