The CAO, D.Morris, in the absence of the Director of Corporate Services, reviewed the
attached report from the County of Oxford.
The applicant, Mr. Dalm appeared before Council in support of the subject application.
No other persons appeared in support of, or opposition to, the subject application.

Seconded by Councillor Lamb AND RESOLVED THAT the Tillsonburg Committee of
Adjustment approve application A-01105 for 2 Belmont Avenue, subject to the following
conditions:
1) A building permit for the proposed dwelling shall be obtained within one year of the
date of the Committee's decision;
2) That the variances shall only apply to a single storey dwelling as shown on the
attached sketch (Plate 2); and
3) That the variances shall only apply to the existing lot, shown as Part of Lot 92, Plan
41 M-147 and Part 43 on Plan 41 R-6720.

DIRECTION: Council requested that there be communication with the developer
identifying the time line, and that there be report at the next regular meeting of Council.

Rita Corner, Museum Curator, reviewed the Annual Report.
4. Pesticide Committee
Mr. Shane Curtis and Kate Fisher appeared before Council
Tillsonburg's Guide to a Healthy Lawn and Garden Without Pesticides was reviewed in
draft format.

Seconded by Councillor Lamb AND RESOLVED THAT the Staff Report regarding a'High
Density Residential Incentive Program — Downtown Core and Surround Area', dated
March 9, 2005, be received;
AND FURTHER THAT a By -Law be prepared providing for a High Density Residential
Incentive Program for the Central Business District and immediate surrounding area
reflecting current Land Use Planning with such terms and specifications including:
• Definition of High Density Residential Development which will be subject of
this program;
• Provision for rebates of applicable Municipal Building and Development Fees at
time of substantial completion;
• Provision for rebates of Town incremental portion of Municipal Taxes to the
developer for 5 years following completion of the project;
• Schedule defining the Area that the Program will be applicable to; and
• Provision of Disclosure of Development Business Case from each applicant
justifying the need for this incentive program.

regarding the indoor pool and auditorium air handling unit tender results, as prepared by
the Parks and Facilities Manager, dated March 22, 2005, and the recommendations
contained therein be adopted.

DIRECTION: Staff were directed to provide Council with Minutes on a regular basis, through Senior
Management.
The Parks and Facilities Manager noted that the new system is to be up and running the first full week in
July.

Seconded by Councillor RESOLVED THAT the Council of the Town of Tillsonburg
recommend to Oxford County Council that the conversion to condominium ownership of
the apartment development proposed by application 32CDM-05002 (Oehm, Wood and
Growse) for lands described as Block K, Registered Plan M-42, in the Town of Tillsonburg
(municipally known as 64 Devonshire Avenue) be approved.
AND FURTHER THAT the Town of Tillsonburg recommend to Oxford County Council that
the draft plan of condominium application 32CDM-05002 (Oehm, Wood and Growse),
relating to a plan prepared by Kim Husted Surveying Limited, for lands described as Block
K, Registered Plan M-42, in the Town of Tillsonburg (municipally known as 64 Devonshire
Avenue) be draft approved, subject to the following conditions being met before final
approval of registration:
1. The approval applies to the above noted draft plan of condominium, 32CDM-05002,
shown on Plate 2.
2. That the condition of the existing building with respect to building code and fire code
issues be reviewed and approved by the Town's Chief Building Official and Fire Chief
and, if required, a building condition survey prepared by a Registered Professional
Engineer in Ontario shall be submitted to the satisfaction of the Town's Chief Building
Official and Fire Chief.
3. That the applicant address the requirements of the Town's Manager of Engineering
with respect to individual metering, transfer of easements, relocation of fencing, granting
of a hydro transformer easement and obtaining of an encroachment permit for the parking
area, to the satisfaction of the Town's Manager of Engineering.
4. Prior to approval of the final plan, the County of Oxford shall be advised by the Town of
Tillsonburg that conditions 1-3 have been carried out to their satisfaction.

of Oxford Planning Department to prepare a more in depth study of the Tillsonburg rental
market.
