It was suggested that a consultant review the hydro capacity and utility placement prior to the release of the RFP for Phase 2 of VanNorman Innovation Park. 7.2 2023 Economic Development Business Plan Cephas Panschow provided an overview of the 2023 Economic Development Business Plan. There will be a priority setting meeting in March or April. There will be a Community Strategic Plan report coming to the next Council meeting. Staff looking into lands for Project Big Swing. Carried 7.3 Strathallen Lease (verbal update) There was a discussion regarding the Strathallen lease. Documentation related to this item will be collected and sent out two weeks prior to the next scheduled meeting date. 8. Planning Items Circulation 9. Community Strategic Plan 9.1 Town Hall Update The environmental site assessment is to be complete by the end of this month. Staff will be reviewing this item at the Council Priority Setting meeting. 9.2 Affordable and Attainable Housing Committee Council approved the re-designation and re-zoning application for the 31 Earle Street property. There will be an eight-week temporary homeless Page 5 of 39 4 shelter at Avondale United Church managed by Operation Sharing and food will be provided by the Mill restaurant. 9.3 Boundary Adjustment Committee There were no further updates on this item. 9.4 Health Care Committee It was noted that the Community Health Care Committee met on February 7th and drafted updated Terms of Reference. It was noted that three new physicians were recruited in 2022 and one new recruitment in 2023 so far. The TDMH CEO to be invited to a future meeting. 10. Community Organization Updates 10.1 Downtown Business Improvement Association 10.1.1 Report from BIA Chair Cedric Tomico provided a brief summary of highlights from the report. There will be a discussion on shortage in patio spaces at the next meeting. 10.2 Tillsonburg District Chamber of Commerce The Chamber welcomed five new directors to its' membership including: new President, Keith Agnew. The WSIB Policy has complete. The Chamber is looking to get a co-sponsor on issues identified with the Ontario Residential Tenancies Act. The Business After Five events are booked for the whole year. Nominations for the Awards of Excellence will be circulated soon. The Chamber is organizing a Mayor's Breakfast. It was suggested that the Chamber use their network to advocate for simplifying the new Underused Housing Tax (UHT) requirement on income tax filing. 10.3 Woodstock, Ingersoll, Tillsonburg and Area Association of Realtors 10.3.1 Monthly Statistics Dane provided a brief summary of the statistics. 11. More planned for 2023 Page 26 of 39 Page 1 of 6 Report from DTBIA – ED03-23 To: Economic Development Advisory Committee From: Cedric Tomico – DTBIA Vice-Chair Date: March 8th, 2023 Subject: DTBIA business update The following status report is provided to the ECDEV Advisory Committee: Financial/budget: Revenues to date are tracking better than budget for the first two months of 2023 driven entirely by non-levy revenues. Expenses are well controlled to date with savings vs. the approved budget. Some of the positive variances are driven by timing of purchases and when programs will be implemented. The ED has prepared a comprehensive RED-OMAFRA funding request which was submitted in February. If successful, this will fund up to 30% of approved infrastructure and streetscaping plans. This would be a $40,000 positive impact to the BIA financials. There are no negative tax adjustments expected in the 2023 fiscal year, and we are working with the finance/revenue team on this file. General business conditions are stable despite the economic headwinds and the continuing higher interest rate environment. Capital spending plan: the approved CAPEX items are being sourced to ensure competitive bids, quality, and availability for in-service dates. It appears that pricing has stabilized, and we should be able to meet our capital procurement plan for FY’23. Operations & Beautification: The winter season has presented several challenges due to the changeability. The ambassador team has continued working to address safety issues and concerns as they arise. The town Public Works staff have done an excellent job with the magnitude of the snow events. Following these events, “snow-lifts” have been scheduled accordingly. A preliminary 2023 beautifications meeting was held to determine the colours and plant species for the spring/summer season. Purple will be the main theme this year as articulated by “Communities in Bloom” Canada. A rendering will be completed + presented to the board at the next meeting. Page 27 of 39 Page 2 of 6 Membership update: We continue to see interest and activities with various properties throughout the BIA zone. i) Easy Home has closed and has been deidentified as per the lease agreement (02/28). ii) Tillsonburg Hobby Central is fully operational in their new space at 18 Oxford Street. iii) Bird’s Golf has new events and full-service, themed + special event meals. iv) Sangster’s Health, (TTC mall), has been renamed “The Health Centre”. v) 200 Broadway – exterior repairs to the front mall canopy will be underway forthwith. vi) Reelflies – new window displays & signage are completed – open house was 03/04. vii) Many stores have adjusted their operating hours due to staffing and/or sales. viii) Hi-Def: business had transferred to Simcoe Street prior, building is now sold. ix) 33 Oxford Street – renovation is nearly complete – looks fantastic. x) 38 Brock Street E. – interior renovations complete – looks fantastic. Façade Improvement Program/building storefront update: The ED met with David Frei of Southridge Concept Rendering regarding the renewal of the contract for 2023 fiscal year. We are happy to report that there is no price increase for the upcoming 12-month period. The BIA team are very satisfied with the work from this vendor and recommends that the services be retained until further notice. There continues to ongoing interest in the FIP, however there is little activity due to the uncertainty in the economy at present. Human Resources: We have one Glendale HS student on a short term work experience contract from February 21st to March 31st – fully paid for by Employment Ontario. We are awaiting word on the Summer Job Service funding application – usually we are notified in early April. This application contains 5 positions of various terms including one allocated to TurtleFest planning/execution. The new board received HR training/education by HRP4B on February 22nd. The street ambassador team in on limited scheduling until the spring weather arrives. There is one team member schedule 7 days a week for a 3-hour shift. There are several HR-related/staffing applications in the queue for fully paid placements. Page 28 of 39 Page 3 of 6 Events & Marketing: The ED and EMC continue to visit with member businesses throughout the downtown, The following is a partial list of the various projects and initiatives that are underway or have been determined either through the budget process or from stakeholder feedback: 1) TurtleFest: we are actively contributing to the committee. The DTBIA will be leading the planning of/for the Block Party. The following planned activities pending sponsorship confirmations: a. New for 2023: Pirate Life ship b. Returning: The Fire Guy c. Returning: Classic Car Show d. Returning: Various bouncy castles with new themes e. Returning: Food Trucks, with preference given to Tillsonburg area vendors 1st. f. New for 2023: Air Brush artistry g. New for 2023: Various in negotiations pending successful sponsorships from the community/businesses. h. Awaiting confirmation of the main-stage entertainment sponsorship from Rogers Radio: if Rogers is a “no-go” we have a back-up sponsor, (to be named), that will step in with $15,000 to make it happen. Reminder that TurtleFest is a on-day event on Saturday, June 17th. It is hoped that in 2024, the festival will revert to a 2- or 3-day event as was the case in the past. 2) Radio ads continue to run featuring new and legacy businesses as applicable. The ads are changed up each month. 3) Banners for 2023: the artwork is finalized and an initial order of 50 banners has been placed. Delivery is early April. 4) Attending/participating in OBIAA best-practices calls with respect to marketing and traffic building ideas – ongoing. 5) Attending other BIA projects, events, and venues to learn and perhaps implement ideas back in Tillsonburg. 6) The events calendar for FY 2023 continues to evolve as conditions change. Activities are being modified based upon member feedback and available resources. 7) CRM software preparations are underway with cataloging of datapoints. 8) The EMC is at Fanshawe College every Friday – enrolled in ADOBE products training. Page 29 of 39 Page 4 of 6 9) Regular and ongoing posting to all social media channels. 10) Creation of new a-frame posters and procurement of additional off-Broadway promotional elements and materials. OBIAA update: Advocacy efforts continue particularly with respect to policy changes including forgiveness of the CEBA repayments. No further update on this item currently. The $2,500 Digital Transformation Grant has been renewed and the team is actively promoting, meeting with members, and engaging with pop-ups to meet our contractual obligations. This is ongoing. The upcoming Tillsonburg pre-conference activity is Sunday, April 16th, 2023. Please see the resolution from the OBIAA Advocacy Committee on the pervasive concerns being reported by member BIA’s from around the province vis a vis the chronic and worsening homelessness issues. ED work plan & progress: Many initiatives and ongoing projects to date: 1) Further engagement with the public was undertaken by a mall display of the new proposed winter lights on March 7th. All of comments were very favourable and the voting continues to support the #3 snowflake which is the largest version with the blue circle in the middle. The announcement for the “most votes” will be made next week with a report to be considered at the next DTBIA Board meeting. 2) Several meetings with external stakeholders. 3) Many meetings with the TurtleFest Executive Committee. The TF budget has been approved and the team is working on executing the plan. 4) Ongoing attendance with the “Bridge Street streetscaping” steering committee and subsequent follow-ups including a meeting with the new County of Oxford planner. 5) Cold called 5 additional national retailers/chains. Awaiting potential follow-up(s). 6) Continuing work with SB Advisory and Millards on year-end preparations. There were issues with the bank reconciliations in QBO which are being remedied by SBA. 7) Weekly involvement with OBIAA best-practices calls which have been very helpful. 8) Weekly involvement with Digital Service Squad training/development including the recording of various datapoints in HubSpot. Page 30 of 39 Page 5 of 6 9) Research and effort to secure positive outcomes with additional grant applications from various partners at the municipal, provincial, and federal levels of government. There are various deadlines in the coming weeks. The provincial government FY ends March 31st with new programs commencing April 1st. 10) The team made a presentation at the New Hamburg, ON public meeting on the best practices of running/operating/leading a BIA – March 8th. Feedback was positive. 11) Met with BIA peers in other communities to observe and evaluate programs and PRI investments for applicability in Tillsonburg. 12) Renewed membership with the AMCTO which aids in the clerk’s/executive director and governance parts of the ED position accountabilities. 13) Awaiting next steps for the MICONEX gift card platform and implementation plan. 14) Ongoing: various activities which are relevant to the approved 2023 business plans. General information/feedback: There is universal positive feedback on the “out of the cold” program at Avondale United Church – kudos and thanks to all who facilitated this important initiative. There is a resolution from the OBIAA Advocacy Committee, attached, which demands action from the Province of Ontario on the homelessness file, housing affordability & the opioid file. There are ongoing issues with nefarious characters hanging out in the parking garage. I have engaged with the Chair of the PSB on this issue and he is committed to bringing forward this item to the Detachment Commander and perhaps addressed directly with the Police Services Board (PSB), at their next meeting being held on March 16th, 2023. Most recently, there are people speeding through + actively revving engines, doing burnouts + other potentially dangerous activities – all using their vehicles. Summary: The team continues to be focused on the primary mission of providing our membership with a high level of customer service + engagement to assist them with success and resiliency into the future as we collectively recover from the dark depths of the pandemic impacts. The entire DTBIA team is excited about all the initiatives to be implemented in 2023 including the new gift card program; the return of Turtlefest; the procurement and installation of new winter/festive pole lights throughout the downtown core; the implementation of a public art policy; more new businesses – some already identified in the pipeline; and much, much more. [1] Page 31 of 39 Page 6 of 6 OBIAA resolution sent to the Province of Ontario – March 8th, 2023 Whereas the Ontario Business Improvement Area Association (OBIAA) has been actively involved and advocating for solutions to address the homelessness issue affecting all Municipalities and the affects to our Main streets (BIAs) over the past 4 years and have included this major complex issue recently in our 2023 Provincial Government Budget submissions and also highlighted the homelessness affecting BIAs and their municipalities in our 2022 Provincial Election Toolkit and the fall 2022 Municipal Election toolkit. Additionally, the Ontario Big City Mayor’s Caucus unanimously adopted OBIAA’s 2022 Main Street Means Business Ontario Election Toolkit which highlighted the effects of Social Issues and Homelessness on our streets. Whereas Ontario’s BIAs are affected by homelessness and the resulting affects to our small business community; dealing with: • Chronically Un-housed – Our main street BIAs are severely impacted by the current critical lack of housing and homelessness • At-Risk of Homelessness – Disproportional distribution and planning of affordable housing • Mental Health – BIAs and Municipalities are currently the ‘front-line’ for Social Issues • Safety Concerns and Perceptions, which include negative community interactions create a real crisis on our “main streets” due to safety concerns and the difficulty BIAs have navigating the social service organizations and their different mandates and priorities • Security and Policing – BIAs are going beyond their mandate, creating or funding programs to mitigate current social challenges • Opioid Crisis – Business members and BIAs taking on additional roles to deal with the daily crises WHEREAS the homeless crisis is taking a devastating toll on families and communities, undermining a healthy and prosperous Ontario; WHEREAS the homelessness crisis is the result of the underinvestment and poor policy choices of successive provincial governments; WHEREAS homelessness requires a range of housing, social service and health solutions from government; WHEREAS homelessness is felt most at the level of local government and the residents that they serve; WHEREAS municipalities and District Social Administration Boards are doing their part, but do not have the resources, capacity or tools to address this complex challenge; and, WHERE leadership and urgent action is needed from the provincial government on an emergency basis to develop, resource, and implement a comprehensive plan to prevent, reduce and ultimately end homelessness in Ontario. THEREFORE BE IT RESOLVED THAT the Ontario Business Improvement Area Association (OBIAA) calls on the Provincial Government to urgently: a) Acknowledge that homelessness in Ontario is a social, economic, and health crisis; b) Commit to ending homelessness in Ontario; c) Work with AMO and OBIAA and broad range of community, health, Indigenous and economic partners to develop, resource, and implement an action plan to achieve this goal. AND FURTHER THAT a copy this motion be sent to this Minister of Municipal Affairs and Housing; the Minister of Children, Community and Social Services; and the Minister of Health, the Association of Ontario (AMO) and the Federation of Northern Ontario Municipalities (FONOM) and our member BIAs.
