Volunteer Recognition Award Q Presented By: Mayor Molnar Sonja LaRose was presented with a Volunteer Recognition Award in appreciation of her volunteer contributions to our community. > Mayor Molnar outlined the wide -range of community involvement that Sonja LaRose has had in the community and read an email from Steve Kyle regarding Sonja's involvement with the Relay for Life. B. Stephenson oultined that Sonja is not only a hard working but also fun to work with. Beres RESOLVED THAT the Minutes of the Budget Meetings dated November 28, 2008, December 8, 2008, December 11, 2008, December 18, 2008, January 19, 2009, January 23, 2009, and February 20, 2009 be received. "Carried" Larry Donnelly gave a presentation to Council regarding the budget. Larry outlined that he felt that there was a lack of information regarding the asset management program. Kim Sage spoke and asked regarding the $75,000 for HR and also asked about the reduction of staff wages by 1.5% to potentially to 1 %. Kim Sage pointed out that she had witnessed town employees picking up Christmas trees and it appears that some of the trees have been picked up 5 times. Also, she questioned whether full-time town employees that were working on family day would receive overtime pay (it was explained that those employees would take another day in lieu but with no additional hours). She asked a question regarding the use of student volunteers (it was explained that we utilized those in great deal). D. Beres - tax bills will not go up by 3% just town portion. F. Lewis - this is a responsible budget. Discussion regarding 3% When the reporting changes the debt will be put into perspective - there are municipalities with crumbling infrastructure. This is the best damn community to live in and we should be proud of it. S. Lamb - I have said since November I think it should be 0% but I would now be satisfied with 1.5% 1 suggest we send this back to directors but I think it could be pulled from capital projects. C. Rosehart - it is hard to cut programs and projects. it is hard to run a business without increasing spending. We have facilities we have to maintain. We will address as time goes on to see if we can keep costs low during the year and we will. B. Stephenson - questions about potential funding from senior levels of government that will be a positive impact to our budget. D. Morris responded funds may be subject to not being for taxation. Hard to put in budget funding of other sources. Discussion regarding potential revenues - discussion regarding a balanced budget in comparison to other years. S. Molnar - We have choices. Debt is not a bad thing when we get it for excellent amounts from the provincial governments. Using reserves to reduce amount of increase may decrease availability of reserves for capital projects when funding is offered from senior levels. S. Molnar asked a question about a possible dog park. Cynthia, from the surveys we may not be looking for a fenced in area. They would like an open area. There are a couple of options and that may come through in the public meeting. RESOLUTIONS 6. Egg Farmers of Ontario RE: Locally Produced Food Q Resolution >Moved by Dave Beres Seconded by Fred Lewis RESOLVED THAT Whereas the Town of Tillsonburg supports the practices that contribute to the creation of a sustainable environment; AND WHEREAS Ontario egg farmers currently provide our community with fresh, locally produced Grade A eggs which travel from farm to table in 4 to 7 days; AND WHEREAS Ontario egg farmers take pride in caring for their hens while offering consumers a variety of egg choice; THEREFORE BE IT RESOLVED THAT the current procurement practice of eggs by the Town of Tillsonburg, produced by Ontario egg farmers, be identified as the preferred local ?001� sustainable procurement practice; BE IT FURTHER RESOLVED THAT the purchase of all Ontario eggs contributes to the creation of a sustainable environment in which consumers and farmers benefit.
