5. General Business and Reports
5.1. Terms of Reference
The words "the" before the three bullet points under the mandate need to be
removed. The second paragraph with the word "related" needs to be amended
to "relates". Laura will collect any further changes by email from members.

5.2. Monthly Activity Update
Cephas Panschow provided an overview of the monthly activity update for
economic development. Staff to gather more data on the historical number of
jobs available in the past and how many people are employed who fall under the
working age in the local area.
Steve Spanjers joined at 7:43 a.m.
There was a discussion regarding environmental concerns at VanNorman
Innovation Park due to its location near a landfill. It was suggested that a more
recent phase two environmental study needs to be completed. It was also
suggested that the contractor doing the testing at the greyfield site could do the
testing at this site. Provincial government representatives are aware of this issue
and are working with Town officials. It was suggested to focus on what the
Ministry of Environment needs and provide ideas such as: doing bore holes
along the perimeter of the property.
5.3. Van Norman Innovation Park- Roadmap
Cephas Panschow provided an overview and status update of the future phases

of VanNorman Innovation Park. It was suggested that someone be hired
internally to do these projects rather than a third party consultant. It was also
suggested that this be shared with Kim Husted Surveying and the absolute title
could be done right away. Some members preferred Concept A over B due to
the layout of the streets.

industrial land development.

5.4.Tillsonburg Airport Discussion
It was suggested that the airport could better contribute to the economic
vibrancy of the Town. This item to be brought to a meeting once the Marketing
Plan has been completed by Loomex. The Chair of the Airport Advisory
Committee to be invited to the next meeting to discuss initiatives going on at the
airport.
6. Planning Items Circulation
There were no planning items for circulation on this agenda.
7. Community Strategic Plan
7.1. Town Hall Task Force
Laura will circulate the report on the update of goals in the Community Strategic
Plan. Cephas noted that bore holes have been dug at the greyfield site.
7.2.Affordable and Attainable Housing Committee
7.2.1. The last scheduled meeting did not have quorum. It was noted that the
Oxford County Housing Plan includes available lands for potential future
development of affordable housing.

The next meeting is scheduled for September 20, 2022.
7.4. Physician Recruitment and Retention Committee
The next meeting is scheduled for September 20, 2022. Laura provided a
previous report on the items discussed at the County Physician Recruitment
Committee. Laura will circulate the Committee's Terms of Reference. There was
discussion about the concept of a new medical clinic in Town. It was noted that
typically new doctors don't want to operate the business side of operations.
8. Community Organization Updates
8.1. Downtown Business Improvement Association
8.1.1. Report from BIA Chair ED09-01
Cedric noted that the Events and Marketing Coordinator job has been
posted for the BIA. There was a question regarding businesses that fall
outside of the BIA boundaries.
8.2.Tillsonburg District Chamber of Commerce
Suzanne noted that the Awards of Excellence is happening on September 29tH
Suzanne mentioned that a report on action in regards to the WSIB changes
related to COVID-19 will be brought forward at a future meeting.
Municipal candidates' debate is happening on October 12th at the Lions
Auditorium. A survey is available to be completed ahead of the debate to assist
with guiding the discussion of the debate.
Eric Gilbert will be discussing zone change applications at the Board meeting
tomorrow.

September 26th Council meeting.
The Oxford County Fan tour to promote opportunities is happening next week.

Subject: DTBIA business update
The following status report is provided to the ECDEV Advisory Committee:
Financial/budget:
- The Board of Management has approved the 2023 Budget & Business Plan which
features the theme: "The Next Dimension" which continues to build on our successes.
- The core financial plan in 2023 continues the evolution of the BIA with a per -member
increase of 1.3% which is significantly less than the CPI.
- There are important and notable investments in public realm assets.
- A major fundraising campaign to raise monies for the purchase of new Christmas
lights with a target of $55,000. To date and before any public marketing of this
initiative; there have been $6,000 in donations received.
- A final recovery of previous year's tax adjustments is included in 2023.
- A 10 -year capital and operating plan has been provided to the Town of Tillsonburg.
- The Executive Summary of the 2023 Budget & Business Plan is attached for your
review.
Operations & Beautification:
The team has been actively transitioning the summer flower displays to the fall festive theme
in addition to slowly removing + storing some of the outdoor/node furniture for the season.
Additional weeding has been completed along the Lisgar Ave. and Harvey St. corridors.
The small pots are being gathered and stored for the winter season. This will be completed
by October 15tH
The increase in migrant workers shopping downtown has created additional challenges for
waste management. We plan to purchase and install new waste management receptacles
near the Clock Tower in 2023.
We continue to monitor and correct the plethora of errant shopping carts in the BIA zone.

Membership update:
There are continued parking challenges given that the main parking garage remains closed.
There is no estimated date of re -opening. Note: TSSA has been on strike since early July
which has affected project completion.
We continue to support the 265+ members including promotion of the recent job fair +
providing resources and information where needed.
We are actively reaching out to all businesses in the BIA zone and beyond to market and
support applications for the Digital Mainstreet program. Ashley Blatz is our Digital Service
Squad leader who has pivoted to this responsibility until May of 2023. Recent DMS
programming qualifications have been adjusted so that the minimum 1 -employee
requirement has been removed effective immediately. This will allow additional small
businesses to be eligible to received $2,500 in program funding if they meet all the criteria.
FaSade Improvement Program/building storefront update:
The ED is working with several landlords/businesses on FIP applications. There continues to
be issues with existing project completion due to both material and labour shortages. There
continue to be interested parties who wish to put their application and/or process on hold
until such a time that material and labour costs stabilize or come down - and/or when
contractor availability can be assured.
The "public art blueprint" which the BIA will consider in 2023 will recommend elements which
may dovetail with the Facade Improvement Program. This is also contained within the 2023
business plan document as attached.
Human Resources:
The BIA assisted the Town of Tillsonburg and MSC on the October 5t" job fair. There were
150 +/- active participants who attended. The employer tables were at maximum capacity.
There was very positive feedback on the event, and we received many positive comments
about the care and condition of the downtown area.
We have been able to fund 3 additional part-time ambassadors through staged terms from
now until early in 2023. These are fully funded positions through the Tillsonburg Multi -
Service Centre.
Interviews for the vacant EMC position are being scheduled in the next 10 days with
additional candidates showing interest at the job fair.
The board approved the 2023 business plan which also features a slight increase in the team
complement of 0.27 FTE which supports the business plan elements.
There is active interest by businesses on both the North Broadway and Simcoe Street areas to
plan for new BIA's in those areas. This may be an opportunity for the DTBIA to provide
resources and staffing under a service agreement. This is driven by those busineses.

Events & Marketing:
We continue to schedule and post content for social media. There are areas of improvement
which are driven by the lack of an EMC at present.
The next events to be planned for are as follows:
1) Support for the November 11th Remembrance ceremonies;
2) Support for the Christmas parade;
3) Planning for the 2022 Christmas Crawl event.
As discussed and approved in the 2023 business plan; there are robust initiatives to further
support the membership to drive traffic. These included a return the radio airwaves; the
introduction of a VISA -based gift card program; a digital texting platform and the return of
TURTLEFEST.
2023 will be a busy year and it is contemplated that there will be continued recovery from the
depths of the pandemic and the remaining impacts. There are manpower challenges
throughout the BIA membership which limits many businesses from maximizing their
marketing and advertising efforts.
OBIAA update:
Many concerns and issues are being regularly reviewed with various levels of government not
unlike the advocacy efforts of the Tillsonburg District Chamber of Commerce. The OBIAA
has various committees that target common challenges. The biggest issue at present are the
severe impacts being felt in many BIA's of acute homelessness and encampments.
ED work plan & progress:
Many initiatives and ongoing projects to date:
1) Participation in the October 5th job fair.
2) Attendance at community events including the Station Arts Annual Gala; TDCC
Awards of Excellence, etc.
3) Planning + work outputs for the 2023 Turtlefest event are underway.
4) 7 meetings held with various stakeholders to ensure proper content in the 2023
budget and business plans.
5) Follow-up with the Town of Tillsonburg & other stakeholders; to facilitate with
Cushman & Wakefield a high-quality feasibility study for a select -service hotel to be
located in downtown Tillsonburg.
6) Weekly involvement with OBIAA best -practices calls is ongoing.

7) Research and effort to secure positive outcomes with additional grant applications
from various partners at the municipal, provincial, and federal levels of government.
8) Undertake design specifications for "made-in-Tillsonburg" new BIA assets for
installation in 2023 once approved at the AGM and by the new Town Council.
9) Met with town operations staff on several BIA issues.
10) Met with town staff on assessment of trees in the downtown core area.
1 1)Attended a site visit with the Board Chair at the new Hyatt Place hotel and convention
centre on Hurontario Street in Mississauga.
General information:
The ED continues to work with many stakeholders to share information of mutual interest.
The ED will be taking further steps to prepare for and execute the upcoming Annual General
meeting to be held at the Tillsonburg Legion on Wednesday, November 23rd, 2022.
Governance:
Brandon Thompson of True North Cannabis Co., (aka TNCC), attended his first BIA meeting
on September 28tH
As discussed last month; there will be elections for the new board to be held following the
municipal election on October 24th. The process will be outlined and communicated to
members upon consultation with the Clerk of the Town of Tillsonburg. The ED will act at the
Returning Officer and manage the process like what is done at the municipal, provincial, and
federal levels. The current board serves until January 1St, 2023, or until their successors are
elected and subsequently appointed via by-law as per the newly elected town council.

on November 23rd
