Mr. Rohrer presented Cranberry Kennel's position on the Town outsourcing animal control.
Council thanked Mr. Roher for his presentation.
2. Turtle Fest Plans Update n
Presented By: Patty Phelps, Acting Curator/Turtle Fest Committee Member
Patty Phelps gave a brief description of the upcoming events and the inception of the festival.
3. Community Parks. Recreation and Cultural Strategic Master Plan
Presented By: Todd Brown and Anad Desai, Montieth Brown Planning Consultants

Todd Brown and Anad Desai from Montieth Brown Planning Consultants were in attendance.
They gave an overview of the guiding principles and recommendations contained in the plan.
Council was given the opportunity to ask questions throughout the presentation.
The following are the Plans guiding principles.

3. Innovative & Appropriate Infrastructure
4. Embracing the Arts, Culture & Heritage
5. Focus on Wellness Through Programming

4. Code of Conduct Q
Presented By: CAO
The CAO went over the Code of Conduct and the changes to the document.
This is a guideline for ethical behaviour and all Council members are required to sign the
document.
The Code of Conduct will be posted on the website for public reference.
The Code of Conduct will be distributed to all Tillsonburg Committee members for review and
signature as well.

6. Report DCS 13-2011 - Lease of Airport Kitchen j
Council has request the costs of leasing the equipment rather than purchasing the equipment.
Staff have suggested that the equipment be leased for the first year and then research the cost to
purchase at that time.

Seconded by: Councillor Rosehart AND RESOLVE THAT Council receives Report DCS 13-2011
Lease of Airport Kitchen; and,
FURTHER RESOLVE THAT Council approve the lease of the kitchen and adjacent seating area
in the Air Terminal Building as set out in the terms of the Lease agreement, not to exceed $30.00
per operating day, plus HST; and that a bylaw be brought forward in this regard.

8. Report DCS 19-2011 -Animal Control By-law Update Q
Presented By: Director of Development and Communication Services
Staff are currently reviewing at the rates and fee schedule by-law for the entire town.
Council suggest that the fees for animal licensing should be reviewed and that the people who are
in compliance should not fund animal control but rather that fines be put in place for those not in
compliance.

Seconded by: Councillor Stephenson AND RESOLVE THAT Council receives Report DCS
19-2011 for information purposes,
AND FURTHER RESOLVE THAT the consolidated Animal Control By-law Update be brought

MOTIONS
15. TOWN OF TILLSONBURG ADVERTISEMENT ON TRANSPORT TRUCK TRAILERS
Staff to investigate this proposal and to bring back a report to Council regarding such an
agreement.

BY-LAWS FOR FIRST AND SECOND READING

Moved by: Deputy Mayor Renaud
Seconded by: Councillor Klein AND RESOLVED THAT By -Law 3504, to adopt a Code of
Conduct; and
By -Law 3505, to Lease the Kitchen Facilities at the Tillsonburg Municipal Airport; and
By -Law 3507, to provide for the licensing, regulation, and control of animals within the Town of
Tillsonburg, be read a first and second time and this constitutes the first and second reading
thereof.

BY-LAWS FOR THIRD AND FINAL READING
Council has requested that staff bring back a report at the next council meeting to ensure that the
measurement for monitoring this contract be reviewed to ensure that it will be measured correctly.
