NEW BUSINESS
1. General Update
Presented By: David Calder, CAO, Town
CAO David Calder provided a brief up -date and commented how recent discussions have lead to
resurrecting this initiative and Committee.
Purpose of today's meeting is to provide a learning opportunity and up -date, and to discuss how to move
forward.
Chair Getty commented on how the County was looking at a County -wide recruiting team, thus the reason
for the break in this Committee. For various reasons, including the departure of Mr. Mates, that initiative
became stagnant. At this point, either that team needs to re -group, or we worry about our own area here
in Tillsonburg.
S.Renken noted that she had been in touch with the County -wide team to make sure they had not
re -grouped without letting us know. She confirmed nothing had been done since the last meeting, outside
of email conversations.
Dr. Roth commented that its great to have an Oxford County Recruitment Committee, but we in
Tillsonburg are up against bigger recruiters (i.e. Woodstock). If we solely rely on the Oxford Recruitment
Committee, we will get lost. We need to be more aggressive here in Tillsonburg, rather than worrying
about County -wide.
S.Renken commented on her role, and how we haven't been aggressive enough in paying or allowing the
role to grow bigger and better, resulting in minimum results. We don't have as much to offer perhaps, so
we are at risk, if we don't do something more aggressive. If we really want to get more results, we need
more of an action plan. If the role becomes greater, she noted that she would like to be involved.
Chair Getty agreed that we need to look at our home town first. As a next step, perhaps we need to
examine the structure and determine roles, and find people to fill or assist with those roles. He suggested
staff come back with dollars available, from the Town and Hospital, and job descriptions.
Chair Getty opened the floor for ideas regarding revitalization and next steps.
Dr. Roth commented regarding all of the groups in town being family health organizations, and to bring a
physician into a practice wasn't financially attractive because they do lose money. He discussed income
stabilization, and to encourage physicians in town to recruit, we need a program that will not lose
$20-30,000 to get set up. That's what we are competing against in other areas.
S.Renken commented on why we are at risk. We want family physicians, but a lot of the candidates want
more than just to be a family physician.
A question was raised about previous funding. Dr. Roth responded that previously there had been
$10,000 from the Town available, and $10,000 from the Hospital. Those dollars were not used in full.
CAO Calder questioned, in order to get a handle on dollars, would a similar model be required today,
same funds? Currently the Town has no funds for this type of purpose, other than what we are paying
Suzanne.
C.Houze commented on the need for two more family physicians that would cover Emerg as well. She
further commented on the need to be proactive, considering retirements over a 5-year plan. We are
looking at several retirements in the next 5 - 10 years.

Chair Getty summarized that what we have before us is basically what we had a couple of years ago. We
don't want a strategic plan or business plan, but we do want'structure'. We are looking at the next 10
years, and how to keep doctors in this town. That will take financial commitment from both parties, adding
Council will want accountability and up -dates on what is going on with the investment. At present we don't
have structure to speak of, but we need that in order to assist.
To that, Dr. Roth added. We need to plan to recruit'x' number of physicians in 'x' number of years, on an
ongoing basis. Look at stats to see what will work best. There will be attrition, he can see that happening.
We need to determine what number of physicians we will need. With respect to the money issue, there
are other opportunities other than funding from the Hospital and Town. We can look at other options down
the road, not a huge expenditure.
Dr. Roth also suggested looking at other communities... i.e. Petrolia, Goderich.
As a result of these discussions, Chair Getty suggested a smaller group be struck to do the necessary
research and homework. Perhaps C.Houze, D.Calder and Dr. Roth could call various municipalities and
connections, and S.Renken could contact peers to see if they would share information about their
recruitment initiatives.
We don't want services going to Woodstock. We need doctors to meet our community's needs, and to
keep our hospital functioning at the level it is. It's crucial that we get going on this, adding that the Town
starts setting budgets in October.
Chair Getty added, we need to not only look at what incentives we can offer doctors to come to
Tillsonburg, but how to offer them the whole package, including opportunities for spouses and children.
We need to sell the job, as well as the community to the entire family.
Dr. Roth also noted the need to show how lucrative the ER is, and how many patients can be picked up.
The following motion was passed:

Seconded by Councillor Rosehart THAT a Sub -Committee be struck to conduct research, identify needs,
and establish next steps for the Physician Recruitment and Retention Committee;
AND THAT the Sub -Committee consist of David Calder, Crystal Houze, Dr. Barry Roth and Suzanne
Renken.

It was noted that there may be others interested in being involved at the Sub -Committee level, perhaps a
representative from each clinic, but consensus was to keep the group small, and the findings be taken
back to the Physician Recruitment and Retention Committee as a whole. It was noted that Dr. Roth's role
is a hospital role.

2. TDMH Update
Presented By: Dr. Barry Roth and Crystal Houze, President/CEO, TDMH
As a further up -date, it was noted in the last 5 years, we have successfully recruited 4 family physicians
to Tillsonburg, but we need to be proactive and create a partnership and plan so we are in good shape
going forward.
CAO Calder noted, on that basis, we need to capture the Town budget cycle.

Dr. Roth commented further regarding 'income stabilization', noting the Ministry keeps good watch. If the
Ministry determines that a doctor isn't recruiting at the pace it wants to see, income stabilization stops.
3. Update - Physician Recruitment and Retention Work Plan

It was suggested that contact be made with the London Academy of Family Physicians, and a profile be
created.
Chair Getty suggested, for future consideration, a link to the Discover Tillsonburg website.
NEXT MEETING
Discussion was held regarding future meeting intervals. Consensus was to meet quarterly, as a
minimum.
C.Houze noted succession planning needs to be considered in the near future.
Next Meeting - Wednesday, September 25, 2013 at the Tillsonburg Corporate Office.
The Sub -Committee to meet prior to September 25.
