PUBLIC MEETINGS
1. Committee of Adjustment Application A-03111, Terry Foutre & Janine Coldham, 37 Tillson Avenue
Presented By: Development Planner, County of Oxford
Mr. Jason Juhasz, Planner, County of Oxford, appeared before Council and commented with
respect to the attached application and County Report.
Opportunity was given for comments and questions.
Council suggest that staff review the penalty fee during the review of the Rates and Fees by-law.
The Applicant Terry Foutre was in attendance and was available to answer questions.
He addressed council's questions and requested that the penalty fee be removed as a condition.
No other persons appeared in favour of or in opposition to the application.
Resolution No. 4:
Moved by: Councillor Getty
Seconded by: Councillor Rosehart AND RESOLVE THAT this application is acceptable from a
planning point of view and should be granted subject to the following conditions:
1. A building permit for the duplex dwelling shall be issued within one year of the date of the
Committee's decision.
2. The applicant shall create a parking space (as indicated on Plate 2 of Report No.
2011-131) on the north side of the existing detached garage, as per
Section 5.20 - Parking Provisions (most notably Section 5.20.1.8 - Parking Surface) to the
satisfaction of the Building Department.
3. Minor Variance approval is granted only to permit development that is substantially and
proportionally in accordance with that shown on Plate 2 of
Report No. 2011-131.
4. The applicant shall pay to the Town $250.00 for the "Minor Variance Application After
14 ' Construction Begins" fee in accordance with the Town of
Tillsonburg Rates and Fees By -Law 3195.

4. Oxford Regional Labour Council -Delegation Follow -ug

On May 24, 2011 a Delegation from Oxford Regional Labour Council - FCM Resolution from
December 2010 regarding changes to the CPP plan.
The Town of Tillsonburg did not receive a request from the FCM to support the resolution.
The Resolution was forwarded by the FCM to the appropriate federal agencies for action in
December 2010.

for a period of three years commencing September 1, 2011
AND FURTHER RESOLVE THAT Council awards the Concession Operation to Beres Catering
100*\ for a period of three years commencing October 1, 2011.

Ground Penetrating Radar Scanning, as information;
FURTHER RESOLVE THAT Council award the Ground Penetrating Work (GPR) work to Global
GPR Services as a single sourced supplier as per the Town of Tillsonburg
Procurement By -Law at the Tillsonburg Cemetery at a maximum cost of $16,000 plus HST be
funded from the 2011 Cemetery Operating Budget.

Staff to make the requested changes and bring a report back prior to third reading of the By -Law.
Council has also requested that staff investigate if it would be beneficial for the Craft Guild to be
open on Sundays.

conditions contained within this report; and,
AND FURTHER RESOLVE THAT a bylaw be brought forward in this regard.
