Resolutions SCHEDULE A — CONNECTING LINK CONSTRUCTION BY-LAW MINISTRY CONNECTING LINK AGREEMENT FORM BY-LAW NUMBER OF THE CORPORATION OF THE TOWN OF TILLSONBURG A BY-LAW TO AUTHORIZE the execution of a proposal and estimate of cost as represented by the Minister of Transportation and the Corporation of the TOWN of TILLSONBURG entered into pursuant to Section 116 of the Public 'Transportation and Highway improvement Act, R.S.P. 1990, Chapter P.50, as amended. WHEREAS the proposal and estimate of cost dated the 12TH MAY 1999 , for the construction of BROADWA part of a highway designated as a Connecting Link has been prepared. Y day of (HWY. 19) being a BE IT THEREFORE ENACTED by the Council of the Corporation of the TOWN of TILLSONBURG that: 1. The hereinbefore recited proposal and estimate of cost be approved; and 2. The Mayor/Reeve and Clerk be and they are hereby authorized and directed to sign the hereinbefore recited proposal and estimate of cost and to affix thereto the seal of the Corporation. Designated Route: giGHwAY No- 19 CONNECTING LINK This agreement dated hereinafter called the agreement between the Minister and the Corporation of the Town of Tillsonburg and subject to the terms and conditions thereof, and subject also to any necessary approval of the Board under the Ontario Municipal Board Act, the TOWN OF TILLSONBURG (Minister/Corporation) proposes that the following portions of highway, heretofore designated as a Connecting Link, be constructed by the Town of Tillsonbura (Ministry/Corporation) namely, (describe portion(s) of street(s) to be constructed). Broadway (Hwy # 19) — from Venison Street to Concession Street Including intersection improvements. and illustrated on the plan or sketch attached thereto; provided construction to be in accordance with plans and specifications approved by the Minister and the Corporation in the manner and at a cost estimated and divided substantially as follows: (a) Type of construction: storm and sanitary sewers, roadwork, traffic signals, pavement rehab., sidewalks, watermain. Morris, C.A.O. Date: 18/05/99 Re: 1999 Budget Further to Budget Meeting #3 of April 1 &, 1999, the Treasurer has prepared an updated Budget Binder for your information. It is noted that a total amount of $7,903,838 is proposed to be raised from taxation in 1999, resulting in a 0% increase over 1998. As Council is aware, during the Budget Process, the Province of Ontario announced a Special Circumstance Fund Grant to the Town of Tiilsonburg in the amount of $101,000. This funding has been taken in as Revenue to reduce the requirement from taxation and has assisted in maintaining a 0% tax increase. RECOMMENDATION: That the 1999 Budget in the amount of $7,903,838, reflecting zero percentage increase in dollar requirements from Taxation, be adopted. Resolved further that any additional tax revenue generated from the increase in the Assessment Base for the 1999 Taxation year be taken into General Reserve. Moms, Chief Administrative Officer, Cleric 0 Page 1 May 20, 1999 Tree Committee Meeting Minutes In Attendance: Bob Lehman (Chairperson) Gayle Leachman John Puhr Don May Rick Davis Al McGilligan Kelly Batt Rick Miggens (Representing Broadway residents) Discussion before Site Meeting • Some residents want certain trees down for safety reasons. . • The information was circulated for several months and the tree removal is scheduled for next week. • Rick Miggens stated " not all trees are a hazard and some trees would have to be removed due to construction". • The trees on the West Side of Broadway may be saved, however, the East Side trees may be doubtful. • The location of the sewer service will determine the fate of the trees on the East Side of Broadway. May 20, 1999 Tree Removal from Concession to Venison The Tree Advisory Committee met on Thursday May 20, 1999 to discuss and review the status of seven trees slated for removal on Broadway. Background Information • The trees on Broadway were already reviewed by the T.A.C. last year. • Three tree removal contractors inspected the trees. • The T.A.C. is unsure of the exact location of the sewer main at this time; therefore, it is difficult to determine if the existing trees will suffer root damage during excavation.. • Staff is concerned about potential liability in the future if some unstable trees are left in place. • The issue was raised about tree removal companies determining the health of trees when they may receive the contract to remove the trees in question. Findings from Site Meeting w • It is the recommendation of the T.A.C. that; 1) The tree at 287 Broadway is trimmed based on observations from the ground. 2) The tree at 266 Broadway is trimmed based on observations from the ground. 3) The other five trees are removed for various reasons.
