At the December 14, l 999 session of Oxford County Council, the enclosed By-law
No. 3957-99, being a by-law to amend the composition of Oxford County Council, was adopted_
This by-law was adopted in accordance with Section 27 of the Municipal Act and
specifically Subsection 27(2).
Subsection 27(4) of the Municipal Act also has a significant bearing on the enclosed
by-law and reads as follows:
(4) The by-law shall not come into force unless,
(a) a majority of all votes on the upper -tier council are cast in its favour;
(b) a majority of the councils of all the local municipalities forming put of the
upper -tier municipality have passed resolutions consenting to the by-law;
and
(c) the total number of electors in the local municipalities that have pissed
Iresolutions referred to in clause (b) form a majority of all the electors in
the upper -tier municipality.

In accordance with (b) above, I would ask that your Council consider adopting a
resolution consenting to the County's approval of the enclosed by-law. As you will note, part (c)
of the above subsection may play a role in the eventual approval of the by-law depending on
whether all eight Area Municipal Councils adopt resolutions consenting to the by-law.
It would be appreciated if your Council would act on this request as soon as possible in
order for the County to make a submission to the MiWster of Municipal Affairs and Housing to
obtain his approval, by regulation, of the proposed County composition.
Please forward any resolutions regarding this request to me so that an overall
determination can be made as to whether Subsection 27(4) is complied with after all Comicils
have considered the matter.

THE CORPORATION OF THE COUNTY OF OXFORD
BY-LAW NO. 3957-99
BRING a By-law to amend the composition of Oxford County Council.
"IMMAS, section 9 of the County of Oxford Act, R.S.O. 1990 chapt.
C.42, provided that County Council was to be comprised of twenty
members.
AND W AS, subsections 67(1) and 67(3) of the Better Local
I� Government Act, 1996, S.O. 1996, chapt. 32, repealed sections 4(1)
,a and 9 of the County of Oxford Act through.a series of amendments to
the Municipal Act, R.S.O. chapt. M.45, respecting the size of
Municipal Councils.
AND 4EEREAS, subsection 27(2) of the Municipal Act provides that
the County Council may by By-law amend the size and composition of
Council only if there is a head of Council, each Area Municipality
is represented by at least one member, and election to County
Council continues to be indirect through election to the County's
constituent Area Councils.
AM wBERRAs, Council at its meeting of December S, 1999 adopted
Resolution No. 17 indicating an intent to adopt a By-law to change
the composition of Council by reducing the number of members.
ACID wKHREAS, section 19(3) of the County of Oxford Act provides
that section 242 of the Municipal Act, respecting the remuneration
of Councillors, applies to the County_
Now TBBRSFORB, the Council of The Corporation of the County of
Oxford enacts as follows:
1. That on and after December 2000 the County Council shall
comprise ten members consisting of,
(a) the Mayor of each Area Municipality;
(b) two members of Council of the City of Woodstock
elected as members of the County Council.
2. That members of Oxford County Council shall receive $9,765.00
per annum remuneration_
3. That this By-law shall not come into force until a majority of
the Area Municipal Councils having a majority of the
electorate shall have passed a Resolution consenting to the
By-law.
4. That this By-law shall not come into force until the Ministry
of Municipal Affairs and Housing shall have made a Regulation
under subsection 27(10) of the Municipal Act to provide that
section 27 applies to the County of Oxford_

BEING A BY-LAW TO AUTHORIZE BORROWING
FROM TIME TO TIME TO MEET CURRENT
EXPENDITURES DURING THE FISCAL YEAR ENDING
DECEMBER 31, 2000.
WHEREAS the Municipal Act, R.S.O. 1990, Chapter M45, Section 187, provides authority for
a council by-law to authorize the head of Council and the Treasurer to borrow from time to time,
by way of promissory note or bankers' acceptance, such sums as the council considers necessary
to meet, until taxes are collected, and until other revenues are received, the current expenditures
of the Corporation for the year,
AND WHEREAS the total amount which may be borrowed from all sources at any one time to
meet the current expenditures of the Corporation, except with the approval of the Municipal
Board, is limited by Section 187 of the Municipal Act.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
TILLSONBURG ENACTS AS FOLLOWS:
Borrowing 1) The head of Council and the Treasurer are hereby authorized to
Authority borrow from time to time by way of promissory note or bankers'
acceptance during the year 2000 (hereinafter referred to as the
current year) such sums as may be necessary to meet, until the
taxes are collected, and until other revenues are received, the
current expenditures of the Corporation and the other amounts that
are set out in subsection 187 (1) of the Municipal Act.
Instruments 2) A promissory note or bankers' acceptance made under Section 1
shall be signed by the head of Council or such other person as is
authorized by by-law to sign it and by the Treasurer.
Lenders 3) The lenders from whom amounts may be borrowed under authority
of this by-law shall be the Canadian Imperial Bank of Commerce
and such other lender(s) and reserve funds of the municipality as
may be determined from time to time by resolution of the Council.
Limit on 4) The total amount which may be borrowed at any one time under
Borrowing this by-law, together with the total of any similar borrowings that
have not been repaid, shall not exceed, from January 1 st until
September 30th of the current year, 50 percent of the estimated
revenues of the Corporation as set forth in the estimates adopted
for that year. Such borrowing shall not exceed, from October 1 st
until December 31st of the current year, 25 percent of the said
estimated revenues of the Corporation as set forth in the estimates
adopted for that year. For purposes of this by-law, the estimated
revenues of the Corporation shall not include revenues derivable or
derived from
(a) borrowings or issues of debentures, or
(b) a surplus, including arrears of levies, or
(c) a transfer from the capital fund, reserve funds or reserves.

5) The Treasurer shall, at the time when any amount is borrowed
under this by-law, ensure that the lender is or has been furnished
with a certified copy of this by-law, a certified copy of the
resolution mentioned in Section 3 determining the lender if
applicable and a certified copy of the estimates of the corporation
adopted for the current year and also showing the total of any other
amounts borrowed from any and all sources under authority of
Section 187 of the Municipal Act that have not been repaid.
6) If the estimates for the current year have not been adopted at the
time an amount is borrowed under this by-law.
(a) the limitation on total borrowing, as set out in Section 4,
shall be calculated for the time being upon the estimated
revenues of the Corporation as set forth in the estimated
adopted for the next preceding year, and
(b) the certified copy furnished under Section 5 shall show the
nature and amount of the estimated revenues of the
Corporation as set forth in the estimates adopted for the
next preceding year.
Charge on 7) All or any sums borrowed under this by-law shall, with interest
Revenues thereon, be a charge upon the whole of the revenues of the
Corporation for the current year and for any preceding years as and
when such revenues are received but such charge does not defeat
or affect and is subject to any prior charge then subsisting in favour
of any other lender.
Directive to 8) The Treasurer is hereby authorized and directed to apply in
Treasurer payment of all or any sums borrowed under this by-law, together
with interest thereon, all or any of the money hereafter collected or
received, either on account of or realized in respect of the taxes
levied for the current year and preceding years or from any other
source, which may lawfully be applied for such purpose.
Effective Date 9) This by-law shall come into force on the I" day of January, 2000.

BY-LAW NO.2927
BEING A BY-LAW TO ADOPT A PERSONNEL POLICY
WHEREAS the Council of the Town of Tillsonburg recognizes the need for a clear and concise
set of policies concerning personnel management,
AND WHEREAS Council of the Town of Tillsonburg is desirous of collating all policies in one
manual so as to aid Council and Staff;
AND WHEREAS the Council of the Corporation of the Town of Tillsonburg deems it advisable
that the Personnel Policy be confirmed and adopted by by-law;
THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
TILLSONBURG ENACTS AS FOLLOWS:
1. THAT the Personnel Policy attached hereto as Schedule "A" is hereby adopted as the
policies and practices to be used in the management of personnel;
2. THAT said Policy is attached hereto as Schedule "A" and forms a part of this by-law;
3. THAT all by-laws and amendments thereto enacted by the Town of Tillsonburg, the
Tillsonburg Parks and Rec Commission and the Tillsonburg PUC pertaining to personnel
policies are hereby repealed;
4. AND THAT this by-law shall come into force on the I' day of January, 2000.
