Hox. S. Til lbt started yesterday morn­ ing for Europe, to negotiate, it is said, n uew loan as well os to advise with the Imperial authorities on the subject of the ffocal policy of the Dominion. Sir Alex­ ander Galt accompanied him, hia mission having, it is understood, to do with the Fishery Award. Both gentleman will, in all probability,co-operate io realizing tome of the objects of their respective missions, having already been in consultation in Qttawa. The Duke of Sutherland in an unlucky hour subscribed (or four shares of the Glssgow Bank. He thought it was a reliable concern. Now that it has failed, lie finds those four shares will cost him, so it ie said, about 55,000.000. His loss will excite sympathy and regret, for ho has never frittered away his enormous income, which was about 600,000 a year, in selfish pleasures, Ho has of late years expanded large sums ou railroads, and other works, which will now probably ba brought to a stendstill. Ho is said to bo an excellent practical mechanic nnd railroad engineer. Tur Municipal Elections will in all probability soon engage the attention of our readers. We see by our exchanges that in neighboring towns and cities con­ siderable activity is being displayed by ratepayers who are desirous of a change, and aspirants who are seeking for honors. The goncrnl talk among property holders in lugersoll is to the effect that a change iu our council would be desirable, but as yet those who are most loud-mouthed in the matter are uot iu a positi n to define what changes are requited, or what they would desire. At one time we bear that otir council arc not energetic in keeping our streets iu proper repair, and therefore new men should bo o'uosou, and again we hear it proclaimed that they have been ex­ travagant,- and have wasted the money en­ trusted to thorn, and that therefore they should bo made to give place to better men. These murmurs are all very well in their^ilaco, but they ore often mado by men who know and take very little interest in our town affairs, and are therefore un­ worthy of consideration. The office of municipal councillor is an onorous and thankless one at host, and it is a very diffi­ cult matter t» iuduco our best men to allow themselves to bo brought forward. It is an unquestionable fact that many of our streets and sidewalks are iu a deplor­ able condition, but it would require a largo expenditure of money to put them into proper and permanent condition, and ho must be a bravo man, aud tbo council must be possessod of a stiffness of backbone not hitherto found ia that body, who would undertake to do the work effectually, and then face tho electors at the nuxl eh-ctiou. Our taxes are now high, but if tho repairs required aud the necessary public improve­ ments made which some of the knowing ones jeon to think should be gone into it would require a much higher rate to be levied than has boon demanded tho post few years. This is a matter of vital im­ portance to the town, an I it would bo well if, before the elections take place, that the matter should be thoroughly discussed in public. If it is desirable to improve our town by the building of substantial roads, sidewalks and bridges, we think it only right that the council to bo elected should have their hands strengthened by the voice of tbo people, and no hotter opportu­ nity can be afforded them cf giving or with­ holding their sanction than at the annual election. We throw out these suggestion* more fur tho fiurposo of bringing out nn expression of public opinion than anything else, feeling that the time has come when our elections should have some other object than the selection of mero personal friends. Let the candidates who go into the field havo soma settled object in their minds as to what they intend to carry out in the council, and then the electors can vote intelligently, end they will not be to blame if they fulfill the expectations re­ quired of them. Presentation to Mr. John Gray. A very pleasant evening was spent by a number of gentlemen at tho Royal Hotel, ou Thursday evening last. The oucasiou was the presentation to Mr. John Gray (hto foreman Credit Volley Railway) of a handsome gold chain and an address, previous to his depar­ ture from Ingersoll Thech'air was taken by Mr. Robert Jackson. The usual loyal and numerous volunteer toast» were proposed and amongst others the Troddcnt And Directors of thu Crulit Valley Railway. In respondingMr. D. G. Charles referred to the pluck endenergy of Mr. 1-aidlaw aud said that no other man could have succeeded in such very un- propitions times os tho President h.vl dem­and concluded by wishing health and proeper ity to the inhabitantaof Ingersoll. Mr. Gray is leaving many warm friends behind himwho will at all time* ho glad to hear of his success through life.
