1. Correspondence RE: Brookside Subdivision
The following correspondence was received in support of the proposal, as
contained in the Public Notice, as attached:

The following correspondence was received in objection to the proposal, as
contained in the Public Notice as attached:

• Mr. Bob Morrison, representing Southside Construction of London, outlined the proposal, as contained
in the Public Notice, as attached.
• Mr. Morrison explained that plans to create the subject subdivision separate and apart from the
existing subdivisions were being considered.
• Concurrence from Town Staff, Council and the County would be required.
• The first phase of Brookside Subdivision has now been serviced, comprising of 49 lots.
• It is the intent to made the west side compatible and complimentary to the existing neighbourhoods.
• It was thought that if pathways could be created, the subdivision would be more attractive and in more
of a natural state.
• These considerations have been on the table for approximately two years.
• Mr. Morrison added that last year it became apparent that the association representing Broadway
Acres and Glendale Drive had the same thoughts.
• Following Mr. Morrison's comments, the meeting was opened up for additional comments.
• Mayor Horton noted that, in addition to the attached correspondence, Rex and Christine Jones had
submitted correspondence indicated support of the proposal. Mr. and Mrs. Jones were not present at
the meeting.
• Mr. Jerry Turner appeared before Council.
• He stated that he was reconciled to the fact that the 2 subdivisions should be connected.
• He noted that the students in Brookside should have a way of going to Glendale; and students in
Glendale to Msgr. O'Neil School and the soccerfelds.
• He suggested a walkway on Allen street as well, allowing a route to the cinemas and Lucianis.
• He suggested two walkways...one on Glendale Drive and one on Allen Street.
• He also suggested renaming that section of Glendale Drive.
• In summary, Mr. Turner was in support of the developer...that the road not go all the way through.
• Mr. Scott Campbell, representing Lyle Ball, appeared before Council.
• He expressed concerns on behalf of the potential homeowner, Mr. Ball, who has purchased a lot.
• Mr. Campbell noted that the proposed is a significant change from the original intent.
• Mr. Ball always understood that the subdivision would have arterial connections.
• Mr. Campbell wondered if consideration had been given to a traffic study, security and safety
concerns, as there is only one entrance/exit.
• Mr. Campbell further noted concerns with the safety of the walkways, as there was no clarification of
length or appropriateness of the walkways.
• Ms. Mary Whiltshire, a long time resident of Quarterline Road, appeared before Council in support of
extending Glendale and/or Allen.
• She questioned if Council had done any studies for potential growth of that end of Tillsonburg.
• She noted that there are new churches, schools, and now a soccer park.
• She noted a significant increase in traffic, with the new soccer park, and wondered what traffic would
due when the soccer park is full and people and coming and going.
• By opening up Glendale and/or Allen it would break up the traffic.
• She further noted that Quartertownline would require up -grading due to the increased traffic.
• She felt there should be more than one turn into Brookside Subdivision.
• She thought it would be premature for Council to close everything.
• She also felt that the pictures shown by Mr. Morrison were not accurate. The ravine was municipal
drains for a subdivision that cannot handle water. (0001
• Mr. Moylan appeared before Council.
• He noted appreciation for Council holding the public meeting.

• He noted that he had made his comments in March.
• He stated that he had no problem recognizing collector roads, but they should be planned in advance,
not created in the middle of subdivisions.
• He further commented that the subdivision of Glendale grew in 3 stages, allowing adequate time for
planning to find a suitable route for traffic from Broadway and Quartertownline.
• Mr. Moylan feels that Glendale Drive does not need more traffic.
• He recognized that Quartertownline does need held, and that something needs to be done to slow
down the traffic.
• He suggested property lighting between Glendale and the new subdivision, and making any bridges
suitable for snow removal.
• Mr. Bob Prouse appeared before Council with complaints about traffic.
• Mr. Prouse resides by Glendale High School, and commented that when school is going in or getting
out it is impossible to get out of his driveway.
• He noted that there are nearly 200 vehicles parked in the school lot during school hours, without
taking into account buses, parents dropping off students, taxies, etc.
• Mr. Prouse is concerned that with more traffic from the west it would be worse.
• Mr. Prouse supported the proposal.
• Mr. John Lanthier appeared before Council.
• He had previously circulated a petition to not extend Glendale Drive.
• He questioned if the proposal was put in place, would the walkways be permanent, or could a
situation arise where Glendale Drive could be extended later.
• Mayor Horton responded that nothing is forever and, whatever decision was made, there could be
changes made, as development is constantly evolving. The decision would probably last a significant
/4W) length of time though.
• Mrs. Jarvis, resident of Allen Street, appeared before Council
• Mrs. Jarvis noted that traffic on Allen Street is very fast.
• She supported the proposal, where there is a walkway from Allen and Glendale.
• In response to a question from Ms.Whiltshire, Mayor Horton noted that whether the decision is for a
roadway or walk, the developer bears the costs.
• Mayor Horton noted that probably a decision would be made on the matter at the Council Meeting of
August 12th.
• The CAO further explained that, with the first scenario, there could be a decision to go with the original
proposal.
• The second scenario would be that Council makes a decision to implement the proposed change.
• In the case of the second scenario, there would be a formal process, including a hearing, subsequent
to a decision of Council.
• The process would take several months.
• Mr. Dennis Hallett appeared before Council and asked if Council would take into consideration,when
making its decision, the numbers indicated support for the proposal. Mayor Horton responded, yes.
• Mr. Blair Lang, suggested an all -way stop at Glendale and Quartertownline.
• Mr. Rick VanHooren appeared before Council and noted support of the proposal for a walkway.
