NOTICE OF PROPOSED BY-LAW – BIA BOUNDARY EXPANSION
Tillsonburg Business Improvement Area (BIA) Expansion Proposal
On October 18, 2023, The Tillsonburg Business Improvement Area (BIA) Board
agreed to request the Town to commence a boundary expansion to their existing
jurisdiction. Tillsonburg Town Council agreed to consider an expansion to the
Tillsonburg BIA boundaries.
In accordance with the Municipal Act 2001, before passing a By-Law to expand the
boundaries, every person who, on the last returned assessment roll, is assessed for
rateable property that is in a prescribed business property class which is located in the
current boundaries and in the new boundaries must be sent a notice of the proposed
changes. This letter serves as the official notice.
Town Council cannot consider the change request under the following conditions:
1. if one-third of the total number of persons entitled to notice OBJECT to the
expansion by June 10, 2025, AND the objectors are responsible for at least one-
third of the local municipal taxes levied within the current boundaries; OR
2. if one-third of the total number of persons entitled to notice OBJECT to the
expansion by June 10, 2025, AND the objectors are responsible for at least one-
third of the local municipal taxes levied within the suggested new boundaries.
You are receiving this notice as your property known as Property Address/Roll
Number has been identified as within the current or new boundaries (Map attached as
Appendix A).

Official submission of persons objections must be submitted as outlined below.
Landlord Responsibilities – DEADLINE – MAY 11, 2025
On or before May 11, 2025, a Landlord who receives a notice shall,
(a) give a copy of the notice to each tenant of the property to which the notice relates
who is required to pay all or part of the taxes on the property; and
(b) give the clerk of the municipality a list of every tenant described in clause (a) and
the share of the taxes that each tenant is required to pay and the share that the
person is required to pay.
Extra copies can be obtained by contacting clerks@tillsonburg.ca or visiting the
Customer Service Center at 10 Lisgar Ave. The list required can be submitted in person
or by emailing the clerks office.
Taxpayer Responsibilities (Property Owner and Tenant) – DEADLINE – JUNE 10,
2025
On or before June 10, 2025, all persons receiving this notice have an opportunity to
provide comment to the Town Clerk.
OBJECTIONS
Written objections to the Town Clerk must be received by 4:30 p.m. on June 10,
2025. The objections must be on the form included on this notice and delivered
to the Customer Service Office at 10 Lisgar Ave. Hand delivery or mail post
marked by June 10, 2025, required.

To facilitate collection of the objections and to assess the impact, all objections
must be received in writing on the official form included. Other methods will not
be considered as an official response (ex. email, telephone, fax). If there are
concerns with submission, please contact the clerks office directly.
SUPPORT
Persons supporting the proposal are not required to submit any official response.
Persons may wish to submit their support by completing the attached form within
this notice and mailing/delivering to Customer Service Office at 10 Lisgar Ave.
