5.1. Review of Existing Patio Encroachment Pilot Project Sites Feedback
The committee reviewed the images submitted and discussed concerns.
The committee reviewed images of broken curbs with pink sidewalk inspection
markings submitted by member Huber. Staff to share sidewalk connectivity plan
work to be completed in 2022 once the 2022 budget and business plan is
approved.
5.2. Tennis Court pathway concerns
The committee reviewed the images submitted. It was suggested that a curb cut
is needed on the pathway to the tennis court.
5.3. Kinsmen Pedestrian Bridge
Jeff Huber arrived at 2:41p.m.
Non-slip mats to be reinstalled by end of week.
Council received the attached report at their meeting on November 23, 2021.
Staff shared the resolution as passed by Council for information.
5.4. Oxford County Joint Accessibility Advisory Committee meeting 2021 Update
Chair Allen provided an update from the meeting.
5.5. PXO located on Broadway at the Trans Canada Trail Update
The sunshields for the PXO located at Broadway at the Trans Canada Trail
intersection were installed on October 21, 2021. Staff shared an image of the
PXO with the sunshields installed.
5.6. T:GO Christmas Bus Update
Last Christmas bus day is this Saturday, December 18, 2021.
5.7. 2022 Meeting Dates
Second Tuesday of March, June, September and December at 2:00 p.m.

RECOMMENDATION
THAT Council receives the accessibility status update 2021, as information.
BACKGROUND
The Multi-Year Accessibility Plan 2019-2023 indicates that an annual status report will
be completed to document the progress and measures taken to implement the Town of
Tillsonburg’s strategy and meet the requirements of the Integrated Accessibility
Standards Regulation.
DISCUSSION
2021 Accessibility Achievements
Accessibility achievements in 2021 included:
• Playground Equipment Replacement Program – Glendale Park Playground – Barrier Free Play Structure – Installed April 2021.
• Sidewalk Connectivity Program Implementation – completed second quarter.
• Paved service of Trans Canada Trail between Quarter Town Line and Tillson Avenue – completed third quarter.
• Customer Service Centre Façade update – main entrance vestibule was
enlarged to enhance accessibility – completed second quarter.
• Community Grants process digitized – fourth quarter.
• Community Improvement Plan Application – 141 Broadway – Accessible
Renovation Grant awarded.

Accessibility Advisory Committee
The Accessibility Advisory Committee met three times in 2021.
The Committee provided feedback on Town projects including the Wayfinding Signage
project and the Library Lane and Keating Alley redesign concepts.
The next Accessibility Advisory Committee meeting is scheduled for March 8, 2022.
Oxford County Joint Accessibility Advisory Committee
The annual Oxford County Joint Accessibility Advisory Committee meeting was held
virtually on November 8, 2021. The Committee heard a provincial policy update, an
update regarding Oxford County accessible housing and a presentation regarding the Service and Support Animal Initiative (SSAI).
2022 Projects
The following list of projects were included in the approved 2022 final budget and
departmental business plans. These projects will improve the accessibility of Town
facilities and services.
• Mobile Application for reporting and service requests – fourth quarter.
• Airport Website redesign – third quarter.
• Implement CloudPermit customer payment integration – second quarter.
• Implement Planning Application Web Portal & Digital Service Delivery – fourth
quarter.

PURPOSE
The Accessibility for Ontarians with Disabilities Act, 2005 (the “AODA”) is a Provincial
Act with the purpose of developing, implementing and enforcing accessibility standards
in order to achieve accessibility for persons with disabilities with respect to goods,
services, facilities, accommodation, employment, buildings, structures, and premises.
The AODA was enacted into law with the vision of creating a fully accessible Ontario by
2025.
Furthermore, under the AODA, Ontario Regulation 191/11 entitled “Integrated
Accessibility Standards” (the “IASR”) came into force on July 1, 2011. Under the
IASR, the Province has committed to developing and implementing standards in:
• Customer Service
• Information and Communication
• Employment

• Transportation
• Design of Public Spaces (Built Environment)
The purpose of this policy is to set out the requirements of the IASR, under the
AODA, which reflects a number of accessibility standards that organizations across
Ontario, including the Town, are required to comply with.
NOTE: The requirements set out in this policy and the IASR are not a replacement or a
substitution for the requirements established under the Human Rights Code. Nor do
the standards or policy limit any obligations owed to persons with disabilities under
any legislation.
DEFINITIONS
Accessible Formats: May include, but are not limited to, large print, recorded audio
and electronic formats, braille and other formats usable by persons with disabilities.
Assistive Device: A device used to assist persons with disabilities in carrying out
activities or in accessing the services of persons or organizations covered by the
Customer Service Standard.
Communications: The interaction between two or more persons or entities, or any
combination of them, where information is provided, sent, or received.
Communication Supports: Communication supports are alternative ways of
communicating with people with disabilities. Examples of a communication support may
include, but are not limited to, alternative and augmentative communication supports,
plain language, sign language through an interpreter and other supports that facilitate
effective communications.
Disability:
a. Any degree of physical disability, infirmity, malformation or disfigurement that is
caused by bodily injury, birth defect or illness and, without limiting the generality
of the foregoing, includes diabetes mellitus, epilepsy, a brain injury, any degree
of paralysis, amputation, lack of physical co-ordination, blindness or visual
impediment, deafness or hearing impediment, muteness or speech impediment,
or physical reliance on a guide dog or other animal or on a wheelchair or other
remedial appliance or device,
b. A condition of mental impairment or a developmental disability,

c. A learning disability, or a dysfunction in one or more of the processes involved
in understanding or using symbols or spoken language,
d. A mental disorder, or
e. An injury or disability for which benefits were claimed or received under the
insurance plan established under the Workplace Safety and Insurance Act,
1997.
Guide Dog: A guide dog as defined in section 1 of the Blind Persons’ Rights Act is a
dog trained as a guide for a blind person and having qualifications prescribed by the
regulations under the Blind Persons’ Rights Act.
Mobility Aid: A device used to facilitate the transport, in a seated posture, of a person
with a disability
Service Animal: Any animal used by a person with a disability for reasons relating to
the disability where it is readily identified that the animal is used by the person for
reasons relating to their disability as a result of visual indicators such as the vest or
harness worn by the animal or where the person provides documentation from one of
the following regulated health professionals confirming that the person requires the
animal for reasons relating to their disability;
• A member of the College of Audiologists and Speech-Language Pathologists of
Ontario
• A member of the College of Chiropractors of Ontario
• A member of the College of Nurses of Ontario
• A member of the College of Occupational Therapists of Ontario
• A member of the College of Optometrists of Ontario
• A member of the College of Physicians and Surgeons of Ontario
• A member of the College of Physiotherapists of Ontario
• A member of the College of Psychologists of Ontario
• A member of the College of Registered Psychotherapists and Registered Mental
Health Therapists of Ontario
Support Person: A person who accompanies a person with a disability in order to help
with communication, mobility, personal care, or medical needs or with access to goods,
services or facilities. Examples of a support person may include, but are not limited to,

sign language interpreters, intervenors, a guide for a person with vision loss, and
personal care assistants.
Town: The Corporation of the Town of Tillsonburg.
Web Content Accessibility Guidelines (WCAG): World Wide Web Consortium
Recommendation, dated December 2008, entitled “Web Content Accessibility
Guidelines (WCAG) 2.0.
IMPLEMENTATION PROCEDURE
1. Application and Scope
This policy has been drafted in accordance with the IASR and addresses how the
Town of Tillsonburg achieves accessibility through meeting the regulation’s
requirements. It provides the overall strategic direction that will be followed to
meet the accessibility needs of persons with disabilities in the provision of goods,
services and facilities.
This policy applies to all employees, volunteers, Council Members, committee
members, persons who participate in developing the organization’s policies and
all other persons who provide goods, services or facilities on behalf of the
organization.
2. Statement of Commitment
The Corporation of the Town of Tillsonburg is committed to providing quality
goods, services, and facilities that are accessible to all persons we serve. We will
continue to work with the community and allocate appropriate resources toward
the elimination of accessibility barriers in customer service, information and
communication, employment, transportation and the design of public spaces and
are committed to meeting the requirements of applicable legislation, including the
Accessibility for Ontarians with Disabilities Act and the Ontario Human Rights
Code.
3. General Provisions
• Multi-Year Accessibility Plan and Annual Status Update Reports
In consultation with persons with disabilities, as well as input from
agencies and associations supportive of persons with disabilities, the
Town will establish, implement, maintain and update a Multi-Year

Accessibility Plan which outlines the organization’s strategy to prevent and
remove barriers and meet requirements under the Integrated Accessibility
Standards Regulation.
Additionally, annual status update reports will be drafted to provide
updates on the progress made each year toward achieving the strategy
and targets identified in the multi-year plan. The multi-year plan and
annual status reports will be posted on the Town’s website and made
available in an accessible format upon request.
• Procuring or Acquiring Goods, Services or Facilities
The Town shall incorporate accessibility criteria and features when
procuring or acquiring goods, services, or facilities, except where it is not
practicable to do so. In the event it is not practicable to do so, an
explanation will be provided upon request.
• Training
The Town shall ensure that training is provided to all relevant persons
including, all persons who are an employee of, or a volunteer with, the
Town of Tillsonburg, all persons who participate in developing
Tillsonburg’s policies, and all other persons who provide goods, services
or facilities on behalf of the Town.
The content of the training will include the requirements of the accessibility
standards referred to in the IASR and the Human Rights Code as it
pertains to persons with disabilities. The training provided shall be
appropriate to the duties of those being trained.
Training will be provided as soon as practical, as well as on an ongoing
basis if changes to accessibility standards occur. The Town will keep
records of the training, including the date on which training is provided and
the number of individuals to who it is provided. The names of individuals
trained will be recorded for training administration purposes, subject to the
Municipal Freedom of Information and Protection of Privacy Act
(“MFIPPA”).

The Town is committed to meeting the communication needs of persons with
disabilities in accordance with the IASR and will notify the public about the
availability of accessible formats and communications supports as required.
• Accessible Formats and Communication Standards
Upon request, the Town will provide or arrange for the provision of
accessible formats and communication supports for persons with
disabilities in a timely manner and at a cost that is no more than the
regular cost charged to other persons.
In determining the suitability of an accessible format or communication
support, the Town will consult with the person making the request.
If the Town determines that information or communications are
unconvertible, it shall provide the individual requesting the information or
communication with an explanation as to why the information or
communications are unconvertible and a summary of the unconvertible
information or communications.
• Feedback
The Town has processes in place for receiving and responding to
feedback and will ensure that these processes are provided in an
accessible manner and with communication supports upon request. The
Town shall notify the public about the availability of accessible formats and
communication supports with respect to the feedback process.

• Emergency Information
Where the Town prepares emergency procedures, plans or public safety
information and makes the information available to the public, the Town

shall provide the information in an accessible format or with appropriate
communication supports, as soon as practicable, upon request.
• Accessible Website and Web Content
Oxford County has processes in place to ensure that the Town’s internet
website and web content conform to the World Wide Web Consortium
Web Content Accessibility Guidelines (WCAG 2.0) as required by the
IASR.
5. Employment Standards
The Town is committed to fair and accessible employment practices. The
employment standards in the IASR outline the requirements for the
accommodation of persons with disabilities during the recruitment and hiring
processes and throughout employment with the Town.
• Recruitment
The Town shall notify employees and the public about the availability of
accommodation for applicants with disabilities in its recruitment processes.
Specifically, the Town shall:
o Notify job applicants when they are individually selected to
participate in an assessment or selection process that
accommodations are available upon request in relation to the
materials or processes to be used;
o Consult with the applicant and provide or arrange for the provision
of a suitable accommodation in a manner that takes into account
the applicant’s accessibility needs, if the selected applicant
requests an accommodation; and
o Notify successful applicants of the policies for accommodating
employees with disabilities when making offers of employment.
• Informing Employees of Supports
The Town’s Work Accommodation and Safe Return to Work Policy
documents how the Town shall support its employees with disabilities,
including, but not limited to, the provision of job accommodations that take
into account an employee’s accessibility needs due to a disability.

This information shall be provided to new employees as soon as
practicable after they begin their employment and shall be updated for all
employees whenever there is a change to the existing policies.
• Accessible Formats and Communication Supports for Employees
As per the Town’s Work Accommodation and Safe Return to Work
Policy, should an employee with a disability request an accessible format
and/or communication support, the Town shall consult with the employee
to provide or arrange for the provision of suitable accessible formats and
communication supports for:
o Information that is needed in order to perform the employee’s job;
and
o Information that is generally available to employees in the
workplace.
• Workplace Emergency Response Information
The Town shall provide individualized workplace emergency response
information to employees who have a disability if the disability is such that
the individualized information is necessary and the Town is aware of the
need for accommodation. The Town shall provide the information as soon
as practicable after becoming aware of the need for accommodation.
If an employee who receives individualized workplace emergency
response information requires assistance and with the employee’s
consent, the Town shall provide the workplace emergency response
information to the person designated by the employer to provide
assistance to the employee.
The Town shall review the individualized workplace emergency response
information:
o When the employee moves to a different location in the
organization,
o When overall accommodation needs or plans are reviewed, and
o When the employer reviews its general emergency response
policies.

• Documented Individual Accommodation Plans
The Town has in place a written process for the development of
documented individual accommodation plans for employees with
disabilities under the Town’s Work Accommodation and Safe Return to
Work Policy.
Individual accommodation plans shall:
o If requested, include any information regarding accessible format
and communications supports,
o If required, include individualized workplace emergency response
information; and
o Identify any other accommodation that is to be provided.
• Return to Work Process
The Town’s Work Accommodation and Safe Return to Work Policy
documents the return to work process for employees who have been
absent from work due to a disability and require disability-related
accommodation in order to return to work. The process outlines the steps
the Town will take to facilitate the return to work of employees absent due
to disability and include documented individual accommodation plans.
6. Transportation Standards
The transportation standards of the IASR sets out the requirements to prevent
and remove barriers to public transportation, so that everyone can travel more
easily in Ontario. It covers:
• Conventional transportation services, such as:
o Municipal transit buses
o Motor coaches – (not including Federal)
o Rail based transportation (e.g., subways, commuter trains, GO
Train etc.) –(not including Federal);
o Specialized transportation services for people with disabilities.

The Town provides transit services (T:GO) which is contracted to a third
party and through the operator responsibilities of this contract, it is the
contractor who ensures adherence to the required Accessibility Standards.
The Town currently licenses taxicabs and through the Licensing By-Law,
where the owners are responsible to ensure adherence to the required
Accessibility Standards.
7. Design of Public Spaces Standards (Accessibility Standards for the Built
Environment)
The Town is committed to designing public spaces that are free from barriers and
accessible to all persons we serve. The Town will comply with the design of
public spaces standards with respect to public spaces that are newly constructed
or redeveloped, including:
o Recreational trails and beach access routes
o Outdoor public use eating areas
o Outdoor play spaces
o Exterior paths or travel
o Accessible parking
o Obtaining services
o Maintenance of accessible elements
The Town shall ensure that all technical requirements are followed for public
spaces that are newly constructed or redeveloped.
• Consultation, recreational trails
The Town of Tillsonburg shall consult on the following before construction
of new, or redevelopment of existing recreational trails:
o The slope of the trail.
o The need for, and location of, ramps on the trail.
o The need for, location and design of,
a. Rest areas,
b. Passing areas,

c. Viewing areas,
d. Amenities on the trail, and
e. Any other pertinent feature.
The Town of Tillsonburg shall consult on the matters listed above by
consulting with the public and persons with disabilities.
• Maintenance of Accessible Elements Procedure
The Town will maintain the following procedures for preventative and
emergency maintenance of accessible elements in its public spaces:
o Staff will regularly monitor the accessible public spaces elements
implemented in their service area. Staff will actively monitor
feedback submissions or notifications from the public that an
accessible element requires maintenance and implement corrective
actions, as necessary.
o Staff will report any issue or deficiency impacting the accessible
public spaces element(s) in a timely manner within their service
area for further review and/or follow up. Potential outcomes may
include, the element undergoes a plan for remediation and/or
emergency maintenance may take place, depending on the
circumstances.
o Notice of temporary service disruptions of accessible elements
shall be provided to the public and in accessible formats upon
request.
8. Customer Service Standards
The Town of Tillsonburg is committed to providing exceptional and accessible
service for our customers. Goods and services will be provided in a manner than
respects the dignity and independence to all customers. The provision of
services to persons with disabilities will be integrated wherever possible. Persons
with disabilities will be given an opportunity equal to that given to others, to
obtain, use or benefit from the goods and services provided by and on behalf of
the Town of Tillsonburg.

on July 1, 2016, as it was consolidated into the IASR. Under the customer
service standards of the IASR, the following requirements are included:

1. INTRODUCTION
This plan will address the specific accessibility requirements in relation to the
2022 Municipal Election in the Town of Tillsonburg.
The Town of Tillsonburg has made great efforts in promoting a barrier free
community. In an effort to ensure that the 2022 Municipal Election is
consistent with the core principles of the Accessibility for Ontarians with
Disabilities Act, 2005, this planning document was developed in advance of
the election in order to identify measures to be taken and reported to Council
following the election.
2. OBJECTIVES
This plan is intended to highlight measures that the Town of Tillsonburg will
be implementing to ensure equal opportunity for all electors and candidates.
These objectives include:
• That persons with disabilities are able to independently cast their vote and
verify their selection.
• That persons with disabilities have full and equal access to all information
on where and when to vote and on eligible candidates.
• That persons with disabilities can fully participate in the Municipal Election
as an elector, candidate, or election official.
• That efforts are made to ensure that electors with disabilities are aware of
the accessibility measures available via channels such as the newspaper,
media launches, the Town of Tillsonburg website and social media.

3. DEVELOPMENT OF THE PLAN
This Plan is a “living” document which will be improved and updated as best
practices are identified and new opportunities for improvement arise. In
order to develop the plan below, several steps were taken in order to ensure
that the statutory requirements were met and a feasible implementation plan
was in place. During the development of the 2022 Municipal Election
Accessibility Plan, the following steps shall be implemented:
• Review and analysis of documents, policies and other supporting
materials from AMCTO, neighboring municipalities, the Ministry of
Municipal Affairs and Housing, technology suppliers and other various
stakeholder groups.
• Establish staff training standards and practices directly related to the
Election to ensure that people with disabilities are able to vote in a
positive customer service environment, and ensure that all Election
Officials recognize that a voter’s needs shall be accommodated.
4. VOTING METHODS
The 2022 Town of Tillsonburg Municipal Election will be working with
Intelivote Systems Inc. to provide eVoting services to eligible voters. This
includes the convenience and independence of voting from anywhere via
telephone, internet during the October 13 – 24, 2022 voting period.
Everyday tools like computers, telephones and other aids can present
accessible opportunities for persons with disabilities to accomplish more,
while being consistent with the principles of independence, dignity,
integration and equal opportunity.
The Intelivote Voting System provides voters with the capability to vote from
the comfort of their own home. Voting from home facilitates the voting
process for persons with disabilities who may have mobility restrictions, visual
impairment, and/or have a difficult time with transportation. Additionally,
persons who have assistive devices set up in their homes can now use them
to assist with casting a ballot privately and independently.

By allowing persons with disabilities to vote from any location and from a
selection of methods, there is an increase in the capability for the voter to
vote without any assistance. This provides persons with disabilities the same
independence and privacy in participating in the election as other voters. If
persons with disabilities do require assistance in the voting process, trained
Election Officials will be present at in-person Polling Locations offered across
the Town of Tillsonburg, throughout the voting period.
4.1 Telephone Voting
Eligible voters may vote using a touch-tone telephone, and the toll-free
telephone number, date of birth, and the PIN number contained in their Voter
Information Letter to access an audio ballot. Communications barriers can
make it difficult for people to receive or convey information. Barriers may be
identified as low volume, use of language that is not clear or plain, and
confusing or unorganized menu options.
The Intelivote telephone voting application provides the following:
• Service on all types of touch tone phones and wireless devices.
• Clear, plain language.
• Menu options that are easy to follow, advising when to select options
and provision of confirmation of the voter’s selections.
• Standard volume is used to allow for adjustment dependent of the
telephone or device being utilized.
4.2 Internet Voting
Eligible voters may vote online, using a smart phone, tablet device, gaming
device or computer and any accompanying assistive devices or software,
along with their date of birth and PIN and qualifying information, to access
the internet address provided in their Voter Instruction Letter.
The Intelivote System has been created to meet the Web Content
Accessibility Guidelines (WCAG-2 Level AA), so that persons with disabilities
can perceive, understand, navigate and interact with the online voting
system. It is compliant with the guidelines of the World Wide Web
Consortium website principles, which include organization, functionality and
readability of information provided, as well as alternative ways of
representing information, such as with audio.
4.3 In-person Voting at Community Support Station(s)

For those individuals without means to access voting via telephone or
Internet, or who require the assistance of a trained Election Official, several
advance community support station(s) and Election Day community support
station(s) will be open to provide in-person internet voting opportunities via a
laptop, tablet, touch screen monitor.
Access to the community support station interior and voting area shall be
level and slip-resistant. Any doormats or carpeting shall be level with the floor
to prevent potential tripping hazards. The voting area shall be well lit and
seating shall be available. Entrance corridors shall be clear of obstructions and
tripping hazards and will allow sufficient space for use of a wheelchair or
scooter.
An accessible voting area will be available at each community support station
location. These areas shall be low in height and have a wide area to allow for
individuals who use a wheelchair or scooter to vote independently and
secretively.
Voters may attend any community support station location throughout the
voting period. The Town of Tillsonburg will be operating the following voting
place location(s) during the Advance Voting Period:
October 13, 14 and 17 to 21st - 8:00 a.m. to 5:00 p.m.

4.4 Special Voting Provisions
Election staff shall visit sites including long-term care facilities and retirement
homes, to set-up on-site voting kiosks, or bedside voting opportunities for
residents.
5. VOTING LOCATION(S)
An accessibility assessment of each physical polling location will be
conducted. The following considerations are taken into account when
determining which location(s) will be used:
5.1 Accessible Route
Proximity of the voting location to accessible public transit routes shall be
considered in the selection of voting location(s). The name and/or address of
the voting location shall be clearly visible. An easily navigable route will be
marked for entry into the voting location and into the voting area within the
location. The voting area shall be identified with clear and understandable
signage. Seating areas shall be provided throughout the voting location for
individuals needing a rest.
5.2 Entrance and Exit
The route to the entrance of the voting location shall be unobstructed and
accessible. The route shall be wide enough to allow for an individual using a
wheelchair, scooter, other assistive device, or service animal to travel safely.
Doors into the voting location and voting area shall be accessible and easy to
open or shall remain propped open for the duration of the voting location
hours. Routine checks of entrance and exit routes will be made throughout
the hours of operation.
5.3 Parking
Accessible parking shall be available at all voting locations. The designated
parking space(s) shall be clearly marked with the international Symbol of
Accessibility and will be on firm and level ground, close to the entrance of the
voting location. By-law officers will monitor and enforce parking at voting
locations throughout the day.

6.1 Support Person/Friend of the Voter
Pursuant to the Town of Tillsonburg Accessible Customer Service Policy
people with disabilities shall be permitted to be accompanied by a support
person at any voting location. A designated support person and/or ‘Friend of
the Voter’ will be administered an oath of secrecy/confidentiality by an
Election Official prior to providing any such assistance.
6.2 Service Animals
Pursuant to the Town of Tillsonburg Accessible Customer Service Policy
individuals requiring service animals are permitted to be accompanied by a
service animal at all voting locations.
6.3 Election Officials
At in-person community support locations, upon request, Election Officials
are available to assist any voter who requires assistance in casting their online
ballot. All individuals working in the capacity of an Election Official are
formally appointed as such and administered an oath of secrecy prior to
voting day.
7. COMMUNICATION
The 2022 Municipal Election Accessibility Plan will be made available at the
customer service centre at 10 Lisgar and by way of the Town of Tillsonburg
web site www.tillsonburg.ca. Alternative formats will be made available upon
request.
Information regarding the accessibility measures provided for the 2022
Municipal Election shall be included in general election advertising as well as
in the 2022 Municipal Election Nomination Package.
7.1 Election Materials
The Town of Tillsonburg is required, as per the Accessible Customer Service
Standard, to provide a copy of a document to a person with a disability, or the
information contained in the document, in a format that takes into account
the person's disability.

Alternate formats are other ways of publishing information besides regular
print. Some of these formats can be used by everyone while others are
designed to address the specific needs of a user.
The Town of Tillsonburg and the person with a disability may agree upon
the format to be used for the document or information.
In the event the information is not generated by the Town of Tillsonburg or
is supplied by a third party, the Town of Tillsonburg will make every effort
to obtain the information from the third party in an alternate format
and/or will attempt to assist the Elector by providing assistive equipment.
General Election Materials
Large Print – Printed material generated by the Town of Tillsonburg will be
provided in an Arial font, minimum 11 point, and can be made available in a
font (print) size that is 16 to 20 points or larger.
Website – Information generated by the Town of Tillsonburg on the
website in relation to the election will be compliant with WCAG 2.0 Level
AA, and allow for assistive software to be utilized. In addition, website font
can be adjusted within the browser’s functionality to aid the user in reading
the information.
Video – Promotional and educational videos created for the 2022 municipal
election shall incorporate audio and captioning.
7.2 Service Disruptions
From time to time and/or for unforeseen circumstances beyond the Town of
Tillsonburg control, temporary service disruptions may be experienced. In the
event of a temporary accessible service disruption, Election Officials will
commit to making reasonable efforts to ensure that services are reinstated as
quickly as possible and that alternative services are provided where feasible.
In these instances of service disruptions, the Town of Tillsonburg shall provide
reasonable notice in the event of a planned or unexpected disruption in the
facilities or services usually used by persons with disabilities.
Notice of these temporary disruptions shall be provided in a conspicuous
place and manner at the respective location(s) and information shall also be
posted on the Town of Tillsonburg website. This notice shall include
information about the reason for the disruption, its anticipated duration, and
a description of alternative facilities or services, if available.

Accessible services in relation to this plan include voting places, election
materials and/or voting provisions for Electors with disabilities at the voting
place.
In the event of disruptions to service or unforeseen circumstances that affect
the accessibility of voting places during the advance vote or on Election Day,
notices of disruption will be posted in real time on the Town of Tillsonburg
website and election website.
8. CANDIDATES
Candidates must also have regard to the needs of electors with disabilities.
Campaign offices, election materials and canvassing should all be reviewed in
order to ensure that they are fully accessible. The Accessibility Directorate of

9. REPORTING
Pursuant to Section 12.1 of the Municipal Elections Act, 1996, within 90 days
after voting day, the Town of Tillsonburg Clerk shall submit a report to Council
about the identification, removal and prevention of barriers that affect
electors and candidates with disabilities.
