Council and Open Session of Council for February 14, 2011 and February 24, 2011, be approved.

DELEGATIONS
1. The Tillsonburg District Chamber of Commerce The Positive Focus Report Card - 2010 a
Presented By: Shane Curtis, President, Tillsonburg Chamber of Commerce
Shane Curtis was in attendance and reviewed the goals of the Chamber of Commerce as well as
the positive focus report card.
He noted the amendments to the annual award of excellence, some of the changes are more
measurable metrics to select the winners notably for the productivity award and the employee of
the year award.
Tillsonburg Chamber of Commerce website can help facilitate new business - to be open arms to
�1 any type of investment within the town.
In touch with various Chamber's within the Province for networking.
Shane Curtis will provide Council with information following the Ontario Chamber of Commerce
Conference regarding issues the Ontario Chamber will be focussing on for the year.
CHIEF ADMINISTRATIVE OFFICER
2. Otter Valley Corridor
The CAO gave a verbal update
The Agreement that is in place for the Otter Valley Corridor will be reviewed and updated.
Endorsement to grant land owner access rights across the corridor for a green energy project
were given.
To reconvene in the next quarter to update the Agreement.
COMMUNITY SERVICES
3. Minor Sports GST/ HST CSD2011-01 Q
Council suggest that a request go to AMO to contact other municipalities within the province and
request that they support removing HST from minor sports.

AND FURTHER RESOLVE THAT Council endorse charging HST for Minor Sports Group Rentals
effective May 1, 2011.

Seconded by: Councillor Klein AND RESOLVE THAT Council receives report CSD2011-03 Grass
Cutting & Landscaping Service Outsourcing.
AND FURTHER THAT Council award Grassing Cutting for Parks and Cemetery to D & D
Commercial Property for $3,266.96 per week (estimated 27 weeks dependent on weather) ;
AND FURTHER RESOLVE THAT Landscaping Maintenance be awarded to Williams for Spring
Clean-up of $4,650 and $1,100 per occurrence for weeding. Cost savings for these two contracts
are estimated at $45,658 per annum."

Presented By: Director of Finance
As requested at the February 15, 2011 Council meeting, the following resolution was passed at
the Council meeting of April 26, 2010:
"AND RESOLVED THAT Report FI 2010-014 - Grant Requests be received;
AND FURTHER THAT grants for the Multi -Service Centre in the amount of $4,350 and for the
Rotary Club of Tillsonburg in the amount of $5,000 be approved and
funded from the 2010 grant budget of $13,000."

proceed to address the HST issue and to bring this topic forward to AMO so that it can be
addressed further.
