1. Call to Order
The meeting was called to order at 5:31 p.m.
2. Adoption of Agenda

THAT the Agenda as prepared for the Tillsonburg Advisory Committee meeting
of September 21, 2023, be approved having Item 5.3 addressed first.

3. Disclosures of Pecuniary Interest and the General Nature Thereof
None.
4. Adoption of Minutes of Previous Meeting

THAT the Minutes of the Tillsonburg Airport Advisory Committee meeting dated
July 20th, 2023, be approve as amended to include the following amendment:
Include as Item 6.8 Crack Sealing - discussion occurred by the Members
and a recommendation was provided to look into this process as this has
not been completed in a few years.

5. General Business and Reports
Item 5.3 was addressed first.
5.3 Insurance and Inspection Matter Report [Jonathon Graham]
Jonathon Graham, Director of Operations and Development provided an
overview of the report to the Committee. The Fire Chiefs from the
Municipality of South West Oxford (Rob Serson) and the Town of
Tillsonburg (Shane Caskanette) as well as an ION Insurance
representative, Charles Blouin, attended the meeting to answer various

questions from Members. Staff and the ION representative answered
various questions from members of Committee. Chief Serson (SWOX)
commented on the water levels available at the airport and the method of
fire suppression would be a foam application. Chief Caskanette
(Tillsonburg) commented that Tillsonburg would assist SWOX through
mutual aid and they do have access to foam suppression. Chief
Caskanette commented further on the challenge to shuttle water to the
location and the inability to preplan for the items within the hangers. Chief
Serson provided that staff intended to work with the hanger owners,
provide education and working towards protecting their assets noting any
serious risk to life would need to be dealt with.
A follow-up was requested from staff regarding the difference between
commercial and personal hangers.
The following resolution was presented:
A. THAT report titled Committee Report - Fire Inspections &
Tillsonburg Regional Airport Insurance be received as information;
and
B. THAT the Tillsonburg Airport Advisory Committee support the
direction of Town Staff to implement the requested Fire Inspections
with the condition that should a Lessee not allow/condone said Fire
Inspection that the Lessee will be notified of their breach of the
Lessee’s applicable agreements.

The Committee lost quorum at 6:15 pm. All remaining items were to be addressed at
the next Committee meeting.
