1. Volunteer Recognition Award ... Chuck & Linda Smith and Phil Harris D
Presented By: Mayor Horton
> Mayor Horton presented Volunteer Recognition Awards to Mr. and Mrs. Chuck and
Linda Smith, and Mr. Phil Harris in recognition of their volunteer contributions and
involvement in the Model Aeronautics World Scale Championships held in Tillsonburg in
2002.
PUBLIC MEETINGS
2. Application for Zone Change - Irene Gilvesy
Presented By: Mr. Paul Michiels, Planner, County of Oxford
Mr. Paul Michiels, Planner, County of Oxford, appeared before Council and reviewed the
County Report, as attached.
Mrs. Gilvesy, representing the applicant, appeared before Council.
Mrs. Gilvesy has tentatively sold the property to Mr. and Mrs. Lessif, who also attended
the meeting.
No persons appeared in opposition to the application.
e0%) It was confirmed that the intent of the future property owners is to build one single-family
residence on the property.

Following discussion, the following resolution was passed. Mayor Horton noted that the
holding provision will preclude the possibility of there being an appeal.
A By -Law to be possibly forthcoming at the next Council Meeting - March 24, 2003.

Seconded by Councillor Lewis AND RESOLVED THAT the Council of the Town of
Tillsonburg approve the application for Zoning By -Law Amendment submitted by Irene
Gilvesy, whereby lands located on Lots 5, 47 & 48, Plan 41 R-1653 in the Town of
Tillsonburg are to be rezoned from ' Development (D)' to 'Residential Type (R1)' with
holding provisions to restrict the construction of a dwelling until such time as:
Adequate services have been provided to the subject property;
2. An entrance permit has been obtained from the County of Oxford;
3. All three properties are formally merged as one property under identical
ownership.
AND FURTHER RESOLVED THAT the Council of the Town of Tillsonburg instruct the
Oxford County Planning Office to prepare the necessary Zoning By -Law amendment for
Council's consideration.

4. Taxi By -Law
• Ms. Gaynor appeared before Council.
• Mayor Horton assured Ms. Gaynor that he would pass on her concerns to Inspector
Goodlett of the Oxford County O.P.P.
• Ms. Gaynor to be copied on the correspondence to Inspector Goodlett.
Presented By: Teresa Burton-McMerty
• Ms. Teresa Burton-McMerty appeared before Council expressing concerns with
respect to the Town's taxi by-law.
• She noted concerns with respect to vehicles having to be taken to four specific
garages for inspections; and a one-time mandatory driver training course.
• Mayor Horton explained that the idea was to have four garages each year, and they

would rotate for the follow years.
10� • Mayor Horton further explained that Council realizes that this was not the way to go,
but it's too far along this year to change. It will be changed for next year.
• Next year it will be opened up to any garage that wishes to participate in the
inspections. Taxi companies will have the freedom of choice regarding fitness
inspection checks after this year.
• Mayor Horton noted that vehicles can be taken to the garage of choice for repairs.
• With respect to the drive training course, Mayor Horton explained that the point of the
course is to ensure a certain consistency and safety level at a standard that we have
agreed upon.
• Following further discussion, Mayor Horton asked Ms. Burton-McMerty to put her
concerns and comments in writing.
COMMUNITY SERVICES
OPERATIONS
5. Discussion RE: Blue Box System (as requested by Councillor Molnar at Council Meeting of February
25, 2003)
• Councillor Molnar noted some concerns with respect to the current Blue Box System.
• It was noted that during restructuring, waste management was re -directed to the County Council level.
Although Tillsonburg was not in agreement, Tillsonburg has accepted it. Tillsonburg has been
working within the guidelines of the system.
• The County has indicated, although not in official form, that the weekly blue box pick-up will be
extended to a bi-weekly time frame, as early as April 2003.
• This is a real concern, as is the lack of information from the County is also of concern.
• It was noted that with the use of bag tags, the use of blue box will increase.
• Mayor Horton noted that arrangements have been made to have County representatives at the next
Council Meeting, March 24th, to discuss Well 13 and lawn watering.
• It was suggested that waste management also be discussed at that time.
• Staff direction was given for a report to be prepared as to the complaints that the Customer Service
Centre has received with respect to waste management.

6. Alzheimer Society RE: Permission to Conduct Tag Day - Saturday, June 21, 2003

Alzheimer Society of Oxford to conduct its annual 'Tag Day' on Saturday, June 21st,
2003, in the Town of Tillsonburg.
