3007 To establish the Tillsonburg Annandale National Historic Site Advisory Committee.THE CORPORATION OF THE TOWN OF TLLLSONBURG BY-LAW NO. 3007 A BY -LAV' to establish the Tillsonburg Annandale National Historic Site Advisory Committee. WHEREA'S' the Council of the Town of Tillsonburg deems it advisable to establish the Annandale National Historic Site Advisory Committee. BE IT THEREFOM'd ENACTED as follows: ESTABLISHED: Li Tillsonburg Annandale National Historic Site Advisory Committee A special body to be known as the "Tillsonburg Annandale National Historic Site 1) Advisory Committee", is hereby established. L2 Composition -- members -seven -required The Committee shall be composed of a minimum of 7 and a maximum of 9 meirbers,, who, in the Judgment of Council, are qualified. Members of Council shall not be qualified as members of the Committee. 13 App ointments — effective date - expiry All oppointments to the Committee shall become effective upon the passing of resolutions which provide for such appointments,, and shall correspond to Council's term of office. 1A Curator — Tillsonburg Annandale National Historic Site and Annandale House The Curator old the Tillsonburg Annandale National Historic Site and Annandale Houise or his/her designate shall attend all meetings in an advisory capacity only. 1.5 Chair — chose -n- first meeting — requirements There shall be chosen a Chair of such Tillsonburg Annandale National Historic Site Advisory Committee hereinafter referred to as "the Annandale National Hi.storic Site Advisory Committee" from among the members described n Section 1.2, at the first meeting of the Annandale National Historic Site Advisory Committee following the passing of a resolution on appointments under Section 1.3, at which at least four members are present after November 30 in any year. 1e6 Chair - term Such appointment as Chair shall continue until November 30 in the following year or until a successor as Chair is appointed, whichever occurs last. 1.7 Chair - duties The Chair shall: 1 1 Site Advisory Comm' (a) Chair all Official Annandale National H*stor'c 1 1 Committee meelings; and (b) set the agenda in consultation with the Curator. L8 Vic a -Chair -- duties Chair - absent There shall bin chosen a Vice -Chair who shall assume the duties of the Chair when the latter is not in attendance. 1.9 Quorum -- fc►ur - minimum A quorum shall consist of majority members of the Committee in attendance at any of its meetings for the conducting of business. GENERAI� PROVISIONS: 2.1 2.2 2.3 2.5 2.6 2.7 General requirements set out The general requirements of the Committee will be as set out in Sections 2.2 through 2.7 inclusive. Meetings 1:imes determined - Chair The Annandale National Historic Site Advisory Committee shall meet at the time or times to be determined in advance by the Chair provided that at least one meeting shall be held within every two month calendar period. Meetings notice to all members by Chair The Chair shell give notice of any such meeting to all members of the Committee including the Curator of the Annandale National Historic Site by notice as far in advance of arty meeting as possible and in no event shall the notice be less than forty-eight hours. The Chair shall make all due attempt to contact Committee members for emergency meetings. Me etings iinterested groups individuals as required The Annandale National Historic Site Advisory Committee shall meet from time to time, when required, with groups, organizations and individuals interested or involved in Annandale National Historic Site activities, to determine their paricular concerns in their areas of Annandale National Historic Site interest. Annual report by Curator - reviewed The. Annandale National Historic Site Advisory Committee shall review the Curator's annual report, which is to be submitted to Council by the last day of Fet ruary in each year and which report includes a general outline of the activities of the Committee for the preceding year. Amival budget/business plan museum reviewed The Annandale National Historic Site Advisory Committee shall review the annual museum budget/business plan. Projects rnuseological attended to upon request The Annandale National Historic Site Advisory Committee shall attend to any project of a rnuseological nature, as requested by Council. 2.8 Policy changes execution responsibility - Committee Upon the establishment by Council of any change in policy as set out in this or any other Chapter, the Chief Administrative Officer, through the Director of Community '->ervices and the Curator, and such other members of the City administrative staff as may be prescribed or may be necessary, the Annandale National Historic Site Advisory Committee shall be responsible for the proper execution of those policies and procedures. 2.9 Spccial projects committees formed duties Frim time to time committees shall be formed to undertaken business of special projects appropriate to the "Annandale National Historic Site" functions. Such committees shall report their findings to the Committee at regular Committee meetings. 2.10 Trustees of Annandale National Historic Site Trust & Endowment Funds Thi, Annandale National Historic Site Advisory Committee shall be the Trustees of ;any special trust funds established for the purpose of capital, restoration and artifact purchases, which funds are contributed by way of fund raising or bequests, or ;such newly established trust funds for purposes which may be determined. RECOMN[ENDATIONS - COUNCIL. 3.1 Annandale National Historic Site program objectives policies setting Thl� Annandale National Historic Site Advisory Committee, through the Director of 1�ommuni-ty Services, shall be responsible for presenting to Council its recommendations relating to the setting of objectives and policies to be followed in connection with a proper Annandale National Historic Site program for the City. 3.2 Committee -- activities objectives general Thl� Annandale National Historic Site Advisory Committee, through the Director of C_,ommunfty Services, shall be responsible for presenting to Council its recommendations relating to those matters pertaining to the general objectives and activities. of the Annandale National Historic Site Advisory Committee as may from time to time be referred to it for consideration by Council. 3.3 Policy matters - related Th Annandale National Historic Site Advisory Committee, through the Director of 1,2ommunity Services, shall be responsible for presenting to Council its recommendations relating to other related policy matters that may come to the attc;ntion of the Annandale National Historic Site Advisory Committee. 3.4 Programs - procedures Curator The- Annandale National Historic Site Advisory Committee, through the Director of Community Services, shall be responsible for presenting to Council its recommendations relating to the review and consideration of programs and procedures brought to it by the Curator of the Annandale National Historic Site Advisory Committee. 3.5 Annandale National Historic Site programs —status —community needs The Annandale National Historic Site Advisory Committee, through the Director of C/ommunit:y Services, shall be responsible for presenting to Council its recommendations relating to the status of the Annandale National Historic Site programs, and their relationship to community needs. 3.6 Reports to Community Services Director' by Curator The Curator of the Annandale National Historic Site shall report the business and recommendations of the Annandale National Historic Site Advisory Committee to the Director of Community Services. 3.7 Ma-Aers submitted complete report channels All matters submitted to Council for consideration must be accompanied by a complete report on the subject and shall be presented by the Curator of the Annandale National Historic Site to the Director of Community Services, to the Council. ENACTMENT. 4.1 Eff active date The by-law upon which this Chapter is founded came into force and took effect upon the third reading thereof.
