1. Volunteer of the Month
Presented By: Mayor Molnar
Mayor Molnar presented the following awards:
• The Volunteer Recognition Award for the month of January 2006 was presented to
Mr. David Demeyere; and
• The Volunteer Recognition Award for the month of February 2006 was presented to
Mr. and Mrs. John and Linda Clifford.

2.2006 Draft Budget - Public Meeting D
Presented By: Director of Finance
• It was noted that the proposed 2006 Budget would result in a 4.97% tax increase to
the median residential taxpayer over 2005, or $55.68.
•
• Mayor Molnar noted that this is a process where the public is given an opportunity to
speak and ask questions.
• Mayor Molnar invited questions/comments from the public.
•
• Mr. Mitchell spoke before Council. He commented that he had read about the County
budget increase, and that residential assessment has increased by 7%, and further
asked if there was an easier way to present this to the public.
• The Director of Finance responded that the number presented is a net number,
resulting in an increase of 4.97%. Therefore, the tax rate will be down.
•
• Councillor Renaud commented that we are proud of our Town and want to ensure that
it stays the best place to live. Inequities in the system, caused by lack of funding,
have put additional pressure on the local municipality's budget. We need better
funding mechanisms.
•
• Councillor Stephenson commented that this municipality has been forced into
situations with downloading, that other Councils did not have to deal with.
• Councillor Lewis commented that the future of our community depends upon the
decisions we make today. We must take time horizons beyond one year to ensure
our quality of life. We must invest in our future and we must invest today. We have a
great community. We can anticipate an increase of 5% per year for the next few
years. 2.5% of the increase is an investment in our future. The balance is to take
care of today. The average residential household increase will be $55, which
represents 16 cents a day for all of the services that we enjoy in this community.
• Councillor Lamb commented this is a draft budget. It will cost money for services, but
maybe we can reduce it a bit, as it's plenty high.

Seconded by Councillor Lamb AND RESOLVED THAT whereas the health and welfare of
all residents is important to the Corporation of the Town of Tillsonburg; and
Whereas The Corporation believes that the protection of our water and air are important
to the health of the residents of the Town of Tillsonburg; and
Whereas The Corporation believes that the more our residents can resist the temptation
to use chemicals for lawn and landscape care the better our environment will be.
Be it therefore resolved that:
1. All commercial applicators of pesticides and herbicides must be licensed by the
Government of Ontario, Ministry of Environment.
2. That the Town of Tillsonburg recommends:
a.) That all residents be encouraged to use chemical pesticides and or
herbicides on their landscaping only when there is an observed need and not just
for preventive maintenance.
b.) That all residents be encouraged to cut their lawn at a minimum height of
2.5 inches.
C.) That residents who use only natural methods to maintain their lawn be
properly recognized and encouraged.
d.) That all lawn and landscape care businesses be encouraged to offer
natural products to the residents.
