The Chair called the General session of the Board to order at 8:01am.

seconded by Ann Loker, and carried, the Agenda was approved.
5 Approval of Previous Minutes
The Minutes of a meeting of the Board held on October 19, 2016
were presented to the Board for approval.

OPP contract Policing - Tillsonburg Insp Hymers presented the November 2016 contract statistics
and memorandum which reported members of the OPP attended
487 calls for service with an 86.7% clearance rate. In comparison

Members of the OPP attended 492 calls for service with an
86.9% clearance rate in 2015. The most serious of these calls were 3 break & enter and 8 random acts of mischief.

Insp Hymers presented the High School Resource Officer
Month End Report for november 2016
Proactive Duties
• Patrolled interior, exterior, gullies and parks surrounding Glendale High School
• Foot Patrol Downtown Tillsonburg, mall and Norwich Township
• Engaged in conversations with parents, youth and staff
regarding youth issues
Reactive Duties
• 36 Calls For Service completed
• 7 involving Glendale Students and 2 involving Annandale Students.
• There were two Mental Health calls for service involving
Glendale Students, one dealt with my staff the other was at the residence and the youth was taken to Woodstock
Hospital, family was grateful the HSRO had attend to give their child a familiar face to deal with.
• Investigated two adult solicitors at Glendale HS. They
were not identified but the following week the same
male with a graduated ex-student was confronted and advised that they were not allowed to be in the school
soliciting staff and students.

• Spoke with two parents of youth that were consensually
fighting off school property and warned re: Cause a
Disturbance by fighting. First incident for both students.
• Dealt with an altercation between two students at
Glendale with the Vice Principal regarding uncontrolled
anger. Situation resolved by VP. Both students warned regarding their participation in angering each.
• Located a student whose phone dialed 911. He was ok
and educated that the phone will call 911 even if the
screen is locked.
• Continuing an online investigation where an older male was sexually flirting with a 14yr old Glendale Student on
FB. Male has been identified and though no criminal
offence was committed is behavior online is concerning. Attempting to locate to warn.
• Annandale reported a suspicious person after the fact and
reported on a special needs youth that is becoming increasingly more physically aggressive and will want two officers attending if then call police for assistance
• The remainder of the calls for service was assisting front
line officers by investigating calls, backing up officers or assisting with interviews.
• Was also involved in OSOR duties, Crime Stoppers and
assisting with front desk duties
• 5 Tillsonburg parking tickets issued and 5 POA’s issued for speeding.

Woodstock.
• Participated in Cops For Kids event at the London
Knights Game.
• Participated in Wellness Fair at Glendale High School.
(Well received by most students)
• Attended Oxford County Suicide Prevention Committee

Visitor Parking Lot Reconfiguration On Motion made by Chris Rosehart,
SECONDED by Ann Loker and CARRIED it was RESOLVED that the TPSB request the removal of the centre island of the OPP
Station visitor parking lot to allow for easier access.
Background Checks -to be offered by the OPP on 2 Saturdays per year. This will allow for easier access for volunteers
Bicycles on Sidewalks
Look into the possibility of painting
restrictions on the sidewalk
Rear Parking Lot Access
Signs not up yet – will have to wait until
the ground thaws
