1. Application for Committee of Adjustment (Hayhoe) Q
Presented By: J.Juhasz, Planner, County of Oxford
Mr. Jason Juhasz, Planner, County of Oxford, provided comment regarding the attached
report, and that it was a previously adopted report and that its year had lapsed. It only
effects one side of the property. The property will be a one storey dwelling. The
application was circulated to Town staff and the public.
The applicant, Wil Hayhoe, was in attendance, and confirmed that he agreed with the
recommendations.
No other persons appeared in support of, or opposition to, the subjection application.

Seconded by Councillor Lamb AND RESOLVED THAT Committee of Adjustment
Application A-01110 be granted, subject to the following conditions:
1. A building permit for the proposed single detached dwelling shall be issued within one
year of the date of the Committee's decision.
2. Minor Variance approval is granted only for a one storey single detached dwelling that
is substantially and proportionally in compliance with the applicant's sketch shown as
plate 3 of this report.

DELEGATIONS
2. Bidwell Street Closing Q
Presented By: Ms. Elvie Mitchell and Mr. Larry Evhardt
Ms. Elvie Mitchell and Mr. Larry Evhardt appeared before Council.
Ms. Mitchell noted that she lives on John Pound Road, and knows of no accidents on this
road, and further that when it came before Council a few years ago, it was not
recommended to be closed. It is a main road to relieve traffic from Broadway. As a walk
path, the John pound Road has a sidewalk. Guard rails were put up for cars on that road.
She did receive a report from Langdon and it doesn't give any real information. Most
people she spoke too want it left open. It was suppose to be put back as a road when
initially the hill was removed and now the hill has been put back. It should be left in.
Mr. Evhardt commented that the hill is a blind intersection and can be very dangerous to
hikers. They were out on the weekend and acquired 112 names to keep the street open.
L.Evhardt filed a petition that indicted it was a petition to keep the south end of Bidwell
Street open permanently.
In response to a question, the Director of Operations noted that Bidwell Street was
previously closed temporarily.
Councillor Stephenson asked the delegation if they got much opposition to their petition.
Response was that only a couple would not sign the petition.
Councillor Rosehart asked the goal of the walkway and how will it connect to the trail.
There has been some talk of the connection to the old bridge on the, but in the meantime
it was suggested they use the sidewalk moving away from the intersection before they
consider crossing. The Director of Operations confirmed signage, to encourage careful
crossing.
In response to a question, Ms. Mitchell stated that she has lived where she does since
1989, and there is more traffic in general, and not many pedestrians use the closed road
to walk up.

3. Requirement for Minor Ball Diamonds Q

The delegation introduced information regarding the package that was filed, including
safety concerns regarding parking. The commented that people wanting to park close to
the diamonds. A traffic study was suggested. Increased traffic will create negative
impacts to abutting land owners. The property is a close proximity to residents. The area
is not big enough for a baseball diamond. With the size of the park there is not sufficient
room to allow for a buffer. There is no way to enforce that the diamonds are used by 6 to
8 year olds. Organized ball will only schedule youth baseball but pickup games could
take place. We may also receive damage due to baseballs landing on our properties
and/or causing issues for children near the playground equipment. Alcohol and other
beverages as well as language are concerns. They noted they are concerned about the
impact on our properties. None of the groups including baseball, minor soccer or anyone
has not been notified. We understand that the resolution indicates a use of another park.
The physical limitations of the park do not allow the use of baseball. The delegation
asked Council to please consider their report.
Councillor Lewis asked what uses the group would consider.
The delegation responded that their concern is that baseball could cause a safety
concern. A fast baseball could severally injure or kill a small child. Discussion was held
regarding lacrosse. They added that they would ask that a study be done for other kinds
of uses.
Councillor Stephenson asked if there is a way to put in one ball diamond. Matthew Dale
responded even if safety nets are installed, there is not enough length.
Deputy Mayor Renaud asked a question about dead ending street.
Mr. Ches Sulkowski commented. Gilvesy park was allocated as soccer park when the
park at Cadman was declared flood plain over 10 years ago. There was plenty of
notification and a public meeting which helped establish it as a park. He noted they are
very happy with the direction that minor ball is going in. We have always had a good
neighbourly relationship with the neighbourhood. No swearing, one complaint and we
deal with it right away. A very important milestone for Bento from Brazil, bringing some of
their colleagues going to work with our coaches and we are lucky to have them. We are
going to hire them for a year to see what they are going to do for minor soccer. We are
applying for the world cup.
It was asked if there is a condition anywhere that Gilvesy park is only a soccer club. Mr.
Sulkowski responded, no.
Councillor Stephenson asked if it is because of the trillium grant that minor ball is doing
this or will this be recovered by the Trillium grant and done by minor ball.
Deputy Mayor Renaud asked how many people were registered to play in the last year.

It was asked if there is a master plan for parks. Response was, only for lands adjacent to
the Community Centre.
Councillor Stephenson asked if we look at school grounds for ball diamonds, if we make it
and maintain it.
Mayor Molnar recognized Kelly Batt, Janet McCurdy and Jim Hart for all their work with
ball diamonds.

That a seven step full time salary grid be adopted.
That the full time salary grid be adjusted by the economic factor of 1 % for 2010.
That the part time salary grid be adjusted by the economic factor of 1 % for 2010.
That pre budget approval in the amount of $184, 936.27 for full time employee grid adjustments be
adopted.
THAT CAOCLI 0-02 Salary Grid be received. Further resolve that Council endorse proceeding with full
implementation of the 7 -step salary grid as contained in FI 2010-002 report and provide pre -budget
approval for implementation in February.
