"Carried" BUSINESS ARISING FROM THE MINUTES 1. Recommendation Presented By: David Calder, CAD, Town "That the Physician Recruitment and Retention Sub Committee recommends the following: That due to the identified community need and the economic impact of physician recruitment, a program of Physician Recruitment and Retention must be formalized in a new model; And that the Tillsonburg District Chamber of Commerce be invited to join the Town of Tillsonburg and the Tillsonburg District Memorial Hospital as sponsors of a Physician Recruitment and Retention model; And further that the Physician Recruitment and Retention Committee develop a model for recruitment and retention that includes, but is not limited to, such items as level of required funding, sources of funding, pros and cons of incentives, alternative practice models, and buy in from local practitioners." D.Calder spoke to the Agenda Item 1, explaining that the attached draft recommendation was prepared by the Sub -Committee, based on their meetings. Of interest to the Committee is the Oxford group's role/mandate in comparison to Tillsonburg's. Dr. Rowland, as Chair of the Oxford group, was asked to up -date the Committee as to what's happening at the County level. Dr. Rowland noted that the County group originally came about as a result of a meeting a couple years ago. At that time, there was a lot of investigating, but not much action. The new version came from discussion from himself and a couple others. The group is not referred to as a 'committee', as it was felt things could move faster without strict structure. There is not structure from the County as of yet, but he is working on that. The County is aware of the group and has given it's blessing to move forward. The Warden is involved with the group, and currently there is representation from Tillsonburg, Ingersoll and Woodstock. The group has asked for representation from Tavistock area, and hopes to hear back about that by the end of the week. The purpose of this group is to recruit for Oxford as a whole. The group feels that because it is difficult for individual communities to recruit, it would be better to do a needs assessment across the County. This does not preclude Tillsonburg from having its own group. The next meeting of the Oxford group is scheduled for this week, Thursday. Data has been gathered and is being explored, and the next step is a Needs Assessment for the County as a whole. Also the group will be reviewing and attempting to finish terms of reference of the group by Thursday, in terms of resources needed. Dr. Roth asked if the group has talked about incentives, and if the group is going to look at financial incentives. Dr. Rowland responded that would be appropriate and the group will be looking at that. Page 2 MINUTES: Meeting for the Committee "Physician Recruitment and Retention Committee" M.Getty asked if incentives for the new doctors are key throughout the County. Dr. Rowland responded that he could not answer that accurately, as the group does not have all of the information as of yet. Woodstock does not currently offer incentives. The group is exploring this. M.Getty, noted that this is information the Tillsonburg Committee would like to know. Dr. Lamb asked if the group is getting information from each municipality in terms of what their expected groups is, ages and potential demands. Dr. Rowland responded that the group is treating this as an economic issue and that's why they are starting with a needs assessment. He sees this group gathering information and then going back to various municipalities with the findings. C.Rosehart asked if the Emergency department is being overused by unattached people. Dr. Roth advised that some people may be doing that, but there are people that a relocating here, and his office is accepting patients here in town. Doctors Holowachuk and Lamb added that there are instances where this is happening, and some people relocating to Tillsonburg keep there previous family doctors, so emergency services are required from time to time. D.Calder commented that this group should go in tandem until the County group gets established. From our perspective, there are unique situations in Tillsonburg, making it desirable to recruit in a different manner. That is why the Sub -Committee has proposed the attached recommendation. The recommendation was reviewed again, and it was noted that income stabilisation is unique to Tillsonburg. Dr. Rowland noted that the County group sees its role as coordination. He hopes the group can access information that individual groups/committees cannot afford. This doesn't preclude local activities. M.Getty commented on the differences between incentives. The key one for Tillsonburg is to offset costs of family practices. D.Calder commented on the piece with the Chamber. Further to the attached recommendation, there would likely be a board member from the Chamber that gets appointed as a liaison. D.Calder added that, from what he's hearing today, it would seem appropriate to adopt the recommendation . He also noted that there is $10,000 in the Town budget that has not been allocated, and no plan around it From the Town, we are always changing our model a bit and looking for collaboration. C.Houze noted there is $10,000 from the Hospital as well. Perhaps the Chamber would contribute as well. The question is how we use these funds to have a program that would be effective for Tillsonburg. Everyone present was in favour of the attached recommendation. NEW BUSINESS Dr. Rowland noted that he would like to talk with the CAO about the group to ensure consultation is as broad as possible. Most physician groups in town would like to participate in the planning sessions. Dr. Lamb noted that the Tillsonburg group has had more success in attracting people and it might be worthwhile of all three offices share with each other as to who they attribute expenses. It would be useful to share financial structure and billing habits with each other'confidentially'. It may be beneficial to share facts about overheads and how people are paid for what they do. M.Getty asked that the Minutes of the County group be sent to all doctors in town so they are aware of what the group is doing. C.Houze responded that Lesley Ross could provide those Minutes. Page 3 MINUTES: Meeting for the Committee "Physician Recruitment and Retention Committee" ROUNDTABLE Dr. Holowachuk talked about physician assistants. His office is having an assistant start this fall. He will prepare a presentation for this Committee for the next meeting. D.Calder noted that the Sub -Committee ill continue and will bring a model back to this group. He will also talk to the Chamber about a representative participating at this level. Next meetings to be scheduled. The Sub -Committee will continue to meeting, and this Committee will meet in June and September. Members noted that Mondays are best. NEXT MEETING Meetings of this Committee to be scheduled for June and September. Monday is the preferred date. Lana to schedule. The Sub -Committee to continue to meet.
