RE: Ontario Lottery Corporation - Advanced Funding Program
Date: March 31 1999
At the February 17, 1999 meeting of the Corporate Services
Committee, the Clerk -Administrator was directed to report to the
March 8, 1999 meeting of Town Council on the proposed fund
distribution to charitable organizations in the Town of Tillsonburg
under the Ontario Lottery Corporation's Advanced Funding Program.
The following advanced funding distribution and criteria has
already been set by the Corporate Services Committee:
1) Type A - a community organization with special capital projects
in Tillsonburg,
- each organization would split the funds left from Type B and
Type C payout;
2) Type B - a community organization with added funding sources
from a regional, provincial and/or national level,
- fund each organization $500.00;
3) Type C - a regional, provincial or national level organization
with a presence in Tillsonburg,
- fund each organization $200.00.
Based on the advanced funding criteria and applications received as
of February 17, 1999, the organizations have been divided into the
following Types A, B and/or C:

The advanced funds available from the Ontario Lottery Corporation
total $48,795.00 and there are 29 organizations.
There are 7 Type C organizations with a total fund distribution of
$1,400.00 as each organization will receive $200.00.
There are 11 Type B organizations with a total fund distribution of
$5,500.00 as each organization will receive $500.00.
There is therefore $41,895.00 available to 11 Type A organizations
and they would each receive $3,808.64.
Attached is the Application Sheet that was submitted to the
February 17, 1999 meeting of the Corporate Services Committee from
the Clerk -Administrator and attached to his report dated February
15, 1999.
It is therefore recommended that Town Council recommend to the
Ontario Lottery Corporation the following fund distribution based
on the available funds to the Town of Tillsonburg in the amount of
$48,795.00:
1) 11 Type A organizations each receiving $3,808.64;
2) 11 Type B organizations each receiving $500.00; and
3) 7 Type C organizations each receiving $200.00.

Ontario Municipal Board Act in the amount of
$125.00 payable to the Minister of Finance,
Province of Ontario.
Who can request an appeal
Only individuals, corporations or public bodies may
appeal a decision of the approval authority to the
Ontario Municipal Board. A notice of appeal may
not be made by an unincorporated association or
group. However, a notice of appeal may be made in
the name of an individual who is a member of the
association or the group on its behalf.

That Amendment No. 1 to the Township of Norfolk Official Plan as adopted
by the Township of Norfolk for the purpose of facilitating an expansion of the
Norfolk Mall be approved as modified for reasons set out in P.E.D. Report
No. 35/99.

TOWNSHIP OF NORFOLK
OFFICIAL PLAN
PART A: PREAMBLE TO THE AMENDMENT
1. Purpose of the Amendment:
The purpose of this amendment is to apply appropriate land use policy to
recognize the Norfolk Mall and to facilitate an increase in commercial floor area.
2. Location of the lands Affected:
The Norfolk Mall is located at the north end of the Township of Norfolk just
outside the Town of Tillsonburg and consist of approximately 15.4 ha. (38 acres)
in Lot 14, Concession 3, N.T.R., in the former Township of Middleton located
between the Townline Road and Simcoe St. (Regional Road No. 51) where it
intersects with Highway No. 3.
3. Basis of the Amendment.
The Norfolk Mall was established in the mid 1970s. It is an existing regional scale
retail facility with approximately 16,025 mz of gross floor area.
It is proposed that the Norfolk Mall be expanded to 23,700 m2 of gross floor area.
In support of the proposed expansion, studies regarding land use planning,
traffic impact assessment, market impact assessment and servicing have been
provided to the Township and the Region of Haldimand-Norfolk. A review of
these studies by qualified consultants retained by the Region of Haldimand-
Norfolk confirms that all relevant issues have been adequately addressed and that
it is in the public interest to permit the proposed expansion of the Norfolk Mall.

PART B; THE AMENDMENT
The Township of Norfolk Official Plan is hereby amended as follows:
1) P-;. Amendment
Section T is hereby amended by deleting subsection T.1.3 and by replacing it with
the following.
T.1.3. The Norfolk Mall is a regional scale retail facility comprised of a wide
range of retail and service commercial uses. The maximum gross floor
area of the Norfolk Mall shall be 23,700 m2. The permitted uses, the
maximum gross floor areas, and other regulations shall be prescribed in
the Zoning By -Law in accordance with justification contained in a market
analysis acceptable to the Township and Region.
Any expansion of the Norfolk Mall beyond 23,700 m� shall require an
amendment to this Plan and shall not undermine the planned function of
the central business districts of surrounding urban areas.
Detailed land use planning, transportation, servicing and market analysis
and impact studies shall be required for any amendment to this Plan to
expand the Norfolk Mall. The Township shall notify the Region forthwith
upon receipt of a complete application to permit the expansion of the
Norfolk Mall. The Township of Norfolk shall not adopt any amendment
to the Plan until the Township of Norfolk has received and considered a
report from Regional Council based on professional assessment by
Regional staff and/or peer review consultants of the proposed expansion
and required studies. However, if the Region fails to provide the
Township with such a report within 120 days of receiving notice of such
application, then the Township may proceed to adopt the amendment to
this plan without first receiving or considering a report from the Region

The Norfolk Mall may be serviced by private water and sewage disposal
services. Water and sanitary sewage disposal services for any expansion
to the Norfolk Mall shall be provided to the satisfaction of the Region and
the Township. Appropriate monitoring and maintenance of the sanitary
sewage disposal system shall be undertaken in accordance with the
requirements of the relevant Certificate of Approval.
