Chris Jezovnik went over a presentation on the many programs and workshops that the centre
has to offer.
Council was given the opportunity for questions.
The Station Arts centre has a positive relationship with businesses and local government.
It is an information centre for tourism and encourages investment in the community.
Encourages volunteers in skilled trades etc. to provide help to the centre.
The Centre provides a major role in promoting Economic Development in the community.
They commented on their plans for fund raising events in the coming year.
OPERATIONS
1. Operations Services Report 2011-03 Tender Results for T2011-01 Quarter Town Line Road
Reconstruction, Esseltine Road to Baldwin Street.

Staff to provide a report on the projects set aside for 2012.
Discussion took place regarding the current level of debt for the year and how this project will
impact that debt.
Contractor will hold the price for another 7 weeks.
/Oft� It was suggested that this item be tabled or deferred until after the Good Roads Conference in
order to determine what grants are available from upper levels of government.
For large capital expenditures, it was suggested that money has to be set aside in capital reserves
to plan for those expenditures.

Report 02011-03 Tender Results for Tender T2011-001 -Quarter Town Line Reconstruction for
information purposes;
AND FURTHER RESOLVE THAT Tender T2011- 001 be deferred.

FINANCE
1.2011 Draft Budget
Presented By: Director of Finance
The Director of Finance went over the 2011 Budget Strategies
It was suggested to eliminate paid internet use for Council.
Discussion took place regarding the reduction for the Station Arts grant.
/dnol) To provide a list of other requests for grants in past years.
Discussion took place regarding restoring the Station Arts Grant to $26,000 and also that the
grant money be eliminated from the budget for Police special projects.
It was suggested that in fact the Station Arts Budget be increased to $30,000.

Council is waiting for information from them regarding the balance in their reserves.
It was suggested that the Station Arts funding be a line item in the budget.
Staff reviewed the Station Arts Centre history.
Discussion took place regarding the funding for Annandale House and Station Arts and that the
duplicate programs should be married into one.
Council requested a summary of asset management capital and debentures on those assets.
Council suggest that there be a day trip to visit all Town owned lands and facilities.
Discussion took place regarding the police building debenture and putting some rent money in
reserves for future needs.
2.2011 Budget - Council Discussions Q

The Director of Finance reviewed the budget figures.
Consensus to remove medical recruitment from the 2011 Budget.
Discussion regarding steps to reduce the police variance
- to use advocacy group at AMO
- to apply pressure to the province and their adjudicators.
We exceed the provincial standards for policing,
Council suggests we reduce the amount of overtime and vary the police budget by $10,000.
Council request to know why our library is not part of the County Library system.
There is no way to reduce the funding number for capital projects as there are more projects than
money available.
It was suggested that Tillsonburg needs to grow to support our infrastructure
Growth, less debt and increase reserves.
It was suggested that part of the funding for project satellite could be moved to 2012 budget.
The Transfer Station Project would be eligible to use the gas tax to expand the transfer site.
Do not support using reserves to operate the community, we need to keep those funds in
reserves.
Requested to have asset management explained to Council.
The sale of any assets are not in our budget deliberations.
Suggested to put a by-law forward for tax collection to be monthly.
Next step
To bring asset management report to Council on March 11th.
Public Council Meeting on March 14th and follow-up on March 28th.

by $50,000 and offset by $25,000 increase in reserve.
